    Economic Recovery Assistant - Painter

    Overall purpose of the role: 

    The incumbent core duty shall include mobilization of target POC, offering quality training on Painting and Development of safe working habits, and use of basic painting tools and equipment safely and correctly Performing the necessary adjustments on painting components.

    Roles and Responsibilities:
    Livelihoods Project Management

    • Undertake Community mobilization & sensitization activities for all DRC VST especially those in Painting trade tests.
    • Offer quality training on painting to our beneficiary students touching on, designing, measuring, drawing, and finishing. 
    • Develop safe working habits and use basic painting tools and equipment safely and correctly
    • To provide knowledge & training in the use of tools & equipment used in the Painting trade and painting terminology among the beneficiary students 
    • Enhancing the employability & entrepreneurial skills of the students
    • Manage classroom resources.
    • Prepare weekly, and monthly progress reports of DRC program activities directly involved in within the camp including documentation of success stories/best practices.
    • Adequately share the DRC feedback mechanism with beneficiaries, to allow for timely feedback on emerging complaints/complements concerning program implementation in close consultation with the relevant national staff.
    • Facilitate and adhere to none violent conflict resolution mechanisms among program beneficiaries
    • Mainstream CHS in all DRC interventions being implemented in the designated camp.

    Program Development Monitoring and Evaluation.

    • Regularly participate in the program monitoring and evaluation activities including training needs assessment exercises, data collection/surveys, revolving funds, and grants support in Ifo camp.
    • Participate in all camp coordination/review meetings, ensuring effective involvement of relevant camp leadership and stakeholders. 
    • Provide effective and timely feedback to communities regarding project progress and challenges regularly.

    Coordination and partnership

    • Work in liaison with DRC national staff and relevant stakeholders (community leaders, youth rep, other agency staff, etc.) to promote partnership and reap the multiple benefits of synergy.
    • Represent DRC in camp meetings in the absence of the supervisor/national staff.

    Experience and technical competencies 

    • Experience in Painting training
    • Ability to adapt to changing program priorities and emergency priorities that may arise.
    • Good planning and organizational skills coupled with conflict-solving capabilities.
    • A team player ready to work harmoniously with colleagues in realizing DRC goals.
    • At least 2 years’ experience working in a refugee program

    Emergency Officer - Emergency Response

    Overall purpose of the role: 

    • Ensure the quality of the implementation and follow up of all technical aspects of emergency activities being implemented by DRC and local partners.
    • Develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities
    • Sector responsibilities: Multi-sector, life-saving interventions during acute crisis within the areas of cash, protection, shelter and non-food items, camp management, water, sanitation and hygiene and food security, covering all stages of project cycle management from programme design to implementation and monitoring and evaluation. Including also emergency preparedness activities.
    • This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks.

    Duties & Responsibilities:
    Programming & Operations

    • Ensure organization and implementation of emergency activities by partners, including cash and voucher programming, in accordance with DRC guidelines, program objectives and accountability principles;
    • Represent DRC with relevant donors, partners and local authorities and coordinate with distribution actors and other DRC programmes when necessary;
    • In collaboration with partners, participate in various field assessments, surveys, needs assessments, market assessment and monitoring, and other data collection to guide programming;
    • Monitor and evaluate ongoing distribution activities by partners and report on unmet needs and gaps;
    • Support partners in ensuring equal participation by all segments of the community, taking into consideration issues regarding gender, age, clan, tribal and religious affiliations;
    • Support beneficiary’s identification, assessment and selection processes by partners with appropriate tools and SoPs;
    • Produce distribution reports and analysis;
    • Ensure collection of data is up to date;
    • Set-up community committees and provide appropriate training so that committee members understand their roles and responsibilities;
    • Undertake filing of all means of verification related to the distribution of cash and vouchers.
    • Ensure quality of data coming from partners and other DRC activities.

    Representation:

    • Represent DRC in relevant fora;
    • Coordinate and maintain constructive relationships with local government institutions, local NGO partners, other international organizations, in coordination with the other team members;
    • Ensure DRC’s principles and approaches to emergencies are integrated into the response;
    • Follow the humanitarian principles, standards and guidelines that DRC is committed to, and ensure these are adhered to by DRC staff, partner staff and volunteers.

    Monitoring and Evaluation:

    • Ensure transparency and accountability tools, processes and mechanisms to affected communities are in place;
    • Ensure equal participation by all segments of the community, taking into consideration issues regarding gender, age, clan and tribal and religious affiliations;
    • Regularly monitor project activities and provide timely inputs and feedback to management;
    • Work with M&E team to ensure M&E plan is being implemented, data is being collected from the field and regular reports are being produced.
    • Undertake any further duties as the line manager sees fit. The position duties are flexible to a degree to allow the candidate to develop skills they personally identify. This can be arranged in discussions with the line manager. 

    Logistics/Finance:

    • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up.
    • Support in the reconciliation of financial reports by the partners.
    • Plan and coordinate proactively logistics and movements of staff from and to different operational areas.
    • Initiate procurement of emergency programme goods, services and works, and ensure their delivery in compliance with DRC guidelines and SOPs.
    • Ensure distribution plans are prepared and shared with Finance, Supply Chain and Safety in a timely manner.

    Experience and Technical Competence 

    • Minimum 2 years of practical experience in sector area working for an INGO or similar organization
    • Field experience in the Area 
    • Experience working with Cash and Voucher programming
    • Excellent skill in MS Word, Excel, and PowerPoint.

    Education

    • Relevant university degree (e.g. political science, international development, or economics) or equivalent professional qualification

    Monitoring Evaluation Learning and Accountability Officer - Emmergency Response

    Overall purpose of the role: 

    The Monitoring, Evaluation, Accountability and Learning Officer will provide technical support to all projects and oversee all MEAL activities, including assisting project teams in defining indicators, developing data collection tools and data collection methodologies, and leading data assessments and project audits for emergency projects implemented by our partners. The Officer will collaborate closely with the MEAL Coordinator – (Emergency & HDP) and the Emergency Manager to ensure compliance with DRC MEAL requirements and best practices.

    Duties & Responsibilities:

    • Ensure full compliance with DRC’s Minimum Monitoring Evaluation, Accountability and Learning Standards in all projects implemented by DRC and our partners.
    • Lead the development of MEAL components of project proposals, including the development of indicators and project-specific MEAL plans. 
    • Support partners come up with MEAL plans and Detailed Implementation Plans (DIP) to populate DRC’s Performance Monitoring Tracker (PMT), which will be used by the program and MEAL teams to provide monthly updates and analysis of progress against indicators.
    • In close collaboration with the MEAL Coordinator – (Emergency & HDP) and the Emergency Manager, develop sector-specific data collection tools and ensure their proper use by implementing teams. The position will ensure the timeliness and quality of data collection, and ensure all captured data is managed according to protection information management standards and best practices.
    • Support partners conduct rapid emergency beneficiary verification and post-distribution monitoring, assist programme teams in conducting needs and contextual assessments and analyses. 
    • In collaboration with the MEAL Coordinator, assume responsibility for the implementation of the DRC Beneficiary Feedback and Response Mechanism, and all associated tools and SOPs, in the Area Office, ensuring that beneficiaries of emergency interventions have access to feedback and complaints channels and that feedback and complaints are logged and resolved in a timely and compliant manner.
    • Produce monthly analysis reports with updates on the implementation status of all assigned projects. This will entail flagging areas of concern, developing recommendations for corrective actions to share with the Emergency Manager, partners and MEAL Coordinator, and documenting lessons learned.
    • In collaboration with the MEAL Coordinator, facilitate field-level learning events to capture, document and disseminate lessons learned for internal and external purposes.
    • Under the guidance of the MEAL Coordinator, conduct internal project audits with an eye to ensuring means of verification are documented and reflect data reported by the implementing teams.
    • Identify and conduct MEAL-related capacity building needs and partner program staff assume responsibility for facilitating trainings on Core Humanitarian Standards (CHS), and beneficiary feedback and response mechanisms.
    • Provide support in preparing and reviewing partner reports and verifying consistency between collected data, means of verification, the PMT and donor reports.

    Experience and Technical Competence 

    • A minimum of 3 years of MEAL experience within the humanitarian or NGO field.
    • Demonstrated experience translating log frames and results frameworks into monitoring plans, developing data collection tools and protocols, leading data collection and management process, designing and managing databases, and analyzing data.
    • Proven technical skills in monitoring and evaluation and experience with both qualitative and quantitative data collection and analysis.
    • Excellent analytical, presentation, and report writing skills.
    • Experience using software applications such as Excel, Access, or statistics software such as SPSS, STATA.
    • Previous experience with electronic or mobile data collection.

    Education

    • At least a Bachelor’s Degree from a recognized University in statistics, economics, social sciences or related discipline
