    Strategic Information Advisor

    Position Summary:

    Reporting to the Project Director, the SI Advisor will be the lead technical expert responsible for all strategic information responsibilities related to the program, including all monitoring, evaluation, analytics, and reporting of performance and results. S/he will lead activities to strengthen EPMP which includes overseeing support to MOH at national level to monitor, document and analyze performance of HIV/TB services and support implementation of data quality audits (DQAs) and data quality improvement initiatives (DQIs). S/he will be responsible for guiding the overall SI strategy, implementation of related activities and provision of timely and relevant information to project stakeholders.

    Duties and Responsibilities

    1. Develop and maintain project log-frame matrix, particularly in the areas of objective hierarchy, indicators, and monitoring mechanisms.
    2. Develop and maintain the overall framework for project M&E, such as annual project reviews, participatory impact assessments, process monitoring, operations monitoring and lessons-learned workshops.
    3. Lead the periodic monitoring of the project based on indicators and objectives outlined in the work plan.
    4. Participate actively in the implementation of Quality Assurance (QA), Quality Control (QC) and Quality Improvement (QI) measures for all MESIS project dashboards and supported platforms.
    5. Ensure that relevant and good quality project data is analyzed, visualized, and is accessible to all stakeholders in the right format for use.
    6. In collaboration with NASCOP, coordinate design of data collection tools, indicator selection, sampling, training of field teams and support implementation of annual data quality audits (DQAs).
    7. In collaboration with the PEPFAR SI ITT, support the annual MOH-PEPFAR data alignment activity.
    8. Carry out activities to enhance capacity of SIRI and Project implementation team to use information for decision making.
    9. Provide TA & mentorship to SIRI and the project M&E points of contact.
    10. Lead internal & external timely M&E reporting, providing relevant strategic information for evidence-based programmatic and strategic decision-making.
    11. With assistance from the M&E Points of Contact (POCs), compile & disseminate quarterly, semi-annual & annual NASCOP performance reports.
    12. Maintain a database to ensure all project outputs and results are accurately recorded and coordinated to inform project staff and other relevant stakeholders.

    Required Qualifications

    1. Master’s degree in Public Health, mathematics, Biostatistics, informatics, or related field.
    2. Bachelor’s degree in Biostatistics, statistics, Health Records and Information, Public Health Informatics or related field.
    3. Minimum of 8 years of work experience in designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and managing data intensive, performance-based programs funded by PEPFAR.
    4. Demonstrable experience with DHIS-2, DATIM, 3PM, DREAMS M&E and other HIV/TB data management and reporting platforms.
    5. Training on DHIS-2 and/or other relevant open-source software used for HIV/TB data management.
    6. Demonstrated ability to perform robust data extraction from internal and external information systems.
    7. Demonstrated ability to perform complex data analytics and visualizations utilizing Microsoft Excel, STATA, Power BI, Tableau, GIS
    8. Familiarity and experience with MoH and CDC/PEPFAR reporting regulations and requirements.
    9. Experience providing training in M&E systems and tools preferred

    Monitoring & Evaluation Officer

    Position Summary:

    Reporting to the Senior M&E Officer, the M&E Officer will carry out strategic information responsibilities related to the program, including all monitoring, evaluation, analytics, and reporting of performance and results. S/he will support efforts to strengthen monitoring and evaluation, and support NASCOP through Strategic Information Research and Implementation science (SIRI) team and CDC to monitor, document and analyze the performance of HIV/TB services and activities.

    Duties and Responsibilities

    1. Generate and provide inputs, information and statistics for quarterly, semi-annual, annual and other project reports.
    2. Support data analysis on KHIS and/or 3PM, DREAMS Database and DATIM HIV program data and preparation of relevant reports for various stakeholder dissemination
    3. Support the Capacity Building Advisor and e-Learning coordinator in the development of e-learning materials, job aids, tool kits and standard operating procedures for HIV M&E courses.
    4. Support development of standardized training content for HIV M&E related courses including training materials, curriculum, and documentation of training activities.
    5. Provide technical assistance and mentorship to SIRI, County Health Management Teams, CDC funded Implementing partners and build their capacity on data demand and information use for decision making.
    6. In collaboration with NASCOP and other SI stakeholders, participate in field visits for data verification, support supervision and data quality assessments/improvement
    7. Support the SI Advisor and Evaluation Advisor to maintain the overall framework for project M&E.
    8. Provide support in the preparation of the NASCOP SIRI work plans and Strategic Plan
    9. Participate in the annual MOH-PEPFAR data/indicator alignment activity.

    Required Qualifications

    1. Master’s degree in social sciences, medicine, Public Health or related field will be an added advantage.
    2. Bachelor’s degree in Biostatistics/Statistics/Health Records and Information/ Public Health Informatics/ Computer Science or equivalent.
    3. Training on DHIS-2 and/or other relevant open source software used for HIV/TB data management.
    4. Training on M&E and Data Analytics.
    5. Minimum of 3 years’ work experience in implementing M&E systems, ensuring data quality, and managing data intensive, performance-based programs funded by PEPFAR.
    6. Experience providing M&E support for HIV/TB.
    7. Demonstrable experience with DHIS-2, DREAMS M&E, DATIM, 3PM and other HIV/TB data management and reporting platforms.
    8. Proven experience in developing and coordinating data collection, processing and analysis systems.
    9. Demonstrated experience in developing statistical analysis plans while adhering to statistical principles
    10. Demonstrated ability on manipulation, analysis and visualization of quality data for decision making using software packages such as STATA, R, Power BI, GIS etc. and writing the related technical analytical reports to support decision making.
    11. Demonstrated ability on designing and maintaining data collection tools in mobile platforms e.g. ODK Collect and KOBO Collect
    12. Strong interpersonal communication and facilitation skills.
    13. Willingness to undertake regular field visits and interact with different stakeholders
    14. Computer skills: Hands on competency in Microsoft Word, Excel, PowerPoint and Access

    Data Engineer

    Position Summary:

    1. Reporting to the Lead Software Developer, the Data Engineer will offer support in data mining and use of statistical techniques, algorithms, and machine learning principles to identify trends, patterns and insights from raw data from sources that are built on the DHIS2 platform.
    2. S/he will be responsible for creation of algorithms to automate extraction, analysis, and presentation of complex data.
    3. S/he will be responsible for improving efficiency in the presentation of data and insights for end user consumption.
    4. S/he will also be required to translate business requirements into automated solutions using self-service platforms and analytics solutions.
    5. S/he will also be responsible for ensuring the algorithms and the dashboards are operating accurately and in an efficient manner.
    6. Additional data needs may arise occasionally, that are not specific to DHIS2 such as data mining from other sources. As an integral part of HS, the Data Engineer may be expected to meet with stakeholders including donors, and government officials, and draw up requirements based on their needs.

    Duties and Responsibilities

    1. Develop training materials, user manuals and train users on system modules and functionalities developed.
    2. Work with existing team members including those in software development projects as required, to determine the appropriate tools, and technologies to be used in data analysis and visualization. This may include database and information system, taking context, existing capacity, and other guiding principles (e.g., open source, already in use in the health sector) into account.
    3. Participate in designing database structure including relational and no-sql databases
    4. Generating information and insights from data sets and identifying trends and patterns
    5. Analysing data for trends and patterns and to find answers to specific questions.
    6. Work with various data sources including web services, API, excel and csv etc.
    7. Identifying relevant data sources for business needs
    8. Preparing reports for executive and project teams
    9. Assess quality of data and remove or clean data
    10. Develop, implement, and maintain databases
    11. Collecting structured and unstructured data

    Required Qualifications

    1. Bachelor’s degree in in computer science, information systems, technology, data science, business analytics or math focused fields is preferred or equivalent on-the-job experience and personal analytics projects with Minimum 5 years technical experience
    2. At least two years demonstrated experience working with DHIS2, including developing and designing data sets, indicators, data elements and designing custom data entry screens for DHIS2.
    3. Demonstrable experience by working with databases e.g., MySQL, PSQL and MSQL, including writing SQL queries.
    4. Should have Unix/Linux background and needs to be comfortable writing Unix/Linux scripts.
    5. Experience in developing health information systems, databases, and reports
    6. An understanding of popular tools currently in the health sector such as ODK, Epi Info EMRs (in particular, OpenMRS, KenyaEMR).
    7. Demonstrated ability to perform complex data analytics and visualizations utilizing Microsoft Excel, STATA, Power BI, Tableau
    8. Experience in use of tools for analytics such as SQL, Alteryx, IDEA, Knime, Power Query
    9. Experience in use of open-source analytical tools such as Python, R etc.
    10. Proficiency in using query languages across multiple platforms
    11. Proficiency in use of Microsoft Business Intelligence products
    12. Working knowledge of SQL, Hadoop and Denodo.
    13. Knowledge of data preparation for AI / ML

    Capacity Building Advisor

    Position Summary:

    Reporting to the Project Director, the Capacity Building Advisor will be expected to provide technical assistance to the Kenya Ministry of Health (MOH) in developing capacity building innovations for training Health Care Workers in Kenya on Strategic Information for HIV program. S/he will develop an overall capacity building strategy for the project. The main roles for this position will include: capacity gaps diagnosis, lead the development and delivery of training courses for building capacity of Health care workers in Kenya on Strategic Information for HIV, within the broad themes of Monitoring and Evaluation.

    Duties and Responsibilities

    1. Identify HIV Strategic Information capacity needs and (or) gaps among health workforce in Kenya (in public and private health facilities).
    2. Build consensus on the identified capacity gaps with the MOH and partners and develop an overall sustainable capacity building strategy.
    3. Constitute content matter experts from MOH and partners to jointly develop curricular for e-learning courses.
    4. In collaboration with the content matter experts, develop training curricular that responds to the needs and gaps.
    5. Coordinate improvement activities on the e-Learning platform in collaboration with the e-Learning coordinator and UoN LMS team.
    6. Collaborate with the eLearning instructional designer to guide content conversion.
    7. Set up the e-Learning courses on the Modular Object-Oriented Dynamic Learning Environment (MOODLE) Learning Management System (LMS) including learner instructions, tutor guidance, practical sessions, quizzes, surveys, discussion forums and all learning activities.
    8. Design course dissemination messages.
    9. Support the MOH through NASCOP to disseminate the courses to HCWs throughout the country.
    10. Recruit learners into the courses and supporting them through the learning activities.
    11. Provide oversight for the interoperability of the Learning management system with the NASCOP certificate issuing platform, bulk SMS service, and social media support.
    12. Train a pool of e-champs and online training facilitators to support the HCWs on the courses.
    13. Supervise the e-learning coordinator and other e-learning team members.
    14. Monitor the learning activities and establish a quality assurance mechanism for the courses.
    15. Document successes, lessons learned, and challenges in implementation as well as reports of training and e-learning activities and results to the project and donor.
    16. Develop and draft e-learning work plans, budgets, reports, and other documentation as needed.

    Required Qualifications

    1. Master’s degree in public health or related field.
    2. Bachelor’s degree in Education, Public Health, Social Science or its equivalent.
    3. Minimum 7 years’ experience providing capacity building support through training.
    4. At least 5 years’ experience in designing and implementing capacity development programs including development of learning courses, dissemination of learning products, training assistance materials, needs assessment and other capacity development products.
    5. At least 3 years’ experience in one or more of the following: online instructional design and deployment, technical writing and /or working with a learning management system preferably MOODLE.
    6. At least 3 years of project management and/or supervisory experience.
    7. High level understanding of AICC and SCORM and experience preparing content for LMSs.
    8. Experience with relevant software such as HTML5, MS SharePoint, Java Script Flash/Action Script as well as graphical design tools such as Photoshop and Illustrator.
    9. Publication experience will be an added advantage.
    10. Proficiency in Adobe packages.
    11. Strong interpersonal and communication skills and the ability to work with diverse and multidisciplinary teams
    12. Ability to gather data, compile, analyze information and write reports
    13. Excellent critical and creative thinking skills
    14. Excellent organizational skills
