    Program Officer

    • This position is responsible for supporting the implementation of clear and tangible strategies for ensuring a well-coordinated and target responsive program implementation and resource mobilization efforts and effective NEPHAK stakeholder engagement at all levelsProviding leadership to NEPHAK project sites, the candidate is responsible for providing leadership to program/project implementation in monitoring and measuring the impact of programs and activities; implementation of community HIV activities, data collection, storage, management, analysis and reporting; ensure the use of appropriate monitoring and evaluation tools, approaches and systems; and dissemination of relevant information to stakeholders.

    Key Responsibilities:

    • Reporting to the Program Manager, the Program Officer shall be responsible for:
    • Provide overall technical support to ensure effective stakeholder engagement at national level and to ensure well-coordinated, targeted and responsive resource mobilization efforts that focus on NEPHAK programmatic priorities and core businessSupport the development and implementation of resource mobilization and partnerships building strategy of the organizationSupport in writing concept papers and proposals to respond to specific solicited and unsolicited funding opportunities and ensure they correspond with the mandate and values of the organization.
    • Support the development and implementation of budgets and while ensuring budget monitoring and controls for the unit.
    • Facilitate training and capacity development to enhance resource mobilization for staff and externally among affiliates/member organizations
    • Compile and produce quality, accurate and timely program reports and documents as is appropriate
    • Research and analyze donor calls for funding applications, expression of interest and request for proposals.
    • Coordinate the preparation and updating of information on donors' thematic areas of focus on a regular basis.
    • Facilitate periodic donor/partners forums and roundtable discussions that support resource mobilization initiatives
    • Ensure NEPHAK maintains framework which provides it with linkage to national collaboration partners; NSDCC, NASCOP and NTLD-P.
    • Maintain good public relations, networking and collaboration with donors, affiliates, CSOs, Government, stakeholders and other like-minded organizations.
    • Ensure quality representation with donors, affiliates, CSOs, Government and other stakeholders.
    • Document and synthesize lessons and experiences for continuous improvement of programs within NEPHAK and affiliates, and for sharing both within the organization and externally.

    Qualifications:

    • Bachelor's degree in social sciences or any related field.
    • Minimum of 3 years' experience in Monitoring and Evaluation for programs preferably Global Fund or USAID funded

    Specialized Training/Professional Qualifications

    • Post-graduate qualification in Statistics, MIS IT, or Development related subjects will be an added advantage.
    • Must be proficient data analytical software such as Ms Excel, R, STATA, Python, Tableau etc
    • Effective verbal, written, presentation and listening communications skills.
    • Must maintain strict confidentiality in performing the duties of the Program Assistant with highlevel of integrity and honesty and be able to work under minimum supervision.

    • Strong analytical skills.
    • Ability to work independently and meet strict timelines.
    • Ability to write in a clear and concise manner with strong interpersonal skills.

    Finance Officer

    Roles & responsibilities

    • The job is responsible for processing of financial transactions, maintaining financial records of the organization, providing adequate accounting information, ensuring compliance with financial policies, systems and procedures, maintain accounting controls, proper custody of financial records, and safeguarding the assets of the organization
    • Reporting to the Finance Manager, the Finance Officer will be responsible for;
    • Support the implementation of, and ensure adherence to financial management policies, systems and procedures Prepare monthly and annual books of accounts and records in a timely manner for annual and special audits.
    • Assist in the coordination of external audit and lead the response to issues raised in the management letter. Maintain an accurate and up to date fixed asset register for the organization.
    • Prepare financial statements and narrative as per specific donor reporting agreements and audit requirements and timescales. Ensure cheques, payment of vouchers and any supporting source/transaction documents are approved and authorized.
    • Verify all payments for accuracy and ensure amounts are within budget provisions before submission for approval
    • Making payments to creditors and Invoicing debtors and receiving payments on behalf of the organization
    • Process monthly payroll including update staff records, effect deductions, and disburse of funds to respective staff bank accounts and other recipients
    • Undertake monthly bank reconciliations and follow-up on outstanding issues including carrying out banking activities; ensuring funds are deposited in, and payments made from the right/designated accounts
    • Monitor operations of bank accounts and track bank balances to manage liquidity, cash flow and availability of funds for issued payments
    • Maintain up to date financial records in respect to all financial transactions including carrying out daily reconciliation on financial transactions captured in the financial records; updating in the accounting system and addressing issues and queries that arise from financial transactions without undue delay
    • Effect and make timely remittance of statutory deductions to relevant authorities by the due dates without fail (e.g. PAYE., SHIF, NSSF, HELB, Provident Fund etc)
    • Compile annual and periodic returns as per requirements and directives and forward the same to the relevant statutory and government departments to ensure compliance

    Qualifications & Experience

    • Bachelor's Degree in commerce (BCOM) or Business Administration majoring in Accounting or Finance

    Specialized Training/Professional Qualifications

    • Effective verbal, written, presentation and listening communications skills.
    • Must be proficient in Excel and Microsoft Office packages
    • Must maintain strict confidentiality in performing the duties of the Program Officer with high-level of integrity and honesty and be able to work under minimum supervision.

    Monitoring, Evaluation, Research and Learning Officer

    • This position is responsible for is responsible for providing support to program/project implementation in monitoring and measuring the impact of programs and activities; development and implementation of M&E systems focused on data collection, storage, analysis and reporting: providing technical assistance in gathering and management of data; ensure the use of technically appropriate monitoring and evaluation models and information systems; and dissemination of relevant information to stakeholders.

    Key Responsibilities:

    • Reporting to the Program Manager, the Monitoring and Evaluation Officer shall be responsible for:
    • Support the development and oversee the use of monitoring systems with accompanying Standard Operation Procedures to track, capture, report and document on program/project activities and results.
    • Provide guidelines and standards for the design, implementation, monitoring and evaluation of all project interventions and ensure compliance with relevant norms and policies.
    • Coordinate baseline surveys, studies, external assessments, evaluations, data collection, and quality control exercises for various initiatives.
    • Disseminate findings of surveys, studies, assessments and evaluations and follow-up implementation of recommendations. Provide overall technical support in MERL issues both to NEPHAK SMT and affiliates/sub grantees
    • Conduct supportive monitoring supervision to NEPHAK members and regions where programs are being implemented and assist Program staff in developing systematic and realistic monitoring plans that capture quantitative and qualitative data to report on project performance indicators.
    • Lead monitoring efforts in the project to ensure full compliance with organizational standards for leaming Establish a comprehensive and an updated M&E data base for all projects
    • Ensure that M&E related activities are successfully implemented and that relevant learning and experiences are documented, disseminated to staff and used to inform future decisions
    • Develop and promote the implementation and use of quality program monitoring framework (tools and processes) and reporting, formats and proposal review systems for the Health Projects in particular HIV & AIDS projects
    • Monitor program implementation through regular contact and field visits and identifying opportunities and mechanisms for program improvement based on monitoring and evaluation findings in collaboration with program staff
    • Develop field survey tools (including both quantitative and qualitative methods) and protocols for collection of M&E data, linking with the tools for initial systems analysis currently under-development;

    Qualifications

    • Professional Accountancy(CPA/ACCA) at least CPA Part II
    • Minimum of (3) years of accounting experience in a similar capacity working with an NGO on donor funded projects
    • Demonstrate strong inter-personal skills and the ability to transfer knowledge and visit project sites
    • Hands on application of Microsoft Office, (Word, Excel and PowerPoint); working knowledge of QuickBooks accounting software preferred
    • Knowledge of MPESA Bulk payment System

    Required Skills

    • Working knowledge of computerized accounting and other computer application packages such as quick-books, pastel etc High level of integrity to be able to handle assets, cash and cash related transactions.
    • Good interpersonal skills to be able to relate to people of diverse backgrounds.
    • Attention to detail to be able to scrutinize payment supporting documents before effecting payment.
