    Finance Development Officer

    Purpose

    The finance development Officer under supervision of Regional Finance development delegate and in close collaboration with selected National Societies (NS), will develop, implement, and monitor FD project plan of actions.

    The purpose of the Finance Development Officer role is to ensure specialized and targeted, deliverable-based assistance to national societies (NS) to improve financial management capacities such that they may implement their humanitarian action and fulfil their humanitarian mandate. This shall be accomplished in close collaboration with the concerned National Society and movement partners under established agreements.

    Technical service delivery provided by the FD officer should ensure a significant impact is achieved in NSs becoming accountable, efficient, and effective. The assistance provided to NSs should be structured within international frameworks and standards e.g. (IFRS, IAS, COSO Framework on Internal Controls and the Framework on ERM).

    Strategic Responsibilities

    • Improved financial management in select NSs’ which is grounded in a due diligence/needs assessment.
    • Improved accountability, transparency & governance in select NSs’.
    • Improve efficiency and effectiveness of Internal Controls.
    • Increased efficiency, reliability and relevance of financial reporting and departmental structure

    Operational Responsibilities

    In close collaboration with the concerned NS and Regional FD delegate, ensure;

    Improved accountability, transparency & governance in select NSs’

    • Assist NS in financial statement preparation in accordance with IFRS as applicable.
    • Coordinate external audits of NS in accordance with the International Auditing Standards (IAS)
    • Coordinate and assist in Internal Audits in accordance with the Standards of Internal Audits (SIAs).
    • Assist NS in addressing findings of internal and external auditors.
    • Support in review and dissemination (trainings) of policies and procedures throughout NS including those on Fraud and Corruption & the Finance & Accounting manual.
    • Assist in improving the role of governance in the provision of oversight related in particular to the financial management of the NS.

    Improve efficiency and effectiveness of NS finance dept

    • Support in implementing an efficient Finance structure that meets NS operational, reporting and compliance goals. Ensuring job descriptions are aligned properly and updated regularly.
    • Conducting specialized trainings for NS finance staff on accounting, treasury, budgeting and grants & compliance based on the needs.
    • Design and co-facilitate workshops for NS Finance Dept staff on objective settings

    Improve efficiency and effectiveness of Internal Control processes

    • Compile, map, and analyze processes within the Finance Department on an ‘As Is’ basis.
    • Evaluate inherent and control risk on an as is basis while reviewing internal control coverages at a process level.
    • Design new processes, internal controls while focusing on efficiencies and operation, reporting and compliance objectives. This includes preparing “should be” process maps.
    • Using the COSO Framework on internal controls, evaluate the internal controls and provide recommendations on improving different components in the Finance Department.
    • Supports the NSs in preparing or revising policies and procedures including Finance & Accounting manuals.

    Increased efficiency, reliability and relevance of financial reporting

    • Focus on assisting NSs’ in terms of improving financial reporting (internal and external) insofar that efficiency, effectiveness and relevance increases.
    • Introduce capabilities in NS accounting software to ensure automated, customizable, transparent and reliable financial reports are produced
    • In coordination with internal and external stakeholders, work on developing standardized NS financial reports

    Project Management

    • Develop deliverable based project documents including concept notes, proposals, specific objectives, budgets, PoAs, LFAs, Project risk assessment, ITT sand monitoring plans (as per applicable Core Process).
    • Provide oversight on implementation

    Collaboration

    • Fosters good relationship and works closely together with the host NS, PNSs, IFRC and ICRC.
    • Work as a team within the region and globally, to assist NS’s in meeting their needs in FD.
    • Liaises, as needed, with Colleagues in the Regional and Country office
    • Works closely together and participates in technical networks (FD and NSD) with other colleagues within NorCross at global, regional and country level.

    Qualifications

    Education:

    • Certified Public accountant, Chartered Accountant or ACCA (CPA, ACCA, ICAN)

    Experience:

    • Minimum of 5 years’ experience of coaching, facilitating, managing and/or supporting staff in financial management and or audit field.
    • 3-5 years’ experience in a Big Four audit firm is desired
    • Previous experience in humanitarian/aid organization preferably in a developing/conflict country/context is added advantage.

    Skills & Knowledge

    • Familiarity with the COSO Framework on Internal Controls, IAS, IFRS and SIAs.
    • Proficient with Microsoft Visio and Excel
    • Familiar with ERP’s and their respective deployments.
    • Familiar with capacity building of implementing partners or organisation.

    Safety & Security Coordinator

    Purpose

    Reporting to the Head of Operations. The Safety and Security Coordinator will be involved in the smooth running of the Safety and Security Unit within the Dadaab Refugee Operations. In addition s/he will be responsible for ensuring conducting continuous security risk assessments and mitigating the security risks from time to time.

    Duties and responsibilities

    • Conduct continuous security risk analysis and implement mitigation measures for the identified risks.
    • Conduct security briefings to staff, volunteers, visiting staff, Partners of National Society an as directed by the Head of Operation.
    • Update the program security plan and disseminate to all the staff, volunteers and incentives
    • Create, develop and implement refugee program fire safety rescue, security plans for all high risk work areas within Dadaab Refugee Operations (DRO).
    •  Develop and document emergency response procedures, in accordance with regulatory requirements.
    • Coordinate disaster response and crises management activities, and ensure that fire control methods are promptly implemented.
    • Develop and conduct training programs for the security teams, emergency response teams, ensuring that their continuous training needs are met.
    • Ascertain that all fire and rescue equipment is maintained properly, and is operational at all times.
    • Lead and monitor the daily operations of security, emergency response functions, such as deployment of security guards, access control procedures are implemented in all the KRCS premises within DRO, fire safety drills and exercises are done periodically.
    • Interpret and enforce provisions of fire prevention and fire safety laws and Security reglation and perform periodic inspections of new and existing buildings and structures.
    • Identify fire hazards, recommend corrective actions, and perform follow-up inspections to ensure that corrective measures are taken.
    • Check installed fire protection systems, and check them for compliance with applicable fire prevention and safety ordinance requirements.
    • Develop security contingency plans for Dadaab Refugee Operations and disseminate to the staff, volunteers and incentives.

    Qualifications

    • Degree in security management or Safety management or any other related education
    • At least four years’ experience in field safety and security operations
    • At least two years’ experience on humanitarian security.

    Knowledge and skills in:

    • Proven knowledge in occupational Health Safety environment.
    • Investigations training
    • Computer literacy
    • Basic First aid and fire safety training.

    Security Officer

    PURPOSE:

    Reporting Administratively to the Head of Operations and Technically to the Safety and Security Manager. The Security Officer will assist in the smooth running of the Safety and Security department within the Dadaab security Operations S/he will be responsible for supervision of contracted security guards within their respective camp, Hospitals and Health care posts, other program sites and reporting of all security situations to Head of Operations within and around the camp. In addition, s/he will be responsible for safeguarding the organization’s assets, detection and prevention of crime, as well as carrying out investigations and submitting reports.

    Key Responsibilities

    • Planning  and implementing the security strategy in Dadaab as per the KRCS security SOPs so as to ensure the operational priorities of the KRCS Security Requirements.
    • Ensure Security procedures are implemented in line with the KRCS Security Standard Operating Procedures.
    • Provide technical security support to the KRCS DRO operations and programs
    • Security reporting and documentation
    • Conduct regular security awareness activities including briefings and training of staff
    • Situation monitoring and Communicating security related information to management and staff
    • Advice KRCS Management on the security requirements or adjustments required in the approach to program security needs to enhance duty of care
    • Provide support to emergency response teams in emergency situations and in critical incidents.
    • Conduct internal investigations on incidents and provide advice on possible corrective action based on the findings.
    • Conduct field security support to KRCS programs in the regions through risk assessments, information sharing and updating on the current security situation.
    • Prepare and brief all new delegates/staff/visitors on the overview of the security and safety situation and risk reduction measures.
    • Conduct regular security risk assessments in the region.
    • Respond to any security and safety incidents at all times and follow up for closure
    • Liaising with local law enforcement on security matters.
    • Liaison with identified KRCS partners and identified Non-Governmental Organizations operating in the country on security matters.
    • Collect, analyze and disseminate security information appropriately.
    • Maintain all required security documents, review and update them regularly and/or when needed.
    • Conduct post incidence analysis reports as learning points to prevent repeat of similar incidents.

    Minimum Qualifications 

    • Diploma in security management
    • At least five years’ experience in field security operations
