    Senior Compliance Officer

    DUTIES AND RESPONSIBILITIES:

    • Analysing data and information on compliance by State or Public Officers with the Constitutional and Statutory requirements relating to leadership, integrity and ethics;
    • Making a follow up on compliance to recommended compensations or appropriate remedies or measures against persons or bodies to which the CAJ Act applies;
    • Implementing compliance strategies, procedures and systems;
    • Developing an effective mechanism for ensuring compliance with the constitutional and statutory requirements;
    • Assisting in the designing and developing an effective mechanism for ensuring compliance with the constitutional and statutory requirements;
    • Monitoring compliance by State or Public Officers with the Constitutional and Statutory requirements relating to leadership, integrity and ethics;
    • Identifying issues on non-compliance and propose appropriate mitigations;
    • Preparing compliance reports;
    • Implementing Performance Contracting obligation of the Commission and;
    • Any other duty as may be assigned from time to time.

    JOB SPECIFICATION
    For appointment to this grade, an officer must have: -

    • Served in the grade of Compliance Officer I or its equivalent for a minimum period of four (4) years;
    • Bachelor degree in any of the following disciplines: - Actuarial Science, Law, Political Science, Research, Economics or equivalent qualification from a recognized institution; Membership to a professional body in good standing where applicable;
    • Certificate in Management Course lasting not less than four (4) weeks from a recognized institution;
    • Certificate in Computer Application Skills from a recognized institution; and Demonstrated merit and ability as reflected in work performance and results

    Planning and Strategy Officer I

    DUTIES AND RESPONSIBILITIES:

    • Collating, processing and interpreting data on Commission’s programs;
    • Monitoring the implementation of Commission’s strategic plan and service charter;
    • Assisting other departments in developing work plans and aligning them to the budget;
    • Implementing Commission’s performance contract in liaison with departments;
    • Conducting economic analysis and baseline survey;
    • Assisting in conducting economic analysis on programs and projects;
    • Consolidating departmental quarterly reports;
    • Carrying out service delivery surveys;
    • Monitoring and reporting on progress in the implementation of Commission projects and programmes;
    • Participating in preparing Commission’s Mid-Term Expenditure Framework (MTEF) budget, and
    • Any other duty as may be assigned from time to time.

    JOB SPECIFICATION
    For appointment to this grade, an officer must have: -

    • Served in the grade of Planning and Strategy Officer II or its equivalent for a minimum period of four (4) years;
    • Bachelor’s degree in any of the following disciplines: - Economics, Statistics, Mathematics or equivalent qualification from a recognized institution;
    • Membership to a professional body in good standing where applicable;
    • Certificate in Computer Application Skills from a recognized institution; and
    • Demonstrated professional competence as reflected in work performance and results.

    Investigations Officer I

    DUTIES AND RESPONSIBILITIES:

    • Interviewing complainants and informants and preparing statements;
    • Drafting preliminary investigation reports for review;
    • Collecting information and undertaking research on various maladministration investigations; Collecting and compiling evidence to identify complainants and perpetrators of maladministration;
    • Interviewing perpetrators and informers on cases of administrative justice violations;
    • Identifying possible witnesses for issuance of summons;
    • Undertaking research on various administrative justice investigations;
    • Drafting investigation reports on maladministration issues and.
    • Any other duty as may be assigned from time to time.

    JOB SPECIFICATION
    For appointment to this position, a candidate must have: -

    • Served in the grade of Investigation Officer II or its equivalent for a minimum period of four (4) years;
    • Bachelor’s degree in any of the following fields: Law (LLB), Anthropology, Criminology, Political Science, Sociology or equivalent qualification from a recognized institution;
    • Certificate in any of the following fields: Administrative Justice, Alternative Dispute Resolutions or Investigations from a recognized institution; and
    • Certificate in Computer Application Skills from a recognized institution.

    Clerical Officer II (General Administration)

    DUTIES AND RESPONSIBILITIES

    • Collecting statistical records;
    • Carrying out transactions related to administrative services;
    • Filing and dispatching correspondence;
    • Photocopying and scanning documents;
    • Indexing of documents and records as appropriate;
    • Keeping safe custody of equipment documents and records, and
    • Any other duty as may be assigned from time to time.

    JOB SPECIFICATION
    For appointment to this position, a candidate must have;

    • Kenya Certificate of Secondary Education mean grade C- (minus) or equivalent qualification;
    • Certificate in Business Administration lasting not less than 6 months from a recognised institution;
    • Certificate in computer Application Skills from a recognized institution.

    Driver II

    DUTIES AND RESPONSIBILITIES

    • Driving assigned vehicle as authorised;
    • Detecting and reporting vehicle defects on time;
    • Ensuring vehicle cleanliness;
    • Ensuring routine service and maintenance of the vehicle;
    • Ensuring security and safety of the vehicle, passengers and goods on and off the road;
    • Maintaining daily work ticket;
    • Carrying out routine checks on vehicle’s cooling, oil, electrical and brake systems and tyre pressure;
    • Timely reporting of accidents and follow up of police abstracts;
    • Ensuring compliance with traffic laws and rules;
    • Any other duty as may be assigned from time to time.

    JOB SPECIFICATION
    For appointment to this grade, an officer must have: -

    • Kenya Certificate of Secondary Education (KCSE) mean grade D or its equivalent;
    • Valid Class BCE Driving License free from any endorsement;
    • Occupational Trade Test Grade III for drivers;
    • Passed Suitability Test for drivers;
    • First Aid Certificate Course lasting not less than one (1) week from St. John Ambulance or Kenya Institute of Highways and Building Technology (KIHBIT) or any other recognized institution;
    • Certificate of good conduct;
    • Must have 3 years related experience;
    • Attended a refresher course for divers lasting not less than one (1) week within the last three (3) years at Kenya Institute of Highway and Building Technology (KIHBIT) or any other recognised institution, and
    • Shown merit and ability as reflected in work performance and results.
