    Project Manager- Big Dream Program in Turkana County

    Project Overview:

    The Big Dream to End Child Marriage is a transformative initiative spearheaded by World Vision Kenya, designed to tackle the deep-rooted causes of child marriage across multiple counties. This program ensures that all children, especially girls, are protected from harmful practices like child marriage and empowered to shape their futures with confidence and dignity.​

    Job Purpose:

    The position holder will provide robust programmatic and technical management support, guiding the implementation of the Big Dream Program in Turkana County. This role focuses on empowering households to protect, nurture, and support children—especially girls—against child marriage and all forms of abuse, thereby promoting child well-being aligned with the National Office Strategy. Key responsibilities include overseeing and optimizing the program's impact in areas of Food Security, Education, Wash, Social Norm, Livelihood & Economic Empowerment, and Child Protection and Participation. This will involve ensuring effective, timely, and high-quality implementation of activities, actively engaging with community and government stakeholders, and providing leadership in building resilient, child-safe communities where all children can thrive.

    Project Management

    • Ensure proper coordination, strategic planning, effective implementation, rigorous monitoring and thorough evaluation of the Big Dream interventions within the designed project areas.
    • Provide ongoing technical support and leadership to Project Officers, M&E Officers, Wash Officers, Accountant and drivers, empowering them to successfully manage and implement project activities in alignment with program goals and objectives.
    • Ensure monitoring all project activities closely to ensure they are executed on time, within the outlined schedule, and in adherence to budget constraints. Conduct regular reviews of project status to make adjustments as necessary to stay on track.
    • Ensure that the project interventions are integrated with the Technical Programmes and cross cutting themes.
    • Ensure identification of local      needs   and       resources            and       take appropriate programming measures.
    • Ensure mainstreaming of cross-cutting issues like gender equity, climate action, environmental care, advocacy, and disability inclusion into all facets of project planning and implementation.
    • Identify and assess local community needs, assets, and resources, utilizing this knowledge to guide appropriate, responsive programming strategies that address specific community challenges.
    • Establish clear operational priorities and measurable performance targets for field staff, closely tracking their progress to ensure alignment with the overall program vision.
    • Ensure that project initiatives meet or exceed planned outcomes and are implemented in full compliance with WVK, the donor and other relevant partnership and international standards and guidelines.
    • Oversee project initiatives to ensure they exceed expected outcomes, adhering fully to World Vision Kenya, donor, and other partnership standards and international guidelines.
    • Ensure that managerial, administrative, and financial procedures comply with World Vision and donor guidelines, policies, business processes.
    • Ensure all project operations adhere strictly to World Vision and donor policies, administrative procedures, and financial guidelines, safeguarding transparency and accountability at all stages of project management.
    • Serve as the official contact person and provide overall project management and strategic direction for the project in Turkana.

    Design Monitoring, Reporting and Evaluation

    • Spearhead the development of the project design in your coverage area, ensuring all elements align with World Vision Kenya (WVK) and donor guidelines, standards, and objectives for maximum impact and compliance.
    • Work closely with the Monitoring, Evaluation, Accountability, and Learning (MEAL) Coordinator and Officer to guide all project tracking and assessments, including baselines, progress assessments, and evaluations, to ensure they meet donor requirements and inform adaptive project management.
    • Ensure and drive the timely, effective execution of all project interventions to ensure successful achievement of outcomes, outputs, and intended impacts, fostering alignment with program strategic goal.
    • Ensure efficient and appropriate utilization of all budgeted resources, overseeing financial management to avoid overspending or underspending while maximizing the program’s impact.
    • Implement and monitor adherence to relevant business processes, standards, and guidelines in accordance with donor requirements, ensuring consistent quality and compliance throughout the project lifecycle.
    • Lead the project to achieve satisfactory financial and operational audit results by implementing activities aligned with best practices and established policies, ensuring transparency and accountability.
    • Ensure all project activities are executed and evaluated in strict compliance with WVK and donor standards, providing a foundation of quality and accountability.
    • Guide Project Officers in establishing effective complaints and feedback systems, facilitating timely responses to beneficiary concerns and fostering trust and responsiveness within the project.
    • Ensure that an effective and participatory and effective M&E system is established in a decentralized manner.
    • Establish a robust, decentralized Monitoring and Evaluation (M&E) system to capture accurate, real-time data that drives project improvement and accountability.
    • Ensure that, in general, project monitoring arrangements comply with the project agreement and, in particular, the provisions of this agreement are fully observed in the design of project M&E.
    • Ensure quality Bi-weekly, monthly, quarterly, semi-annual and annual reports are compiled and submitted in a timely manner in line with the donor requirements.
    • In collaboration with the Communications team, produce context-specific, high-quality documentation of best practices and key lessons learned for internal learning and external reporting.
    • Work with the DMEAL Coordinator to organize and facilitate effective reflection and learning sessions at the county level, enabling adaptive management and continuous improvement in project implementation.

    Capacity Building

    • Identification and sharing of capacity building gaps among project staff, communities and partners.
    • Lead the project in capacity building initiatives for staff, communities and partners to enable them effectively advocate for and implement project interventions.
    • Ensure ongoing coaching and mentoring of project staff in order to ensure that they are able to perform and achieve the desired results.

    Advocacy, Engagement and Networking

    • Act as a primary representative of the project in Turkana with donors, Government of Kenya officials (both National and County levels), private sector entities, civil society groups, and faith-based organizations. Build and maintain productive relationships to support project success and sustainability.
    • Ensure close working relationships with relevant government line ministries and like-minded partners, ensuring alignment and collaboration for the effective execution and impact of project initiatives.
    • Keep project beneficiaries and partners informed of all relevant government laws, policies, and budgets affecting technical aspects of project implementation, promptly communicating any policy changes that may impact project activities.
    • Ensure effective drive of community engagement and empowerment efforts, mobilizing community groups, youth, and children to advocate for accountability from local and national governments. Utilize advocacy frameworks such as Citizen Voice and Action (CVA) and Child Protection Advocacy (CPA) to build grassroots momentum and strengthen government responsiveness to community needs.
    • Actively participate in county-level technical working groups, contributing insights, sharing project learnings, and influencing policies or strategies that support project goals and address local needs, fostering evidence-based policy development and adaptation.

    Resource Mobilization

    • Map resource mobilization opportunities at local level and develop concepts and proposals in collaboration with the Cluster, Regional and National office teams.
    • Mobilize the community for community contribution for project interventions.
    • Facilitate successful donor visits.
    • Ensure organizational visibility at the county level and beyond.
    • Perform any other duty as may be assigned by supervisor or designee from time to time.
    • Participate and contribute in committees and task forces which you may be appointed to
    • Participate and lead devotions as appropriate

    KNOWLEDGE/QUALIFICATIONS FOR THE ROLE:

    • ​A minimum of a Bachelor’s Degree in Social Sciences preferably in child development, humanitarian aid/development, child rights, public policy, law, sociology / social work or other related field (A bachelor’s degree in Education and experience working in child protection: including child protection program design, implementation and monitoring will be considered)
    • A degree in Social work, Anthropology, Project Planning and Management, Agriculture/Agricultural Economics or a closely related field from a recognized University with relevant work experience working with International non-governmental organizations will be considered.
    • Must have a minimum of five years’ experience with regards to the designing, planning, and implementation; supervising and reporting on integrated development project
    • A good understanding of International, Regional and National framework on human rights for women and children such as Convections on the Rights of the Child, Convention for the Elimination of all forms of Discrimination Against Women, Africa Charter on the Rights and Welfare of Children, Prohibition of female Genital Mutilation Act, Children Act among others.
    • Experience in GBV/FGM projects at community level with proven leadership experience.
    • Experience in working with partners including State Department of Gender affairs, Ant FGM Board, Children Department, local organization (CBO, FBO).
    • Good understanding of State Department of Gender affairs, Ant FGM Board, Children Department, Child Protection, GBV/FGM programming models, standards and guidelines, Child protection Information Management guidelines and Systems.
    • Good understanding and working experience of Advocacy Approaches and referral systems.
    • Experience supporting strategic programme development including successful proposal development for humanitarian donors

    Project officer- Livelihood and Resilience

    Job Description

    Provide technical leadership and guide the successful implementation of livelihoods and resilience (Food Security/Economic Development/Environmental protection) interventions in the WVUS-funded “The Kenya BIG DREAM” project being implemented in Samburu County contributing to empowerment of Households to protect, nurture and support girls and boys from all forms of abuse and to improve children wellbeing outcomes within the respective areas as guided by National Office Strategy. The L&R Officer will ensure the effective and efficient community mobilization, implementation, monitoring and reporting of interventions directly related to adoption of alternative livelihoods and increase of productive assets through Crop & livestock value chains, enterprise development and marketing, increased savings and access to financial services by targeted households (HH with at-risk girls, reformed circumcisers) in assigned operation areas. S/He will also be involved in networking and linkages at ward, sub county and county level with relevant L&R technical working groups and other partner platforms or forums.

    Effective Project Design, Planning and Implementation

    • Facilitate adoption of best practice/approaches/models in the course of the implementation of the Agriculture & Food Security (AFS) and ED components of the The Kenya BIG DREAM project
    • Ensure that business processes, standards and guidelines related to AFS & ED initiatives are effectively applied in project implementation and monitoring
    • Participate in the preparation of overall work plan and budget for AFS & ED activities for the specific County.
    • Develop activity plans and budgets for technical support activities related to AFS & ED component of the project.
    • Collaborate with relevant ward, sub county and County government ministries and partners at the Ward/sub county/County and community levels to ensure integration and high level implementation of all AFS & ED activities.
    • Make technical input into the planning and design of project specific operational researches, including baseline and end line evaluation related to AFS & ED outcomes.
    • Work closely with the Project manager and other program staff in identification of existing gaps in AFS & ED and Environment sectors of the project
    • Facilitate adoption of best practice/approaches/models in the course of the implementation of the project
    • Work closely with relevant authorities to ensure all L&R interventions deployed in the communities are in alignment with L&R Standards.
    • Work together with other staff to ensure that key trainings meet the standards required to facilitate, provide knowledge and reinforcement of desired L&R behaviour and practices.
    • Be able to systemically review DIP/budget and other key implementation tools and initiate innovative approaches that will open new frontiers for L&R in the area of operation

    Quality Assurance - Monitoring, Reporting and Documentation

    • Support M&E role of L&R activities in coordination with relevant stakeholders.
    • Provide technical support and timely feedback to the Project Manager on L&R interventions outlined in the The Kenya BIG DREAM project proposal.
    • Build capacity of field staff, project ToTs and partners (CBOs and Farmer groups) on Crop & Livestock production, Climate Smart Agriculture, S4T.
    • Identify other opportunities in an ongoing manner that will add value to the overarching goal of the program.
    • Track and prepare monthly, quarterly, bi-annual and annual progress reports of activities related to AFS & ED key indicators; including documentation of key lessons learnt and successes stories
    • Contribute to the development and dissemination of publications for learning.
    • Support supply chain through offering all the technical advice on AFS & ED project procurements.
    • Ensure cross cutting themes such as gender, disability, and environmental protection are integrated into the project interventions.
    • Ensure integration of L&R interventions with other Child protection interventions as appropriate.
    • Routine collection of data related to the project outputs.
    • Carrying out joint monitoring of project outputs with partners and stakeholders.
    • Documentation of change stories, learnings and best practices.  

    Enhanced Empowerment & Capacity building

    • Mobilize and sensitize community for empowerment & sustainability
    • Build capacity of communities and partners on integration for synergy & Community based monitoring for sustainability.
    • Establish specific capacity building for effective delivery & sustainability of project interventions
    • Build the capacity of partners (FBOs, CBOs, Farmers Groups) to enable them effectively intervene in food security & economic empowerment appropriately
    • Take a lead in building program staff and community capacities in food security & economic empowerment sector interventions through trainings and other information sharing avenues (field days, demonstrations) to handle project activities effectively
    • Together with partners, conduct regular extension service provision for participating groups and households
    • Mobilise, equip and empower the Church, other faith groups and Community based organization to integrate empowered World View in Livelihood interventions

    Advocacy, Engagement, Networks & Partnerships

    • Gather and provide quality feedback and data to be used to develop technical papers and recommendations on key issues for external engagement with decision makers in respective counties
    • Establish and sustain working relationships with Government Departments and Agencies relevant to the The Kenya BIG DREAM project focus area at the Ward, Sub County and County levels
    • Ensure that Project participants and partners are kept informed of all the Government laws and policies in respect to the Technical aspects being implemented and any changes to government laws, policies and budgets
    • Work with partners and coalitions to engage in advocacy activities with the government structures at the Ward/County level, to address the needs of local communities and inform national level advocacy initiatives
    • Ensure effective mobilisation of community groups, youth and children, empowering them to hold their governments to account through utilization of advocacy approaches such as Citizen Voice and Action (CVA) and Child Protection Advocacy (CPA)
    • Support community groups, youth and children to engage constructively with duty bearers and service providers to improve access to, and quality of, essential services
    • Ensure representation of WV Kenya in key L&R stakeholder forum/meetings at the Ward, Sub-County and County levels.
    • Actively participate and contribute to County level technical working groups to inform policies/strategies relevant to L&R
    • Provide support to community led processes of monitoring public service delivery.

    Resources Acquisition

    • Participate in development of timely and accurate funding proposals in line with donor requirements and WVK standards in collaboration with Project Manager and other sector specialists
    • Mobilize the community for community contribution for project interventions
    • Support development of technically sound funding concepts/proposals through provision of information & data and review in collaboration with Program Manager and other sector specialists.
    • Support successful donor visits as may be necessary.
    • Promote organizational visibility and branding within the project area and beyond.

    KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

    Minimum education, training and experience

    • Minimum of a Bachelor Degree in Agricultural Sciences/Agronomy/Horticulture/Agricultural Economics/Business Management or a closely related field from a recognized university.
    • Minimum three years of work experience in local value chains development, Savings for Transformation, Ultra-poor graduation and Building secure Livelihood project models, economic development, food security projects and other related sectors
    • Good understanding of gender and child protection mainstreaming in AFS and ED projects.
    • Ability to conduct community L&R needs assessment, project planning, implementation, monitoring and evaluation of L&R interventions.
    • Excellent English communication skills (both oral and written).

    Project Officer - WASH & Construction

    Job Description:

    To ensure timely implementation of Water Supply Systems, Sanitation, Hygiene and all other Construction infrastructures and multiple use of water initiatives contributing to child wellbeing outcomes within the AP. In order to successfully accomplish this job purpose, the job holder must be a professional able to effectively communicate World Vision’s Christian ethos and demonstrate a quality of spiritual life that serves as a good example to others.

    Project, Planning and Implementation

    • Contextualize and adopt the Integrated WASH & Health TP technical guidelines /designs at the AP level.
    • Ensure timely implementation of the Integrated WASH & Health TP program activities within the AP.
    • Facilitate timely and quality implementation of Water, sanitation and Hygiene projects, other construction infrastructures and multiple use of water initiatives.
    • Provide effective, innovative and WASH technical support to other programs ensuring effective integration for synergies, efficiencies and greater impact.
    • Capacity Building of CBOs and Water Users Committees to be able to effectively manage WASH facilities in scenario where there is no regulated water service provider to take over.
    • Capacity building of communities in programming and implementation of WASH and construction projects for sustainability.
    • Conduct training for water Users Associations to empower them to run their own water supply systems in line with the approved rural water management models for improved governance and sustainability.
    • Support preparation and conducting hygiene and sanitation promotion training sessions.

    • Take lead in development and implementation of water safety plans and disaster risk management plans for the water supply projects.

    • Carry out feasibility studies, water resource mapping, EIA support, Technical Design of WASH and Construction projects as need arises
    • Support development of technically sound funding proposals through provision of information & data and review in collaboration with ADP Managers, other sector specialists. Preparation of the tender documents (Technical Specifications, Drawings, Bills of quantities and Terms of Reference).
    • Facilitates Topographical Surveys and GIS activities
    • Facilitate communities to identify viable WASH, Health and construction projects and negotiate for way leaves and easement and ensure their participation in the implementation of the same.

    Quality Assurance-Monitoring, reporting and Documentation

    • Supervise and Monitor Water and Construction interventions in strict adherence to WV Kenya, Kenya government regulations, WHO and the SPHERE standards.
    • Supervise and Monitor Sanitation and Hygiene interventions in strict adherence to WV Kenya, Kenya government regulations, WHO and the SPHERE standards.
    • Development of Project Designs and Annual Operation Plans. (4D matrices, DIPs, Annual Budgets).
    • Develop quality monthly, quarterly, semi-annual, annual and end of projects reports in accordance with donors and WV Kenya requirements.
    • Document and disseminate success stories and best practices on Water, sanitation and Hygiene projects in the ADP.
    • Ensure budgetary utilization is within acceptable limits/range.
    • Facilitate regular WASH & Construction review meetings for the WASH team as well as participate in the ADP review meetings
    • Ensures participatory monthly data collection are conducted (involving communities and partners) using the standardized tools
    • Contextualization and utilization of reporting guidelines

    Advocacy, Engagement with strategic partners, Linkages and networks & partnership development

    • Representation of WV Kenya in key WASH and Construction stakeholder forums/meetings at the Ward, Sub-County levels.
    • Facilitate community education on Laws, Policies and Standards on WASH & Construction Service delivery
    • Provide support to community led processes of monitoring public service delivery.
    • Ensure communities are mobilized and participate in their WASH and projects
    • Partner and collaborate with county government and other development partners to ensure implementation of service models and leverage on construction of WASH projects.

    KNOWLEDGE/QUALIFICATIONS FOR THE ROLE:

    Required Education, training, license, registration, and certification

    • Bachelor’s Degree in Civil Engineering/Water Engineering.
    • Registration with EBK/KETREB as graduate Engineer as a minimum.

    ​ Required Professional Experience

    • Minimum 3 years’ experience in Engineering project design, proposal writing, needs assessments, surveys, and construction of WASH infrastructure.
    • At least 1-2 years’ experience in Sanitation and Hygiene Programming and implementation models.
    • Proven experience in working/programming in either relief or development including managing a large scale Community based water project with evidence of successful implementation of similar projects
    • Ability to conduct community WASH needs assessment, program planning, implementation, monitoring and evaluation of WASH activities
    • Good understanding of water supply – improved operational efficiency, smart metering, O&M and water supply sustainable models for rural water management.
    • Expertise in Disaster Risk Management and water safety plans for WASH projects. This includes Water Quality Testing, Monitoring and reporting.
    • Experience in water resource management - environmental protection and conservation as an added advantage
    • Expertise in collaboration and partnership agreement with development partners, county governments and community in WASH related interventions.
    • Experience implementing integrated development programs with a focus on health programming

    Preferred Knowledge, skills and Qualifications

    • Good experience in construction project design and management – FIDIC understanding as an added advantage.
    • Excellent English communication skills (both oral and written).
    • Knowledge and application of auto/arch CAD and GIS
    • Excellent computer skills, including proficiency in MS Office and Microsoft Outlook
