    Senior Protection Assistant

    Terms of Reference

    • Education (Level and area of required and/or preferred education)
    • Completion of secondary school. 
    • Additional training courses in protection-related issues required.

    Work Experience 

    • (List number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)
    • Minimum 2 years of relevant professional job experience, preferably in the area of human rights (including issues related to sexual and gender minorities), gender issues, refugee protection, or international humanitarian law. 
    • Previous experience interacting with LGBTQI+   persons in a professional context
    • Experience in interacting with NGOs and other relevant actors in project coordination, as well as in providing training or coaching, guidance or advice to staff.
    • Experience working on livelihoods/empowerment projects strongly desired
    • Experience working with procedures and principles related to protection of refugees, asylum seekers, or IDPs (especially in GBV) strongly desired
    • Experience in counselling asylum seekers or refugees strongly desired

    Key Competencies 

    • (Technical knowledge, skills, managerial competencies, or other personal competencies relevant to the performance of the assignment.  Clearly distinguish between required and desired competencies)
    • Sound knowledge of SSOGI issues, especially in Kenya/East Africa.
    • Knowledge of International Refugee Law and Human Rights Law and ability to apply the relevant legal principles
    • Strong research and analytical skills
    • Excellent oral and written communication skills; an ability to be diplomatic and level-headed.
    • Excellent knowledge of English; Swahili or Luganda would be advantageous but are not required.
    • Knowledge of internal UNHCR procedures related to RSD, resettlement, and protection strongly desired

    Livelihood and Economic Inclusion Associate

    Duties

    • Explore partnerships with relevant stakeholders to enhance economic inclusion of UNHCR PoC. This includes working with economic development agencies to adapt their programmes to become inclusive of UNHCR PoC, working with the private sector to enhance inclusion of UNHCR PoC in their labour force and supply chains, working with financial service providers to enhance  financial inclusion, and working with public and private sector service providers to include UNHCR PoC in supporting services (business development, micro-finance, training, saving accounts, poverty alleviation and social protection, etc.). 
    • Work with the multi-functional team, more specifically with the Protection Unit, to collect information about the legal framework for the right to work and rights at work.
    • Support the implementation of socioeconomic and wealth ranking surveys to inform targeting, monitoring and facilitation of the engagement of development programmes.
    • Participate in necessary assessments in collaboration with relevant private and public stakeholders, including impact assessments on local economies and surveys that help to inform interventions and identify investment and funding opportunities that enhance the economic inclusion of UNHCR PoC.
    • In case UNHCR is implementing specific livelihoods activities, work closely with and provide technical assistance on livelihoods interventions to help ensure they are market-based, and that the role of UNHCR has been strategically determined in consideration of its comparative advantage vis-à-vis other partners. 
    • Liaise with partners and authorities on livelihoods related issues under the technical guidance of the supervisor. 
    • Prepare field reports and other relevant reports relating to livelihoods and make recommendations for interventions that enhance refugee economic inclusion to the designated officer.

    CBI Associate

    Duties

    • Manage the use, maintenance and technical support of databases used in the cash-based interventions. 
    • Generate statistical reports based on the standard reporting formats and ad-hoc reports, charts and tables as required by the management.
    • Prepare and administer accurate lists of beneficiaries for the regular assistance through bank ATM/IRIS system in line with the procedures established by the office.
    • Assist in developing and administering UNHCR Regular CBI database.
    • Assist in the monthly reconciliation and refund process for the cash assistance project. 
    • Assist in preparing detailed reports and breakdown of the cash assistance provided to the refugees.  
    • Cross-check databases to ensure that all beneficiaries are active cases.
    • Keep cash lists updated and free of duplications and ensure delivery of cash assistance to beneficiaries in a timely manner.
    • Maintain relationships with partners to facilitate the flow of information between databases,
    • Assist with the training of internal staff and partners on how to use the database,
    • Execute best practice in data protection standards and help to positively influence others,
    • Troubleshoot issues with the database and work with internal teams to provide technical fixes,
    • Inform and act on the reports and messages that are received from various units on different vulnerable cases in respect to financial assistance.
    • Support in the co-ordination with different partners and focal points on lists of beneficiaries reflecting situation of cash assistance.
    • Undertake missions and field visits to bank service provider to monitor the cash project.
    • Represent UNHCR at the cash-assistance related meetings.
    • Liaise with internal stakeholders and partners.
    • Develop improvements to the database and related workflows.
    • Direct incidents and problems to the supervisor when they cannot be resolved at their level.

    Finance Associate GS6

    Duties

    • Maintain financial records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for day-to-day transactions and reports.
    • Select and enter data from a wide variety of documents, verifying accuracy by checking sources, making necessary calculations and assuring inclusion of all relevant data.
    • Prepare recurring reports as scheduled and special reports as required for budget preparation, audits or other reasons.
    • Advise and assist staff members, experts and consultants on all aspects of allowances, salary advances, travel claims and other financial matters, calculate and authorize payments due for claims and services.
    • Maintain liaison with officials of local banks to obtain day-to-day information on exchange and interest rates, changes in procedures and regulations and matters pertaining to maintenance of office bank accounts.
    • Prepare detailed cost estimates and participate in budget analysis and projections as required.
    • Initiate correspondence to verify data, answer queries and obtain additional information on accounts and financial transactions, as required.
    • Verify that the financial transactions are correct and in accordance with UNHCR rules and procedures.

    Assistant Education Officer

    Duties

    • Translate global education objectives and strategic directions into regional or national guidance, strategies and priorities, in collaboration with the supervisor and the Education Section in HQ, to ensure coherence with UNHCR's education policy and strategy.
    • Engage, promote and foster partnerships/collaboration with national education stakeholders and bodies in line with GCR.
    • Provide technical advice and support on all issues related to UNHCR education programmes and strategic directions, in line with UNHCR education policy and regional priorities, including through remote support and field missions.
    • Support and provide technical advice to senior management and Policy and Development staff allowing for advocacy activities with States and international organisations on all issues related to UNHCR education programmes and strategic directions, including supporting national planning processes, such as the development of SDG4 plans at national levels and ensuring inclusion of refugee, returnee, asylum seeking, internally displaced and stateless children and youth in SDG4 plans and Education Sector Analyses and Plans.
    • Participate in national humanitarian and development sector working groups to support that all refugee education support programming at country level is extended, amplified and reported against sector development goals and humanitarian partners and funding serves system strengthening.
    • Assist the Country Office(s) to elaborate and implement strategies to address issues related to education access, quality and data, in cooperation with other UN agencies (UNICEF, UNESCO, WFP, etc.) and other key education stakeholders. 
    • Undertake direct dialogue at the national level on the implementation of education programmes in line with strategic directions, integrated with SDG4 and Education Sector Plans, including with Ministries of Education/Higher Education, education partners and coordination networks (Global Partnership for Education, Education Cannot Wait (ECW) and Local Education Groups, etc.).
    • Foster inter-sectoral linkages and coordination with child protection, GBV, gender, community services, livelihoods/economic inclusion and health, among others, and provide specialist advice for other sectors, to ensure that they fully integrate education related concerns in their planning.
    • Assist the supervisor in monitoring the implementation of education programmes and provide guidance on orientation. 
    • Support the supervisor in monitoring the implementation of Global Refugee Forum pledges within the AoR.
    • Assist in the planning and coordination of UNHCR's role concerning education, represent UNHCR at national consultations, and represent UNHCR's education strategy and policy to other UN bodies, NGOs, interlocutors, institutions and organisations. 
    • Train UNHCR staff, sister UN agency staff, NGOs, and Ministry of Education officials on refugee education priorities and identified topics. 
    • Assist with the development and dissemination of relevant tools to support UNHCR staff and partners within the AoR. 
    • Support active exchange of information and that best practices are identified, documented and disseminated both within the AoR and beyond. 
    • Join joint assessment missions in emergencies to minimise the time refugee children and youth spend out of education (ideally a maximum of three months after arrival).
    • Prepare and draft education input in key internal and external documents and reports.

    Assistant Programme Officer

    Duties

    • Support in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning
    • Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities
    • Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps, 
    • Assist the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions 
    • Contribute to the review and analyse of plans, mid-year and year-end reports of UNHCR offices in the region, ensuring quality assurance and compliance with established policies, guidelines, procedures and standards.
    • Assist with the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for   persons of concern. 
    • Contribute to the successful application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others.
    • Contribute to ensure consistent and coherent monitoring approaches, tools and systems within the Area of Responsibility (AoR), in line with global standards and polices.
    • Actively contribute to UNHCRs programming of community of practice and continuously contribute to improvements of programming tools and processes. 
    • Identify potential gaps and problems and in cooperation with other relevant sections recommend appropriate solutions to ensure the efficient implementation of programme activities
