    Monitoring & Evaluation Officer

    Objective Of The Role

    • The M&E Officer will be responsible for conducting monitoring and evaluation in the implementation of the various FEED Program activities. To ensure effective and timely implementation of the program activities as well as coordinate reporting and documentation
    • In collaboration with the M&E Manager, review and develop databases for the integrated program activities.
    • In consultation with Pillar managers and program officer’s review, design and develop M&E systems appropriate to the project.
    • Work closely with Program officers Data entry team in ensuring quality data
    • Produce regular reports for M&E work for learning and program development.
    • Guidance and Capacity building staff on incorporating M&E requirements in their programs.
    • Coordinate and link integration of program M&E data / program audit checking for accuracy and consistency and ensuring quality in order to improve the accessibility and use of M&E information.
    • Ensure M&E approaches, methodologies and tools address the relevance and impact of program/development work.
    • Ensure quality assurance in M&E for FEED and her institutional donor funded programs/projects by documenting and disseminating change, lessons learnt and best practices
    • Work closely with Program staff in ensuring internal and external program reports are of quality standards and demonstrate change.
    • In collaboration with other officers coordinate technical studies which include feasibility studies, baseline surveys and evaluations.
    • Represent FEED in planning forums and meetings with the government and other stakeholders/partners.
    • In liaison with the field teams, hold regular review meetings to assess the progress against the set targets and advice management with recommendations on the progress as per internal policies, donor regulations and the project timelines.
    • Monitor program progress to ensure that staff and systems achieve program goals and objectives consistent with FEED standards and accountability.
    • Contribute in the development of donor proposals making sure that respective donor guidelines, preferences, standards, policies and procedures are fully adhered to.
    • Increase FEED visibility, positive image and credibility through participation in relevant forums as well as appropriate meetings with other prospective international and local donors

    Personal & Role Specifications

    • Bachelor’s Degree in Statistics
    • Relevant Background in Development Studies or Community Development.
    • Good knowledge of Data Management Data entry & analysis
    • At least three years of relevant experience as a Program Officer implementing community projects.
    • Excellent administrative, organizational and budgeting skills
    • Excellent interpersonal and cross-cultural skills.
    • Strong verbal and report writing skills.
    • Knowledge and understanding of Child protection policies.
    • Good training and experience in project management and project cycle.
    • Monitoring & Evaluation skills and experience in sustainable programming
    • Excellent Computer proficiency a must.
    • Ability to work with minimal supervision and deliver desired result

    Care Group Promoter

    Purpose of the role

    Feed the Children is implementing a Child Focused Community Development (CFCD) program, which is a comprehensive and integrated approach designed to empower children and their communities achieve self-sufficiency around its four program pillars - Food &Nutrition, Health &Water, Education and Livelihoods. Child Sponsorship is integrated at the center of the pillars to support the CFCD programming. Feed the Children’s (FEED’s) key food and nutrition and health and Water related activities and projects are focused on improving the food and nutrition security of mothers and children. Our health, WASH and food and nutrition interventions are delivered through behavior change communication approaches such as Care Groups (CG) and Community Led Total Sanitation (CLTS).

    Feed the Children in conjunction with the Ministry of Health and relevant partners, is implementing food and nutrition interventions using care groups approach in Lodwar, Turkana County. The Care groups aim at improving the knowledge, attitudes and care practices of caregivers around MIYCN, hygiene and sanitation issues through dissemination of health and nutrition education messages to care group volunteers (CGVs) in the care groups for onward communication to beneficiary caregivers in the community. The model represents an effective strategy for promoting equitable beneficiary contact capable of producing measurable changes in health and nutrition indicators.
    The Care Group Promoters will be community members selected to train and supervise the CGVs in their community on behavior change information in the community, facilitate and organize, participatory learning sessions to care group volunteers under the Supervisor in the Food and Nutrition Pillar.

    Key Responsibilities

    • Coordinate Food & Nutrition and WASH activities at the ward level and maintain cooperation with other community-level institutions and health facilities.
    • Facilitate participatory learning sessions (Care Group meetings) with each of his/her 10-12 Care Group Volunteers (CGVs) once per month, following the lessons plan in the provided behavioral change communication materials.
    • Hold meetings with the local leadership committee in each community to coordinate, monitor and evaluate (if these committees exist)
    • Attend monthly training and reporting meetings provided by the supervisor and the module training sessions to accurately cascade trainings to the CGVs by sharing correct information and demonstrating skills learnt.
    • Model the Health, Nutrition and Sanitation behaviors he/she teaches CGVs in their own homes
    • Visit, monitor and evaluate each CGV (Care Group Volunteers) at least quarterly.
    • Supervise CGVs work by accompanying them on home visits and observe them leading group meetings using the quality verification checklist
    • Support other program activities, such as National Nutrition days, distribution of vitamins (A) deworming Tablets and weighing children under 5 years
    • Attend training and coordination meetings at the sub-county level, providing verbal feedback and written reports of activities completed
    • Prepare monthly reports based on the CGV registers and Neighbor Women’s (NW) registers.
    • Cultivate and maintain good working relations with local communities and government representatives.
    • Assist in project review and documentation of lessons learnt for wider dissemination.
    • Prepare a roster of the visits to CGVs
    • Participate in Community Health Unit activities in the assigned area
    • In liaison with community health assistant, support monthly supportive supervision of CHVs (Community Health Volunteers) activities and conduct joint monthly data review of indicators.
    • Support and participate in periodic community engagements held with other FEED teams to enhance Child wellbeing and integrate sponsorship in other programming activities.
    • Assist with necessary preparations during community mobilization and sensitization on Child protection activities.
    • Perform other duties as would be required.

    Qualifications and Requirements:

    • Diploma in Community Nutrition or Public Health/Environmental Health from a recognized institution.
    • Experience in implementation of Nutrition programs in a rural set up
    • Good computer skills in MS-Office suite applications.
    • Conversant with the IYCF (Infant and Young Child Feeding) guidelines.
    • Knowledge of community-based approaches on improving nutrition and food security.
    • Proven experience in liaising with government officials and other actors / partners.
    • Outgoing personality with excellent communication skills.
    • Good team player, flexible.
    • Appreciation of and sensitivity to local culture.
    • Excellent written and spoken English & Kiswahili. Knowledge of local language is an added advantage.
    • Travel Required: 80% field travel within Kalokol and Kang’atotha Wards and 20% to Lodwar Office.
    • Level of Contact with Children: High Contact - FEED the Children has an organizational Code of Conduct and Child Protection Policy developed to ensure the maximum protection of Programme participants and to clarify the responsibilities of FEED staff and the standards of behaviour expected of them.     Livelihoods Program Officer

    The Livelihoods Officer will support the implementation of Village Savings and Loans (VSL) groups, Community Managed Disaster Risk Reduction, Community Livestock Disease Surveillance and Value Chain Development in coordination with the Area Program Coordinator. The Officer will largely draw on technical support from the Livelihoods Pillar Manager to ensure that Feed the Children’s Child Focused Community Development strategies and approaches are applied and lead to sustainable economic and nutrition outcomes.

    Duties and Responsibilities

    • Execute livelihoods interventions as detailed in the annual operations plan for Turkana area program under Household Economic Empowerment and Promotion of Income Generating Activities; Household Food Security; Community Disaster Risk Reduction; Community Livestock Disease Surveillance and Value Chain Development.
    • Plan and execute community mobilization and sensitizations, Capacity building trainings and post training support in the field.
    • Develop and maintain positive working relationships with government departments within the area of operation and seek for appropriate technical and operation support as required.
    • Represent FEED the Children at Sub-County level Coordination and technical forums linked to areas of interest of livelihoods, crop production forums, livestock production forums, fish production and others as will be specified by the line manager and/or Area Program Coordinator.
    • Represent FEED in Food Security Rapid Assessments planning and data collection forums coordinated by County government and NDMA
    • Facilitate Participatory Community Risk Assessments and guide communities on risks preparedness and response actions.
    • Work with Food & Nutrition, Health & Water, and Education teams to identify and implement evidence-based interventions that contribute to the overall Turkana CFCD Program goal.
    • Carry out supportive supervision of Village Agents (VA) and VSL groups to gauge their performance and reinforce their compliance to VSL methodology and address challenges the groups are experiencing.
    • Facilitate the transition of VAs to Private Service Providers (PSP) certification in compliance with the VSL implementation guidelines
    • Ensure all Village Agents operations follow the signed code of conduct and behave in an ethical manner
    • Carry out data collection and conduct data entry into the SAVIX MIS and Dev results online platforms
    • Coordinate the formation of Turkana PSP network being led by PSPs
    • Compile weekly and monthly progress reports, success stories, media reports and other ad hoc reports as may be required
    • Participate in development of annual DIPs, budgets and fundraising proposals & concept papers for area activities and programs
    • Undertake any other duties as assigned by the supervisor.

    Qualifications

    • Bachelor’s degree in business management, economics, Agriculture, livestock, cooperative management, or rangeland management.
    • A minimum of 3 years working experience preferably in a community based in NGO setting
    • Must have working knowledge of Project Management Cycle, CMDRR, Value Chain development and VSL implementation.
    • Experience in using participatory adult learning methodologies in trainings and capacity building
    • Self-reliance and ability to work in a challenging and demanding environment
    • Fluency in spoken and written language in English, Swahili and Turkana language is an added advantage.
    • Confident, sound training facilitation and representation/relationship management skills;
    • Strong written and oral communication skills
    • Ability to work without constant supervision and as part of a diverse team.
    • Good experience and knowledge of Child Protection policies.
    • Good knowledge of MS Office software such as Excel, Word, and Access.
