    Senior Advisor - Public Financial Management

    Role Summary

    • Our new Global Client Solutions team is at the heart of how we capture “what we do” and then deploy the best of the Institute and our networks to global leaders through our country advisory teams. Our globally and regionally situated experts provide valuable counsel, technical support, thought partnership, and surge capacity and lead the development and evolution of our solutions, methods, and offers in the service of our partner governments.

    As a centre of excellence, Global Client Solutions is comprised of our global and regional experts – functional and sectoral. Our functional offers include

    • Strategy: supporting political leaders to identify priorities and barriers to progress,
    • Policy advisory: finding the right solutions,
    • Delivery: making change happen, and then harnessing the transformative power of Technology to support leaders to engage with forward-looking opportunities. Sectorally, we work on the topics at the heart of senior political agendas from economic prosperity, climate change and energy, health and education, to peace and security.
    • We are hiring a Senior Advisor, Public Financial Management - Advisory. In this new senior role, you will support to build and grow a global practice providing support to senior political leaders and Ministers of Finance, our clients, on public financial management (PFM). Including solutions to enable TBI teams and clients solve critical issues in modern PFM: how to align government financial constraints with strategic, political, citizen-centric priorities, how to reform internal digital financial management systems, how to reform internal PFM governance, and major macroeconomic issues from currency to debt sustainability.
    • This will require strong interpersonal relationship building, as well as strong political and policy development experience helping governments achieve their priority goals. To deliver your remit, you will work with country teams to drive our global offer, but will need to effectively engage with the knowledge and resources across the Institute including our partnerships team and Policy & Politics Division.
    • This is a global senior expert role with significant travel expected (~30%) to current and potential TBI client locations from the Americas, Europe, Africa, Middle East, and Asia Pacific. The ideal candidate will have globally relevant expertise and experience working at the highest levels of government.

    Key Responsibilities
    Advisory support and expertise:

    • Provide hands-on support to clients and TBI country teams to create actionable, articulate PFM development plans, including strategic fiscal framework allocations, PFM digital tool development and internal PFM governance reforms.
    • On policy design, collaborate with TBI’s internal advisory, policy and politics expertise, regional/country teams and external experts to bring world-class policy thinking to our clients
    • Shape and embody a positive culture that drives ambition, innovation and delivery

    Leadership & offer development:

    • With the Senior Director, Economic Prosperity lead the development of TBI’s global PFM offer, identifying its core areas of support, TBI’s unique value proposition, implementing partnerships and staff resourcing
    • Support organisational learning on PFM methodologies and technologies by leading the creation of a toolkit and supporting learning & knowledge events within Advisory, as well as across TBI
    • Support a true team and “one TBI” culture, and the rest of the organisation to engage in communities of practice agnostic of “boxes and lines”

    External engagement:

    • Represent the Institute at global events and potentially contribute to written PFM thought leadership and publications in collaboration with TBI External Communications and the Policy & Politics division

    Person Specification
    This is a senior leadership role requiring an exceptional candidate:

    • Notable, hands-on experience as a senior advisor to governments on PFM systems, debt sustainability and IMF programs/processes.
    • Professional with strong history helping governments and political leaders with budget processes, identifying strategic fiscal priorities, how to define sustainable forward-looking national fiscal frameworks while balancing the day-to-day fiscal pressures of governing.
    • A strong network with the major international financial institutions including the IMF and World Bank
    • Experience with stakeholder management, relationship building and “getting things done” in complex organizations
    • A track-record developing frameworks and toolkits to enable organisations and colleagues to learn and deliver effectively

    Senior Advisor - Data & AI

    Role Summary

    • The Data & AI, Senior Advisor will have the political acumen to convincingly engage senior officials on the political importance and transformative power of data-driven governments and the growing impact of AI. Their experience advising governments or directly applying insights from data into a public sector context should be supported by a strong grasp of AI and other emerging technologies. They will be able to communicate how next-generation AI systems, Large Language Models, and advanced data analytics enable governments to be more adaptive and agile, while also stimulating innovation and growth throughout their countries more broadly.
    • This role is part of a growing team of expert advisors in TBI’s Global Client Solutions (GCS) team, part of TBI’s Government Advisory division. GCS is a hands-on center of excellence bringing the best of the Institute and distributing it at scale to enhance the quality and impact of our advice to senior political leaders.
    • As a central resource, the Senior Advisor for Data & AI will set the vision for how governments are able to fully leverage data and AI to 1) support more strategic and responsive government operations 2) deliver higher quality public services, and 3) facilitate innovation within private and third sectors. Providing valuable counsel, technical input, quality assurance, and thought leadership to colleagues and governments around the world, the Senior Advisor will ensure TBI’s support on Data & AI is as impactful as possible. Drawing from hands-on experience implementing data driven projects and helping governments adopt emerging technologies, they will identify opportunities to continually improve and evolve the offer and relevant tools, including through the creation of partnerships for design and delivery.

    To successfully deliver the remit, the postholder will need to work effectively with teams across the Institute, including:

    • Other GCS Leads to ensure our overall engagement with countries is strategic and optimised for maximum impact and sustainability, and to apply the Data & AI offer to specific subject matter areas (i.e. health) and functional offers (i.e. Delivery Mechanisms)

    We are looking for an experienced Specialist in Public Sector Data Use and adoption of AI technologies with:

    Senior Advisor - Digital Health

    • The Senior Advisor, Digital Health is an important senior expert role within our global health anchor team in Global Client solutions. Working with the Director, Health you will develop, evolve, and cohere our solutions for leaders on digital health including, but not limited to, virtual care, improved use of data for patient care and policymaking, electronic health records, leveraging cutting edge trends in artificial intelligence on diagnostics and treatment, and harnessing the new opportunities digital technology is bringing to the health space through strategy, policy, and delivery.
    • You will deliver globally-recognised, practical subject matter expertise to TBI country teams and political leaders which supports client discussions, new project design, and key deliverables ensuring we are bringing the best of TBI to our health work.     Senior Advisor - Digital Public Services

    Role Summary

    • The Senior Advisor, Digital Public Services, with the Director, Digital & Tech Transformation and the Sr. Advisor, Digital Government, will lead the evolution of TBI’s offer and solutions to help senior political leaders drive the transformation that will improve public service delivery and government operations. You will work in close collaboration with TBI country teams and our clients to lead scoping and partnership discussions, identifying areas of catalytic potential aligned with Head of State priorities.
    • This is a crucial role for the Institute at the senior-most level of our expert track and will be held by an exceptional candidate with deep and extensive experience in digital government, public service, and senior political advisory. Travel is significant; expected approximately 30% of the time to work hands-on in support of teams delivering initiatives with senior political leaders and governments.

    Offer and solution development

    Required Experience & skills:

    • Experience in developing a digital strategy, services, or digitalisation effort, with understanding of requirements to establish an interoperable data exchange layer that connects all services (i.e. broader enterprise architecture vision, with interoperability rules and norms & standards for open data)
    • Familiarity with the policies and regulations needed to foster and enable technology transformation for the public good and the ability to make recommendations and propose specific solutions to senior political leaders (e.g., data privacy, data sovereignty)
    • Experience in project identification and strategy development, preferably in the tech sector, or linked to government advisory
