    Housing Supervisor

    Duties
    Provides overall coordination of the Facilities Maintenance Management (FMM) Housing Office which consists of over 200 short term leases and almost 100 government-owned properties. Incumbent is in charge of coordinating the make-ready process for the FMM team in partnership with the coordinator for the GSO Housing team, working closely with facilities team, supervisors, POSHO's and make ready team. After housing assignments are made, the incumbent is the point of contact for incoming personnel concerning facilities. The position reports to the Deputy Facilities Manager.

    Qualifications and Evaluations
    Requirements:
    Experience: 

    • Three years of administrative, project management or real estate experience is required.

    JOB KNOWLEDGE: 

    • Knowledge U.S. Government regulations; Foreign Affairs Manual (14 FAM), GSO Housing Handbook, and Embassy policies. Strong understanding of Facility Management operations and operating practices and procedures. Knowledge of Microsoft Office applications is required. Good knowledge of preparing a residence for occupants is required. Must know basic maintenance requirements.

    Education Requirements:

    • A High School Diploma is required.

    Evaluations:
    LANGUAGE PROFICIENCY: 

    • English Level IV (Fluent) Speaking/Reading/Writing is required.

    SKILLS AND ABILITIES:

    • Excellent interpersonal skills are a must. Must have ability to work under pressure and able to organize and manage multiple tasks. Ability to work both independently and in a team is required. Driving skills required. Must have a valid driving license and be willing to drive U.S. Government vehicles. Must be able to obtain and maintain a Secret level Security Clearance.

    General Maintenance Worker (6 positions)

    Qualifications and Evaluations
    Requirements:
    EXPERIENCE:  

    • A minimum of three (3) years of experience in the repair and maintenance of plumbing and commercial or industrial HVAC/mechanical heating, refrigeration and ventilation systems is required.

    JOB KNOWLEDGE: 

    • Maintenance and repair of standard plumbing methods and techniques including potable water and sewage systems, motor starters, thermostats, humidistats, variable frequency drive (VFD) motors and controllers, gravity dampers, sensors, furnaces, hydronic systems, hot water heaters and heat pumps, evaporators and condensers.
    • Minor component replacement of motors, valves, pumps, controls and recording instruments
    • Plumbing system testing procedures in control devices to monitor, diagnose faults, determine current operating capacity to the design requirements, all in accordance with US and host country regulations.
    • Maintenance and repair using industry aligned techniques and procedures for the modification and fabrication of various types of metal and alloy parts and equipment by use of electric and gas welding processes.
    • Maintenance and repair using industry aligned techniques and procedures involved in laying a variety of brick, block, stone and concrete in the construction or repair of such items as partitions, walls, walkways and roadways. 
    • Reading and working from sketches, architectural and engineering drawings, specifications, schematics, one-line diagrams and material lists

    Education Requirements:
    Mandatory: 

    • Completion of secondary school is required and completion of vocational training from an accredited institute recognized as awarding a Trades Certificate in a general construction field is required.

    Evaluations:
    LANGUAGE:  

    • English level II (Limited knowledge) Reading/Writing/Speaking is required. (This may be tested)

    SKILLS AND ABILITIES: 

    • Must be able to identify problems or dangers, report issues and provide solution.
    • Must be able to work as part of a team, work under pressure and a tight schedule.
    • Must have flexible approach to work shifts and answer emergency calls at all hours.
    • Must have a valid driver's license Class B, C, E.

    Public Health Specialist (TB/HIV)

    Qualifications and Evaluations
    Requirements:
    EXPERIENCE: 

    • At least 5 years of work experience with the Government of Kenya, other institutes, UN Agencies, US government agencies or international NGOs in public health practices such as program design, implementation and evaluation, community intervention, public health management, delivery, or operational research.
    • Minimum of four years’ experience above must be in HIV, STI, TB, Malaria, or related infectious disease field.  
    • An additional 2 years of management experience is also required.

    JOB KNOWLEDGE:  
    The job holder must have knowledge of the principles of public health planning, implementation, and evaluation of HIV/STI/TB prevention programs; knowledge of the methods, process, and techniques used to develop and deliver public health programs; knowledge and related country physician license to prescribe medications and treat patients, knowledge of research design concepts and basic statistical methods and procedures; knowledge of management concepts and practices used by organizations engaged in international health or health related endeavors.

    As a senior LE Staff in the office, must be thoroughly familiar with the USG/FSN employment system and with PEPFAR guidelines, practices, and the current Country Operational Plan process.

    Education Requirements:

    • Medical degree (MBChB, MBBS or MD) is required.
    • A Master of Medicine or Public Health, Epidemiology, or related field is also required.

    Evaluations:
    LANGUAGE:  

    • Level IV (Fluent) Speaking/Reading/Writing of English is required (This may be tested)
    • Level IV (Fluent) Speaking/Reading/Writing of Swahili is required.

    SKILLS AND ABILITIES: 
    Must be able to:

    • establish effective diplomatic working relationships with physicians, individuals and official representatives of public health organizations, particularly those treating patients and representing other USG agencies, Kenya Ministry of Health and other international organizations;
    • organize and manage subordinate staff;
    • communicate effectively orally and in writing;
    • plan, develop, manage and evaluate important and complex programs independently;
    • provide medical and public health information and advice in assigned area objectively;
    • follow oral instructions, and organize, prioritize and follow through expeditiously on all assignments with minimal oversight;
    • focus on details as appropriate; and
    • demonstrate proficiency in word processing, spreadsheets, databases and other computer applications for program implementation, epidemiology and operational research;
    • translate and interpret complex medical and technical technology to appropriate audiences and prepare oral and written reports in English for senior-level international scientific audiences.
    • Keyboarding skills that include both speed and accuracy are required.
