    Senior Technical Advisor OVC – USAID NURU Ya Mtoto Project

    Job Responsibilities

    • Lead technical Service Delivery, budget management, monitoring and reporting activities throughout relevant project cycles – project design, start-up, implementation and close-out - in line with PATH program quality principles and standards, donor requirements, and good practices to ensure quality, timeliness and efficiency of all deliverables through the case management systems and referral networks component of the project. Ensure project team and partner staff use the appropriate systems and tools.
    • Lead the development, dissemination, and implementation of strategies, approaches, guidance, standard operating procedures, tools, and various job-aids to facilitate service delivery through case management and referral and strengthen referral networks amongst social service providers.
    • Take lead in providing technical assistance, guidance, and capacity strengthening for USAID NURU YA MTOTO project staff and LIPs in HIV, Education, PSS, child safeguarding and Care through case management and referral networks, ensuring learning and training strategies and agendas/curriculums, conducting trainings and workshops, mentoring and coaching.
    • Lead Project technical team to work with and create linkages with stakeholders involved in Adolescent service delivery with a specific focus on USAID NURU YA MTOTO Adolescent girls receiving top up and or service layering in line with DREAMS service delivery. Strengthen coordination and networking, facilitate linkages, communication, and learning exchanges between GOK entities, LIPs, and CSOs/CBOs to support strengthening of case management capacity. Apply appropriate application of partnership concepts, tools and approaches.
    • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
    • Champion learning with project staff and partner teams. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
    • Coordinate and monitor financial and material resources relevant to achieve the assigned project outcome. Through planning and oversight ensure efficient use of project resources.
    • Assist with preparation of trends analysis reports and disseminate results. Review project documentation to ensure project file is complete with all required documentation and is filed per agency and donor requirements.
    • Maintain relationships and represent PATH with DCS, peer organizations, research and other institutions, participate in relevant forums and knowledge networks to collect and share promising practices in case management systems and referral networks, promote PATH’ work, and contribute to the PATH learning agenda.

    Required Skills

    Required Experience

    • Master’s Degree in Social Science, Public Health, Gender, International Development, Development Economics or a related field.
    • Minimum of 7 years of work experience in project management with at least 3 years in an advisory role in relation to HIV care and treatment and/or OVC programming, ideally with an international NGO.
    • Strong knowledge of the health and social service sector in Kenya.
    • Demonstrated ability to develop user-friendly guidance, tools and standard operating procedures for use at health facilities, CSO/CBO and community levels.
    • Relevant grant management experience, especially for USG or other public donors, a plus.
    • Experience working with stakeholders at various levels including but not limited to State and government actors, LIPs, civil society, healthcare providers and social service providers.
    • Experience analyzing data and contributing to evaluation reports.
    • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

    County Monitoring and Evaluation Officers, HIV Care and Treatment USAID Nuru Ya Mtoto

    Key Responsibilities

    • Ensure project County MEL Workplan is implemented
    • Coordinate data collection and reporting of the County program activities (these include program areas like; HTS, ART, TB, VL, PMTCT, EID, KP and VMMC) to ensure completeness and timeliness;
    • Provide technical assistance and orient facility staff on reporting requirements, indicator definitions and use of data capture and aggregation tools;
    • Participate in identifying training needs and capacity building for county health teams, project staff and partners;
    • Ensure that appropriate, data collection tools are available in all supported health facilities and implementing partners and maintain clear, updated tracking record of tools;
    • Ensure that data is available for entry into KHIS, project and PEPFAR databases on time and according to a data calendar within deadlines;
    • Lead in supporting implementation and trouble-shooting of EMR in Health facilities and KP Dices
    • Perform data cleaning and field-level error reconciliations (Data Quality checks); jointly with the program team to ensure that the data in the various reporting platforms such PRISM, KHIS and DATIM is of integrity. Lead the County routine data quality audits through on-site data verifications (OSDVs)
    • Support MOH in information system for purposes of collection, analysis and synthesis of monitoring data in respective sites;
    • Be the link between County Health Record Information Officer and Nuru Ya Mtoto County Team;

    • Minimum of 5 years’ relevant professional experience in M&E in HIV/AIDS programs, especially Care and Treatment;
    • 3 years experience in supporting implementation of EMR in Health facilities and KP Dice
    • Training in M&E will be an added advantage;
    • Relevant experience in information technology, M&E and data management with solid experience in setting up data management and quality improvement systems.
    • Good working knowledge of DATIM and other PEPFAR data reporting systems
    • Familiar with various HIS platforms to include KHIS, DATIM, CPMIS, National Data Warehouse, ODK applications, UShauri and KenyaEMR
    • Experience managing large and complex data sets
    • High proficiency in Excel
    • Proven experience in implementation of MOH EMR and other electronic data systems at health facilities.
    • Experience and skills in data extraction, analysis and use of KHIS, EMR and other National HMIS systems;

    Program Officer, OVC - NURU ya Mtoto Project

    Duties And Responsibilities

    • Support the coordination, implementation, and monitoring of all assigned project activities as outlined in the detailed implementation plan in line with NYM’s program quality principles and standards, donor requirements, and good practices.
    • Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist Community Based Organizations (CBOs) in their efforts to reflect on project experiences.
    • Support accountability through coordinating project evaluation activities and assisting LIPs in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with LIPs to prepare reports per established reporting schedule.
    • Collect information on staff capacity needs and technical assistance needs of CBOs. Provide technical support and monitor capacity building and technical support activities to ensure effective impact.
    • Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices. Actively engage in dissemination and use of relevant knowledge in the field.
    • Represent NYM in meetings at county, sub county and ward levels, working groups, and other events as requested, to support forging relations with the GOK, CBOs, other stakeholders, and the community.
    • Ensure accurate and timely reporting of all assigned project activities per donor and NYM standards and established schedules.
    • Ensure community case workers (CCWs), Child Protection Volunteers (CPVs) and mentors complete required case management forms and ensure case filing system is developed and maintained
    • Create community linkages for broader community engagement in case management.

    Required Skills

    • Bachelor’s degree in Public Health, Social Sciences, Gender, International Development, Development Economics, or a related field
    • Experience in supporting Household Economic Strengthening to reedy households for graduation.
    • Experience in OVC Case Management approach aimed at increasing resiliency of the child and the family.
    • Demonstrated experience in collaborating with stakeholders e.g., DREAMS, Department of Children Services and Department of Health in identifying, enrolling and cross-referring OVC.
    • Working knowledge of the Children Protection Information Management System (CPIMS).
    • At least 4 years of work experience in OVC project.
    • In-depth understanding of donor expectations for program results, outcomes, impact, and reporting.
    • Ability to implement participatory action planning approaches and engage County, Sub- County and Ward-level stakeholders.
    • Experience monitoring projects and collecting relevant data preferred.
    • Excellent understanding of the Department of Children Services and County Department of Health’s structures and services.
    • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

    Monitoring and Evaluation Advisor, Care and Treatment, USAID Nuru Ya Mtoto

    Specific Duties And Responsibilities

    • Ensure project AMELP Workplan is implemented
    • Coordinate and supervise project county MEL activities
    • Lead Mentorship and capacity building of the MOH staff and project staff in to improve their skills in M&E and HMIS.
    • Coordinate the gap analysis, forecasting and distribution of Data collection and reporting tools.
    • Participate in the planning, development, maintenance and training of project team and sub grantees on Data collection and reporting tools and project databases (KHIS, DATIM, PRISM etc).
    • Assist the project in Donor reporting (DATIM, KHIS)
    • Manage and coordinate quarterly, SAPR and APR reporting processes to USG through DATIM. Assist to fulfill donor Ad hoc data requests and completion of project quarterly and annual narrative reports
    • Take lead in organizing and providing data for monthly data review meetings
    • Lead in supporting project implementation of EMR in Health facilities and KP Dices
    • Provide technical expertise in application of appropriate project evaluation methodology and design during implementation of studies and assessments.
    • Provide guidance and a mechanism to ensure data quality is maintained at all levels of data collection and reporting and by offering technical support in preparation for SIMS, DQA and Quality of Care Assessments to Project and MOH staff
    • Contribute to the development, review and tracking of the project’s performance indicators including training data.
    • Ensure that project performance and accountability data is collected, analyzed and disseminated on a timely basis during monthly, quarterly, semi-annual and annual reporting of results, including data review meetings.
    • Coordinate continuous updating and review of the project M&E standard operating procedures.

    • Experience and knowledge working with various HIS platforms to include, KHIS, DATIM, KenyaEMR, CPMIS, iHRIS, UShauri and ODK applications
    • Experience in rolling out and support to KenyaEMR and other EMR platforms available at facilities
    • Experience working with a variety of information systems and data files. Excellent skills in Excel
    • Knowledge of and experience working successfully with large, international, multi-donor health grantees.
    • Familiar with GIS as a user interface and reporting format with analytical software.
    • Extensive Knowledge of PEPFAR/USAID reporting requirements such as DATIM reporting.
    • Knowledge of Tableau software is an added advantage
    • Ability to initiate, establish and maintain liaison activities with key multilateral and bilateral stakeholders.
    • Excellent negotiation and leadership skills.
    • Excellent interpersonal skills, capable of directing and managing change, inspiring teamwork, and motivating staff and partners to achieve results.
    • Critical analysis and strong report writing skills required.
    • Skills in finer analysis, interpretation and management of complex data.
    • A good understanding of the workings of the KHIS and other national reporting systems including the data collection and reporting tools.
