    Personnel Administration Manager

    Main Purpose

    Is responsible of ensuring that MSF is a Responsible employer in the mission, supports proper management of HR across the board and assumes full responsibility of all Administrative and legal issues in the Mission.

    Accountabilities

    • Know labour legislation in force in mission country; keep her/himself informed of any amendment made in labour legislation by regularly checking legislation sources and/or regularly meeting with lawyer, other local authorities at this level
    • Know all MSF policies, procedures, tools, standards and principles regarding all staff’ (national, international, regional, etc.) working conditions, benefits and remuneration, job profiles and function grids, health coverage, etc., adapts them to the Mission reality and ensures an equitable, efficient, transparent, fair and accountable implementation by all relevant staff throughout the Mission.
    • Is responsible for the proper implementation and follow up of internal regulations and terms of employment contracts of all national staff, ensuring that all staff is employed in the frame of fair labour conditions, and according to local legislation, MSF HR vision, values and principles.
    • In close collaboration with HRCo, ensures regular administrative meetings with all staff throughout the mission take place in order to ensure they are aware and respect their rights and duties and to inform them of any change in Labour legislation and general employment framework which may affect them (i.e. legal amendments, changes in local practices, new HR-Admin policies or procedures, amendments to Internal Regulations, etc.).
    • Is responsible to ensure that all functions and job profiles at Mission level meet with the Mission’s function grid approved by HQ and are aligned with MSF Standard Job Profiles and Function Grid, and that any new function or amendment to an existing one (including significant changes in responsibilities and/or mixing existing functions) are requested in advance to HRCo and HRO/REHUCO for previous validation by HQ. Identifies deviations and shares them with HRCo in order to draw an action plan in case corrections are needed/convenient.
    • Is responsible to ensure that National Staff remuneration (salary, post adjustments, compensations, final settlements, etc,) and benefits (holidays, leaves, social coverage, health coverage, etc.) meet with the Mission’s salary grid validated by HQ, Internal Regulations and HR policies, ensuring MSF acts as a responsible employer at any time. In close coordination with the Financial Coordinator, ensures fulfillment of national legislation regarding employees’ taxes and social security at Mission level, checks that monthly declaration forms for taxes and employee/employer social security contributions are correct and sends them to the Financial Department
    • Informs HRCo in case a legal risk is detected within her/his area of responsibilities and suggests actions to take in order to prevent it. Follows up employees’ claims and keeps HRCo informed at any time.
    • Ensure that MSF, as an employer, as well as all MSF employees comply with safety and risk prevention measures as stated by local legislation and/or MSF standard policies and procedures..
    • Ensure an efficient filing system (physical and electronic files) of all administrative files at Mission level, granting strict confidentiality of employees’ personal files and other administrative private documents upon request of HRCo, and ensuring preparedness in case of evacuation.
    • Upon request of the HRCo, maintain regular contact with ministries, national administrations, other MSF sections and other NGOs to improve/keep up to date with administrative practices.
    • Knows Homère in depth and ensures a proper parameterization, use of the system and quality of data throughout the Mission, being her/himself the Missions’ technical reference in absence of a person specifically in charge of the system.
    • Ensure, in close collaboration with HRCo and Logistics department, that all international and internal movements in the Mission are properly managed (visas, tickets, per diem when necessary, dates of arrival/departure, etc.), and ensures proper accommodation conditions (i.e. room, food, etc.) by informing all relevant people/departments.

    Context Specific Accountabilities

    • Supervise daily, monthly, annual HR operations and procedures of Personnel administration: (Payroll, labour contracts, social security & income taxes, social benefits administration for the mission)
    • Health and Safety: Review work environments to ensure procedures are in place to prevent health risks/injuries and be compliant with all regulations (OSH) governing the health and safety of individuals in the workplace.
    • Follow-up for national staff disciplinary processes in Nairobi.
    • Administrative management of Health Insurance for National Staff including contracts and follow up of staff enquiries.
    • In charge of compiling monthly HR reporting from the whole mission and provide feedback to projects and HQ.
    • Administrative management of national staff employment contracts and followup (appraisals, renewal, termination).
    • Focal point and technical support for Homere and HR database management in the mission.
    • Administrative management of Archiving procedures and policy in the mission.

    Requirements

    Education

    • Essential: Degree in Human Resource or related field.

    Experience

    • Essential: Working experience of at least two years in administration

    Daily Worker/Locum Driver

    Responsibilities include, but are not limited to:

    • Checking daily, the technical conditions of the assigned vehicle (state of the tires, oil, fuel, brakes, radio equipment, spare parts, etc.), performing weekly check according to the MSF Logbook, refilling it when necessary, and keeping it clean to ensure it can be driven in perfect conditions.
    • Ensuring the security of passengers in the vehicle, driving carefully, observing speed limits and traffic rules in the country as well as MSF security rules, in order to avoid car accidents.
    • Ensuring all passengers have all necessary papers in order before travelling, and ensuring non-MSF staff sign disclaimers of responsibility before using the vehicle
    • Ensuring correct loading and unloading of the vehicle, submitting the documents to the receiver of the goods, checking the status of delivered goods, returning the duly completed documents to Logistics and ensuring that the goods have the necessary documents
    • Ensuring that all vehicle documents and the driver’s driving license are valid and in the vehicle. Informing the line manager of any incident involving the transportation of passengers and/or goods
    • Knowing how to use all types of radios, codes, call numbers and radio alphabets by heart and communicating with base according to MSF communications policy to inform the driver’s position and any potential implications.
    • Knowing and respecting the security rules related to vehicle movements, specifically those related to customs, checkpoints and roadblocks. Ensuring all passengers know and respect the security rules

    Requirements

    Education

    • Essential literacy and driving license. Good knowledge of country roads

    Experience

    • Essential: 2 years minimum of previous driving experience preferably with MSF/other NGOs
    • Desirable: experience with specific vehicles to use (4×4, motorbikes, etc.)

    Daily Worker/Locum Emergency Medical Technician

    Responsibilities include, but are not limited to: –

    Patient centered care

    • As a health care professional inform and educate your patient and provide medical assistance with fairness and equity
    • All procedures and treatments recommended must be with the intention to do the most good for the patient.

    Ensure the quality of triage

    • To identify the most severe cases requiring priority attention (Trauma Room).

    Ambulance and ER

    • Perform patient assessments, including physical examination of patients
    • Provide First Aid, Basic Life Support including but not limited to airway management, circulatory and shock management, clinical assessment, orthopedic care, and patient extrication and safety.

    Mass Casualty incidents

    • Ensure team and patients safety during Mass casualty incidents.
    • Ensure availability of both medical and logistics materials during MCI’s
    • Ensure triaging and management of the patients according to triage category.
    • Ensure proper documentation and handover.

    Emergency Medical Dispatch activities:

    • Identifies and localizes the victim
    • Evaluates the degree of emergency and gives counsel while awaiting the ambulance
    • Dispatches the ambulance and receives the complementary information from the ambulance team
    • Prepare the patient’s admission Ensuring accurate and complete documentation
    • Complete, comprehensive documentation of patient condition, all interventions and advice provided in the patient forms and/or medical legal documents as per protocols.
    • Ensure proper documentation of the activities: fill in registers, informatic files.

    Requirements

    Education

    • Essential: recognized EMT (Emergency Medical Technician) degree/diploma

    Experience

    • Desirable: 2 years of previous experience and previous experience in other NGO’s.

    Youth Clinic Supervisor

    Responsibilities include, but are not limited to:

    Supervising daily activities within the Youth Friendly Centre

    • Supervise the daily activities of the youth friendly centre (medical, social): patient flow, waiting times, health talks within the centre, etc.
    • Participate in ensuring that patients receive appropriate social assistance when required and that this support is clearly documented in their files ✓ Participate in budgetary reviews and MAP (Annual planning)

    Data Management and Report Writing

    • Analyses activity data and prepares monthly reports on the activities with input from the YFC team, providing them with feedback.

    Programme implementation

    • Ensure the implementation of Youth Centre activities as defined in the project document together with the Youth Centre Manager
    • Collaborates with Youth Centre Manager and other relevant managers to ensure quality medical and psychosocial care is offered to patients/clients in the Youth Friendly Centre.

    Internal communication and meetings

    • Actively participate in Youth Centre meetings, indicator meetings and any other relevant meetings within the project.

    Coordination of Youth friendly activities

    • Participates in decisions and development of objectives and strategies concerning program orientation.
    • Liaise with all departments- social/logistics/ admin to ensure smooth Youth Centre operations.

    Youth and Community engagement

    • Collaborate with Youth Centre Manager in regard to Promoting the Youth/Community participatory approach as a main pillar of the Youth friendly services.
    • Collaborates with the Youth Advisory Council as the link with the Youth and as advisor to the activities.

    Supervising and guiding the team

    • Contribute to the organization of regular team meetings.
    • Organises the distribution of information within his team.

    Team development

    • Defines road Maps for the team directly supervised by him/her and conducts periodic one-on-one meetings to discuss progress and update the road map.
    • Defines his team’s training needs in accordance with the project’s objectives.

    Administration, Human Resource and Management tasks

    • Annual leave planning and monitoring
    • Participates in other project meetings as deemed necessary e.g. ongoing education sessions, general staff meetings, etc
    • Ensures that all necessary information is shared with the whole team by way of meetings, memos, mails and sharing of meeting minutes.

    External relations and Networking

    • Collaborate with the Youth Centre Manager in attending meetings with other organizations/ stakeholders which emphasizes Youth Friendly Care

    Requirements

    Education

    • A Diploma/Degree in Nursing, Midwifery or related studies

    Experience

    • Essential 2 years working experience in related jobs (e.g., Health promotion, social research), preferably with MSF or likewise organizations.
    • Experience in working in Youth/ Community participatory programs is an added value.

    Lay Counselor Educator

    Main Purpose

    Perform basic counseling and/or educational activities to patients, families, communities, following MSF protocols and procedures, in order to improve the health condition of the patient.

    Accountabilities

    • Perform basic training to the Peer educators to offer PFA to the peers and their caregivers at the outreachers and health faciltiy.
    • Offer psychological support to both peers and patients within the facility on social issues, mental awareness and provide emotional support to clients undergoing grief and loss
    • Offer basic counselling to GBV surviours and their caregiver at the outreachers and the health facility.
    • Perform health talks to peers through focused group discussions and support groups. To work closely with HP supervisor to offer health sessions at the waiting areas and outreaches.
    • Identify clients requiring refferal to other social services and link with the social worker for instance for child protection or legal if need be.
    • Keep patients files and documents confidential under lock and key. Maintain confidentiality during the counselling sessions of the client.
    • Offer pre-HIV counselling to the AYP and also post-counselling after the test.
    • Through testimonials, share own experiences to the peers and patients on issues affecting their health

    Requirements

    Education

    • Desirable formal degree in social work or pscychology
    • Desirable counselling background, good communication skills

    Experience

    • Desirable work experience in related jobs
    • Experience with MSF preferably or with other INGO.
    • Essential: working experience with AYKPs and youth groups is a plus

    Languages

    • English and Kiswahili

    Knowledge

    • Essential computer literacy
