Responsibilities include:

• Revise knowledge products and facilitate alignment with the team’s narrative on SDG localization.
• Oversee the compilation of disaggregated data on Voluntary Local Reviews published and archived.
• Ensure correct maintenance, management and update of UN-Habitat’s Voluntary Local Reviews online platform https://unhabitat.org/topics/voluntary-local-reviews
• Coordinate the setting up of an SDG localization web portal on UN-Habitat’s website up and ensure its maintenance

In addition, the selected candidate will be dealing with administrative support activities of the SDG localization team, as needed.

Qualifications/special skills
Competency:
Planning and organization: Ability to work independently with a high degree of responsibility, in a flexible manner and under pressure.

Communication: Excellent inter-personal communication and networking skills.

Professionalism: Strong programme management, monitoring skills. Good coordination skills, with ability to handle multiple activities concurrently, work under pressure and to tight deadlines. Ability to plan own work and manage conflicting priorities. Ability to undertake complex research independently.

Teamwork: Ability to participate effectively in teams of various expertise as well as organizations. The candidate should share credit for team accomplishments and accepts joint responsibility for team shortcomings and should have a positive approach to work with consistent energy and a positive, constructive attitude.

Academic Qualifications:

• Advanced University Degree in Political Science, Social Sciences, Urban Studies Social Sciences, Communications, Development Studies or other relevant area.

Experience:

• A minimum of one (2) years of relevant experience on working on issues related to sustainable development, urban planning and local development. Working experience on Agenda 2030 and the local implementation of the SDGs will be highly valued.

Language:

Fluency in English is mandatory for this specific consultancy. Knowledge of Spanish (written and oral) is an asset

RESPONSIBILITIES

Under the guidance of the Programme Manager for the PSUP, below are the tasks of the consultant:

Research and technical work:

• Contribute to the review and formulation of integrated thematic as well as process-oriented guides for up-scaled participatory slum upgrading, with attention to Senegal, Mali, Madagscar, and R. Congo;
• Document approaches on community managed funds into a tool for replication;
• Conduct research and baseline studies on land management and tenure security in slums upgrading and adapt case studies for other countries;
• Document success stories on land readjustment, community mobilization, multisector coordination on financing slum upgrading and urban regeneration globally;
• Support implementation of land related projects in PSUP participating countries;
• PSUP implementation in Francophone Africa (Senegal, Mali, Madagscar, and R. Congo):
• Coordinate the implementation of the PSUP and ensure timely delivery of all outputs until the end of the programme;
• Provide scaled technical work – revision of citywide strategy with land element integrated, slum upgrading and urban regeneration;
• Coordinate the implementation of the findings of the market studies;
• Participate in missions to selected PSUP countries, advise on designing, formulating and implementing up-scaling strategies at national and city levels;
• Contribute to the development of ToRs for multi-partner implementation frameworks aiming at having several partners engaged in the implementation of PSUP (national and local authorities, NGOs and CBOs, private sector -particularly local banks- academia and research and training institutions, international development partners and PSUP community structures);
• Contribute to technical work on citywide land management and tenure security as well as expertise to participatory land readjustment
• Resource mobilization efforts at country level – at least in 2 countries.
• Contribute to the reporting of the programme with focus on the selected countries, approaches and overall delivery of the programme

OVERALL IMPLEMENTATION SET-UP

The consultant will work directly and report to the PSUP Project Manager. The consultant will be home-based or based at UN-Habitat Headquarters in Nairobi, Kenya. The position requires high flexibility to travel in ACP countries, high commitment, and flexibility to work with countries in different time zones and provision of technical support to their programme needs. The consultant will work in a relatively small team and therefore might be requested to contribute to ad-hoc tasks and assist team members in delivering high priority tasks whenever necessary.

Implementation Schedule

The outlined activities are expected to be undertaken within 3.5 months from mid-July to end of October and the consultant is expected to deliver an updated time schedule at the commencement of the contract.

Qualifications/special skills
Academic Qualifications: Advanced University degree in a field relevant to development and urban planning, public policy, social sciences, international development, political science, or similar is required.

• A Bachelors degree with additional 2 years of qualifying experience in Slum Upgrading maybe accepted in lieu of Advanced University degree

Experience:

• A minimum of 5 years of international experience providing technical support and guidance to governments, non-governmental organisations, civil society and countries in the area of land, housing and shelter, slum upgrading and urban regeneration is required

Language: Fluency in oral and written English and French is required.
