    Procurement Officer

    Job Summary

    • Reporting to the Procurement Manager, the Procurement Officer shall be responsible for developing and implementing sourcing approaches to meet KRCS’s supply needs based on plans, procedures, and requests received alongside the Procurement Manager. Responsible for sourcing and buying of goods and services in accordance with the procurement policy and practices that includes awarding and monitoring a variety of contracts; and for developing, issuing, and managing post-award administration of formal requests for proposals, RFQs, and other miscellaneous solicitations within limits of delegated authority.

    Job Responsibilities:

    • To support the implementation of the procurement strategy including sourcing activities that generate benefits and achieve financial savings targets.
    • Analyze and evaluates requisition forms as assigned, to ensure purchase meet the requirements and ensure compliance with KRCS’s policies and procedures.
    • Initiates competitive procurement tools such as Requests for Proposals (RFP), Requests for Quotations (RFQ) and ensures that the user needs are met, the Society obtains the best value and that the procurement processes are perceived by suppliers as fair, open and ethical.
    • Prepare sourcing documents; including planning, raising RFQs, ITTs, issuing Purchase Orders and Call-off Orders against Framework Agreements, and other tasks; and follow up on approvals.
    • Coordinate the procurement processes, e.g., drafting bidding documents and launching sourcing and solicitation events in eSourcing, managing bid submissions, communicating with bidders, participating in evaluations, preparing evaluation reports, supporting the preparation of Contracts, Framework Agreements, and amendments thereof.
    • Provide support in the negotiation of contractual agreements with suppliers to ensure that service, quality, added value, lowest total cost, security of supply, and the deployment of the supplier’s capabilities in innovation are secured.
    • To ensure that internal customer and supplier relationships are maintained well for the procurement category to deliver breakthrough performance in cost, turnaround time, service, and quality.
    • Develop strong relationships with the regional field office programmes to support them in improving their Procurement practices and review all Procurement Plans together with the Procurement Manager.
    • Process invoices for goods and services delivered, ensuring accuracy and completeness of documentation and timely payment, following up to completion, and informing clients.
    • Receive, verify deliveries, and ship them to requesters (Bases or Coordination departments) 
    • Monitor available framework agreements and expenditures against allocations from Budget Follow Ups.
    • Prepare management information reports on a monthly and quarterly basis, including data analysis and recommendations on improving the efficiency of sourcing services.
    • Implement and ensure compliance with the Procurement Policy, Procurement Manual, and established Procurement Procedures
    • Perform other duties as assigned.

    Position Requirements

    • A bachelor’s degree in any business-related course/ procurement/supply chain
    • Professional qualification in procurement completed or ongoing (CIPS or CPSP)
    • Membership to a local professional entity (KISM)
    • Minimum of 3 years of relevant experience working in Procurement, preferably in an NGO/and/or development program, with in-depth experience in managing complex sourcing processes and supplier relationships.
    • Solid knowledge and experience in planning and implementing sourcing activities and processes.
    • Excellent supplier management skills and a strong ability to hold suppliers accountable to deliver on their responsibilities.
    • Excellent Contract management, negotiations, and relationship management skills.
    • Experience in some of our key programmatic categories (Supply Chain, Construction, Humanitarian Goods, Education Supplies, Medicines) or indirect categories (External Workers/Consultancy, IT, Property, etc.). 
    • Knowledge of NGO/ Donor policies and their compliance requirements in respect of Procurement and wider supply chain activity
    • Willingness to undertake field travel as required and work in difficult environments according to travel environments.
    • High level of computer literacy. Especially excellent MS Excel/Word skills.
    • Excellent oral and written communication skills; Fluency in spoken and written English
    • Experience in using a Procurement system is desirable.

    Procurement Assistant

    Job responsibilities:

    • Support Implementation of procurement management policies and strategies.
    • Timely development, coordination and implementation of procurement plans and procurement activities arising from the organization operations.
    • Review procurement requests and initiate procurement procedures for office and projects equipment, supplies and services.
    • Assist the Procurement Officer in maintaining current up to date Procurement documents and Manuals.
    • Prepare Request for Quotations (RFQ), Invitation to Bids (ITBs) or Request for Proposals (RFPs) documents, receipt of quotations, bids, or proposals.
    • Organize hotel and event arrangements for all official KRCS meetings/ functions, engagements, ensure that all requirements are catered for as required.
    • Prepare and submit (weekly or monthly) reports on PRs raised, RFQs sent out, invoices received, and items received/dispatched.
    • Maintain appropriated records to ensure that procurement process, decision, and contractual agreement are accurately documented for accountability and audit purpose.
    • Submit complete trail of procurement documents to finance for payment using the payment register.
    • Facilitate knowledge building and knowledge sharing:
    • Carrying out of any other duties assigned by the Supervisor.

    Knowledge, Skills, and Abilities:

    • Good working knowledge of government procurement and disposal procedures and laws particularly the Public Procurement and Disposal Act, 2005 and Regulations, 2006.
    • Effective IT Skills (Word & Excel).

    • Fluent in Written and spoken English.

    Youth Capacity Development Officer

    Job Summary 

    • The Capacity Development Officer will provide technical support and be a fundamental part of developing and implementing the Youth Capacity Development Strategy for KRCS. He/ She will support the improving and institutionalising the capacity development of youth leaders, advocates, policy makers, champions and other stakeholders. The successful candidate will work with the Youth Development Team, in line with the organisational principles, vision and mission.  

    Overview 

    • The Capacity Development Officer will support the National Youth Manager and Program Officers to develop and implement the overall CD strategy to strengthen the capacity (knowledge, learning, experience in various thematic areas of positive youth development, meaningful youth participation and sustainable development) of youth leaders, champions, advocates and stakeholders.  
    • The Officer will lead and support the design and implementation of the Imarisha Msichana Project (Learning modules digitalisation project implemented by KRCS and Forum for African Women Educationalists (FAWE). He/ She will also lead the design and implementation of training curricula. Manuals and modules to be uploaded the KRCS YouRED Academy (under development), as well as support on-site trainings as a facilitator 
    • The Officer will also work closely with youth staff, members, leaders and volunteers that are currently taking part in different capacity development experiences that KRCS undertakes in various projects and programmes..  

    Duty Station 

    • She/he will be based at the Kenya Red Cross Headquarters, in Nairobi with frequent travel to the field as necessary. 

    Key responsibilities:  

    • Support capacity development interventions both at a grassroots and institutional levels to meet our objectives of empowering youth to act. 
    • Work with the National Youth Manager to regularly assess the capacity development needs both for youth staff, leaders, volunteers and members.  
    • Support the implementation of the youth capacity development agenda based on the mission, vision and strategic objectives of the organization. 
    • Support the ideation, development, implementation, and monitoring of all project activities concerning capacity development. 
    • Help apply state of the art capacity development tools and techniques. 
    • Extend support and guidance to team members in developing training curriculums, manuals, modules, relevant guidelines for their project-based capacity development needs including training and relevant engaging learning materials (training maps, managed materials, digital learning aids, flash card, process card, booklet, handout and video learning aid, etc.) 
    • Undertake periodic training monitoring and evaluation; impact assessment, and retention rates using internal resources and expertise for providing high quality advice to the project management in case of any changes required in capacity building interventions. 
    • Support the development of concept note(s) and help organize and conduct/facilitate youth workshops, training, seminars with various stakeholders. 
    • Support training opportunities to young people that are youth-friendly, engaging and innovative.  
    • Manage a community of learners that are taking part in different capacity development experiences at the YouRED Academy; EmPAWA Stude Platform. 
    • Support in the Implementation of the Imarisha Msichana Project; digitalization of the manuals in the newly established EmPAWA Stude Platform. 
    • Perform other roles that may be assigned to by the line manager  

    Desired Skills & Qualifications  

    Knowledge 

    • Educational background in a relevant field including organizational development, social sciences, education, or training. 
    • A minimum of 2+ year of experience working for an organization in a relevant field, for example, working for/with Civil Societies Organization, youth-led/ youth-serving organizations, national or county government, international organizations or agencies  
    • Excellent facilitation, training, and mentoring skills in a variety of technical topics 
    • Substantive knowledge and experience in dealing and engaging with youth audiences 
    • Strong written and oral communication skills in English including presentations and preparations of written reports. 
    • Expertise in the use of online educational tools for online training. 
    • Experience in developing training curriculums. 
    • Knowledge or experience of project management and relevant skills  

    Skills 

    • Strong interpersonal skills (patience, empathy, flexibility and good communication). 
    • Have strong facilitation soft skills (presence, gravitas, humility and creativity in delivering workshops). 
    • Openness to learning and applying new and innovative facilitation methods
