Key Responsibilities:

Technical support and program

• Work with the Department of Children Services to strengthen the use and
• reporting using the Child Protection Information Management System. (CPIMS)
• Lead in the capacity assessment and identification of organizational capacity gaps and in development of programs and plans to address the gaps.
• Provide technical solutions to Local Implementing Partners, remotely and on-site, for strategic planning on best to apply standards, best practices, partnership principles, tools and M&E to ensure high-quality implementation.
• Lead in the annual capacity needs assessment for implementing partners to track progress and ensure that areas of concern are addressed.
• Identify capacity gaps for the CSOs and CBO and develop programs and interventions to address the same to better support AGYW, OVC and household graduation/transition and strengthen a HIV-sensitive social service system.
• Identify and promote evidence-based organizational capacity strengthening tools, methods or approaches for the LIPs to use in addressing identified capacity gaps.
• Provide capacity strengthening to partners through trainings, workshops, facilitate group interactions as well as accompaniment through regular communication via email, telephone and site visits to support the successful implementation of system strengthening project activities across implementing partners.
• Coordinate and monitor financial and material resources relevant to achieve the assigned project outcome through planning and oversight to ensure efficient use of project resources.

Monitoring, Evaluation, Learning and Reporting

• Work with the MEL unit to develop M&E system relating to the M&E plan ensure availability of data collection and reporting tools
• Guide in the development and dissemination of all project deliverables (technical assistance, technical reports, training curricula) in accordance with WVK, USAID, PEPFAR and GOK requirements.
• Ensure documentation of best practices and innovations for donor engagement
• Lead in the dissemination of best practices in capacity building and system strengthening and the implementation of approaches/models among the partners.
• Work closely with the Project management and technical leads to assign realistic targets and budget to LIPs for all required and customized indicators.
• Participate in monthly, quarterly and annual reviews with program teams, LIPs and stakeholders
• Ensure timely preparation of periodic reports and project documents in line with the donor and World Vision standards.

Advocacy, Partnerships, Engagement & Networking

• Mapping of other stakeholders at the county, sub county, ward level and to leverage on what the project will be providing and create synergy informed by a clear referral pathway.
• Participate in related Technical Working Groups (TWGs) at National and County levels
• Conduct County government engagements to influence budgeting
• Establish partnership with private sector and County players to leverage OVC and AGYW services.

Team Management

• Model a high standard of personal Christian leadership, ministry and integrity through lifestyle and work relationships that support spiritual development of the team
• Provide technical supervision to the Program Coordinator(s)
• In close collaboration with P&C, ensure right program staff are recruited, retained, and provided with intentional opportunities, mentoring and coaching for development
• Support professional development for supervisees through on job training, off site training among others
• Facilitate capacity building of staff on technical modules, through trainings, workshops, On the Job Training and technical backstopping etc
• Ensure staff participate in morning devotions and are supported to grow spiritually
• Ensure accountability and performance management including consequence management where necessary

Others

• Perform any other duty as may be assigned by supervisor or designee from time to time
• Participate and contribute in committees and task forces as required

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

• Minimum of 7 years’ professional experience, with 4 years of which must be in areas of capacity development, and organizational systems strengthening.
• Experience in partnership strengthening with a focus on vulnerable populations especially orphans and vulnerable children, youth and women and experience in the field of OVC & DREAMS is preferred.
• Relevant grant management experience, especially for USG or other public donors, a plus.
• Experience working with stakeholders at various levels including but not limited to National and County government actors, LIPs, civil society, healthcare providers and social service providers.
• Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint
• Experience in project design and proposal development. Experience in writing content for proposals.
• Knowledge of capacity strengthening best practices.
• Experience with program monitoring and evaluation and analysis. Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
• bachelor’s degree in Public Administration, Public Health, Social sciences, Business Administration, Organizational
• Management or Leadership, or equivalent degree
• A Master’s degree in a relevant field is an added advantage
• Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.
• Good understanding of USAID OVC & DREAMS programming, Ministry of health HIV care and treatment systems, DCS guidance on working with vulnerable children, reproductive maternal newborn child and adolescent health and nutrition structures at county and national levels.
• Familiarity with national HIV care and treatment policy and advocacy instruments and structures

Key Responsibilities:

• Support program and support teams to be fully informed of relevant donor compliance regulations and WVK procedures to support on-track, on time and on budget implementation.
• Coordinate regular grant monitoring through facilitation and support of regular and timely grant review meetings.
• Maintain a broad and deep understanding of relevant donor policies, regulations and procedures.
• In liaison with the supervisor and the relevant project staff, conduct periodic risk assessments and prepare the respective risk profiles that facilitate monitoring of the risk component in the project.
• Proactively identify compliance risks and advise on necessary actions including setting up grant risk register.
• Provide ongoing user support to ensure the project is operating in compliance with applicable industry best practices and global regulatory guidelines.
• Support programme and grants staff in grant revisions, modifications, no-cost extensions, or budget realignments

Risk Identification, Analysis and management 35%

• Undertake a project risk audit to ensure that all project risks have been identified and sufficient risk mitigation measures put in place to address them.
• Establish and maintain project risk register with accurate and updated information and recording the same on Riskonnect
• Provide expert support to ensure risk prevention measures are fit for purpose.
• Provide training to staff on key control and compliance risk prevention measures.
• Provide support on internal control/ mitigation design for staff and implementing partners.
• Participate in the development, dissemination and monitoring implementation of systems, standards, policies and procedures for the identification, collection and analysis of risk related information.
• Review audit queries and recommendations and ensure sufficient internal controls/risk mitigation measures are put in place.

LIP/Sub grantee Management 30%

• In liaison with the Grants and Compliance Manager, support in conducting due diligence for new sub-awardees to ascertain strength and gaps of partner’s systems and inform capacity building initiatives.
• Ensure partners assessment process is well documented.
• Support in drafting partner agreements and discuss with the program team and partners.
• Review partner agreements to ensure- donor compliance and budget accuracy.
• Participate in the partner progress review meetings to understand partner spend/ forecasting issues.
• Visit /conduct reviews for all partners to assess program progress.
• Support discussions with partners on any amendments to implementation plans

Capacity building10%

• Drawing from the partner due diligence ensure there are partner technical capacity assessment in place and implemented accordingly.
• Participate and/or facilitate capacity building for all staff, grantees and partners aimed at strengthening risk management and compliance in the project.
• Maintenance of risk management policies and documentation, and other activities focusing on the advancement of risk accountability and culture
• Support the convening periodically of the Risk meetings to discuss the project’s risk profile with relevant project staff
• Train staff/partners on FRAUD prevention training

Other 5%

• Perform any other duties as may be assigned by the supervisor or designee from time to time
• Attend and lead daily devotions.

KNOWLEDGE, SKILLS & QUALIFICATIONS

• A University degree in Commerce, Accounting or Business Administration (Finance or Accounting option) from a recognized university.
• Minimum 5 years of relevant experience a minimum of 3 years spent working at NGO
• Experience in fraud awareness and case investigation management
• An unquestionably high level of integrity and ethics
• Broad spectrum programme experience, with strong analytical skills
• Experience of working effectively, independently and with minimal supervision
• Strong relationship builder with a proven track record in forming good business partnerships and utilizing collaborative approaches 
• Excellent communication skills, initiative, the ability to meet tight deadlines and work independently is essential
