Overall purpose of the role:
The ReDSS Kenya manager will be responsible to lead ReDSS work in Kenya. He/ she will be responsible for the overall management and coordination of ReDSS Kenya Country Unit and for initiating and implementing its strategy, work plan and budget while providing strategic direction and representing ReDSS members in relevant fora and coordination mechanisms.

- Line management responsibility: performance management and staff development of staff under his/ her supervision
- Ensure strong leadership and clear communication of vision, strategies, procedures and guidelines
- Ensure ongoing management and support to facilitate compliance, adequate procedures and processes, timely and quality project implementation and appropriate budget planning and management, and cost efficiency
- Coordinate the development of donor applications and reports, as well as ensuring donor compliance and quality control
- Develop a common research and learning agenda to address key knowledge and practice gaps in Kenya
- Use of solutions programming tools to support joint accountability and analysis to monitor progress and challenges
- Lead the implementation and monitoring of the application of the ReDSS learning framework to promote a culture of learning and reflection
- Provide oversight and quality assurance in the implementation of ReDSS knowledge management and learning strategy
- Coordinate and ensure quality control for capacity development efforts with local authorities and humanitarian and development stakeholder to cooperate in developing integrated approaches for displaced and host communities
- Facilitate mentorship and peer learning through the creation of a network of technical people
- Coordinate translation of evidence and research into programing and policies guidance including action learning processes with members
- Initiate and support policy actions and engagement, based on evidence to improve solutions-oriented policies in Kenya at national and county level
- Strengthen policy dialogue through facilitating strategic partnerships and ensuring durable solutions are embedded in national and county-level policies and programs
- Provide oversight and quality assurance in the implementation of ReDSS advocacy and policy dialogue strategy
- Represent ReDSS Kenya with a diverse range of governmental, humanitarian and development actors, UN agencies, private sector and academia
- Ensure active engagement with displacement affected communities to ensure their ownership and support in order to make solutions lasting, locally relevant and feasible
Experience and Technical competencies (included year of experience)
- Minimum 6 years of experience in similar positions involving knowledge management, research, evidence building; analysis and coordination of a consortium of partners
- Advanced University degree in social studies, political science, international relations or related field.
- Strong knowledge of the socio-economic and political dynamics of the region; more specifically on displacement trends with a demonstrated ability to manage politically sensitive contexts
- Solid experience in capacity development of a wide range of actors including adult learning, mentoring and coaching, training of trainers and impact monitoring of capacity development activities
- Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization
- Strong analytical and writing skills with proven experience in producing high quality research and policy briefs with ability to present complex information in a simple and accessible manner
- Strong experience in translating evidence and research into programming and policy guidance
- Solid experience in capacity development of a wide range of actors including adult learning, mentoring and coaching, training of trainers and impact monitoring of capacity development activities
- Excellent coordination, inter-personal facilitation and communication skills to build trusted relationships with a wide array of humanitarian and development partners, donors, Government agencies, etc.

Overall purpose of the role:
The MEAL Officer (Karamoja Strong project) will be responsible for conducting Monitoring & Evaluation activities as per the work plan. This role has a program focus and ensures compliance with DRC MEAL procedures and guidelines within the program locations. The role contributes to program quality assurance and data management, which are translated into action plans and day-to-day tasks. The role provides MEAL technical support and/or guidance to field operations. The role will be responsible for ensuring effective MEAL systems and tools are in place, and are adopted by field teams, partners and other implementing agencies. The incumbent will work closely with Project Manager, MEAL Coordinator, all the DRC program staff, & staff from partner agencies.
Responsibilities:
R1. Designing, planning & implementation of strategies for data collection & storage, analysis & sharing:
- Responsible for all projects databases. She/he will work in designing databases on project activities/beneficiaries and assist in updating regularly the database according to the project requirements.
- Support project staff and partners in planning for and executing MEAL activities, including data collection methodology and tools and data management, analysis and use.
- Support and contribute to the development and implementation of MEAL systems for DRC and partners, including SOPs, guidance and tools.
- In collaboration with the MEAL Coordinator, make recommendations about the methods the projects should use to collect, analyze and manage data to improve data quality and the efficiency of data systems.
- Support DRC local partners in all MEAL requirements including capacity building, assessments, and reporting
- Ensure accurate data entry of new information into the beneficiary database and regularly update, maintain existing database system records
- Strengthen and maintain networks with other partners by attending relevant M&E working group meetings to help analyze trends, findings and best practices.
- Ensure all project data (Distribution data, persons reached in various activities among others) is AGD (Age, Gender and Diversity) disaggregated.
- Support in conducting assessments and community visits as needed, facilitate focus groups and other qualitative data collection exercises.
- Conduct all field data collection through mobile data collection for quantitative data and paper forms for qualitative data. - ensure tablets and phones to be used for assessments are charged before commencement of assessment exercises.
- Conduct data analysis and provide input, information and statistics for monthly, quarterly, annual and other reports for the project.
R2. Design and Implementation of Monitoring, Evaluation, Accountability & Learning Plans:
- Participate in the baseline, mid-term and end of term evaluations of program activities
- In coordination with Project Manager and MEAL coordinator, guide and cooperate with advisors/consultants who are contracted to implement specific surveys, assessments and studies required for evaluating outcomes and impact.
- Under the direction of the MEAL Coordinator, support research and study activities on M&E related issues.
- Conduct community visits, focus group discussions with beneficiaries and non-beneficiaries to receive feedback on project activities.
- Maintain the Complains and feedback received and ensure a timely and appropriate follow-up or referral if needed.
R3. Report Writing & Documentation:
- Coordinate and quality assure MEAL activities and processes within the Karamoja Strong consortium
- Build capacity of partners in the consortium on MEAL
- Ensure the Indicator performance tracking tool is updated monthly for all projects by the project team and partners.
- Compile and submitting relevant project reports to the project manager.
- Prepare sector’s operation plans/work plans & reviews
- Maintain a clear and transparent filing system.
- Documentation and dissemination of lessons learned from monitoring data, grant closure reviews, evaluations and project studies.
- Undertake any other duties and responsibilities as assigned by the project manager.
Experience and technical competencies:
- Minimum of 4 years of work experience within the field of monitoring and evaluation.
- Working knowledge on Turkana, ASAL or cross-border areas
- Working experience in the field of Peace building, Economic Recovery, Protection, Gender, Social Work, Child Protection preferred.
- Experience in working with protection information management systems.
- Experience in participatory assessments and community-based monitoring approaches.
- Clear understanding of Core Humanitarian Standards (CHS).
- Experience with capacity building of staff, and in convening and facilitating training and workshops
- Excellent knowledge of MS Office Word, Excel Power Point, and other Statistical software

Overall purpose of the role:
The Project Manager-Karamoja Strong will be responsible for the successful delivery of the DANIDA funded “Karamoja Strong: Community-led resilience in the face of climate-induced loss, displacement and conflict’’ cross-border project to be implemented in Kenya and Uganda. The position will hold overall responsibility for the coordination of implementation throughout the project cycle in collaboration with consortium partners, including budget management, project reporting, MEAL, staff support and management, advocacy, and external representation (including relationships with government authorities, civil society organizations, relevant working groups, and project partners), as well as contributing to fundraising and programme development. The position will adhere to DRC security procedures and regulations, representation in the field locations, adherence to DRC’s standard regulations and operational procedures (including the Code of Conduct, the DRC Programme Manual and administrative regulations), oversee the capacity strengthening of project staff and partners, safeguard staff and assets contribute to planning, coordination and learning within DRC Kenya.
Responsibilities:
R1. Strategic planning:
- Contribute to the development and implementation of Humanitarian Disarmament and Peacebuilding (HDP) internal strategies for Kenya, with a focus on initiatives in border areas of the Karamoja Cluster.
R2. Project Management and Technical Quality:
- Provide leadership for the effective and efficient management of the project, in accordance with DRC organisational and donor requirements.
- Oversee implementation and achievement of project objectives by the project team and partners.
- Ensure that planning, budgeting, and reporting are conducted promptly.
- Identify areas where additional inputs are needed to ensure high quality programming, ensuring that relevant technical expertise and capacity strengthening support is available to staff and partners.
- Ensure an overall MEAL plan is in place for the project.
- Explore and build opportunities for programme growth and follow-on funding while implementing the project through quality programme delivery processes.
- Be responsible for nurturing and maintaining a robust, honest, and transparent relationship with project partners, ensuring the project’s partnerships are managed in line with DRC partnership approach.
- Lead in the identification of project risks and proactively work with partners to mitigate risk factors against partnership and project delivery plans.
R3. Organizational and people management:
- To develop an effective working relationship with the Kenya programme team based on a clear understanding of respective roles, as well as a collaborative approach.
- Line management of project staff to ensure delivery of timely and high-quality outputs, effective implementation of performance management, learning and development plans, and managing external consultants, as needed.
- Monitor project implementing partners work and report accordingly.
- Ensure compliance with organizational HR policies and national requirements.
R4. Finance and Fundraising:
- Have overall responsibility for financial management of the project, including working with implementing partners and ensure that all activities and expenditures are conducted within budget allocations.
- Facilitate monthly level grant management meetings to monitor programme expenditure, prepare budget revisions and forecasts, review monthly financial data and ensure timely financial reporting to the donor, in coordination with the grant managers.
- Lead on narrative reporting to donors, including coordinating reporting by partners and consolidating overall reports.
- Together with the Area Manager, monitor and mitigate project risks to DRC and partner project staff safety and security and contribute to the development and implementation of safety and security procedures
- Ensure the development of project budgets and spending projections.
- Together with immediate supervisor and country office technical teams, identify opportunities for new projects and funding, including contributing to proposal development.
R5. External representation and Advocacy:
- Ensure good and constructive relations with government structures at cross-border, county and sub-county levels.
- Strengthen DRC’s engagement and with other NGO/CBOs operating in areas of operation.
- Representation in external meetings in Turkana, Garissa, Mandera, West Pokot and Moroto as delegated by the supervisor.
- Ensure good relations with DRC partner organizations.
- Represent DRC to donors at the local level during donor visits.
- Any other tasks requested by the immediate supervisor and/or the Country Director.
R6. Monitoring and Evaluation:
- Play a lead role in the DRC Knowledge and Learning strategy, particularly in relation to the node focused on climate, conflict, environmental degradation and displacement. This includes working with DRC MEAL team in setting up adequate MEAL systems to gather programmatic evidence and learning, designed to maximize DRC and partners’ understanding of this set of challenges, and how to respond to them.
- Work with the project MEAL officer and partners on the analysis of data, reporting, learning and sharing.
- Review relevant reports, including evaluation reports, partner narrative reports, and other internal and external resources as necessary to inform project delivery.
- Support bi-annual outcome harvesting workshops and ensure critical MEAL project reflection and reviews take place on regular basis to inform decision making, and that learning informs wider DRC community of practice, including within and between DRC Kenya country teams, and the global programme support, policy and advocacy teams.
- Support DRC organizational objectives on gender mainstreaming, climate change, partnerships and contribute to learning and development around these.
- Work closely with MEAL Officer in preparation of MEAL reports when required.
- Ensure all project activities data is captured using correct monitoring tools provided by organization
- Assist with any other related activities as deemed necessary by the supervisor.

Experience and technical competencies:
- Have over five years of professional work experience in different capacities with local and international NGOs
- Proven experience of programming in Climate change/environment, displacement and conflict, and/or women’s rights programming at a community, national and regional levels – preferably in contexts of conflict prevention, security and justice and/or peacebuilding
- Good knowledge and understanding of the local context and sensitivities
- Sound experience in progressive management and project management, community security, humanitarian, peace building and/or justice sector.
- Experience in providing mentoring and support to a range of actors
- Demonstrable experience in managing complex projects
- Extensive experience of project management including monitoring and evaluation
- Extensive experience in report writing
- Demonstrated capacity for proposal development
- Understanding of financial management procedures, budget monitoring, and donor reporting
- Sound knowledge of civil society dynamics and their role in addressing peace, gender and climate change challenges peace

Education:
