    Legal Specialist

    Job Objective: To provide overall legal expertise and support on legal issues relating to the functions, structures and activities of the organisation, support management on issues pertaining to the legal framework and monitor compliance with legal corporate governance requirements for the WIOCC Group.

    Reporting Line: Director, Regulatory and Strategic Affairs or such other assigned designate

    Key Duties and Responsibilities

    • Support Regulatory and Strategic affairs contract function in reviewing and advising on the day-to-day regulatory and contracting requirements
    • Support in the implementation of the various standard and non-standard forms of contracts in accordance with the set contracting policies
    • Negotiate with external parties and assist with the finalisation and execution of provisioning contracts relating to all areas of the business
    • Monitor and track regulatory obligations across all operating jurisdictions, including licence conditions, reporting requirements, renewal timelines and statutory filings and advise internal stakeholders on compliance risks arising from new products, cross-border services, infrastructure deployments and market entry initiatives
    • Support and advise on any business development initiatives, e.g., partnerships, potential network acquisition projects and corporate/asset acquisition projects; preparation and negotiation of all documentation relating to cable investment projects
    • Support all bids – review and preparation of bid documentation
    • Supporting the business functions with legal services

    Minimum Qualifications

    • Degree in Law within a common law jurisdiction
    • Post-graduate diploma in Law or in any other field
    • At least 6 years’ experience in an in-house capacity or in practice
    • CPA or accounting knowledge is an added advantage

    IT & Systems Engineer (Quality Assurance)

    Job Objective: 

    Establish, lead and operationalise the Software Quality Assurance (SQA) function within a telecommunications software development environment by designing test strategies, implementing quality governance frameworks and executing comprehensive manual and automated testing to ensure systems are reliable, scalable, secure and aligned to business and network operational requirements.

    Reporting Line: IT Development Manager

    Key Duties and Responsibilities

    Quality Strategy and Governance

    • Establish and institutionalize the Software Quality Assurance (SQA) framework, policies, standards, templates and governance structures
    • Define and implement end-to-end testing processes aligned to SDLC practices in a hybrid (non-fully Agile) development environment
    • Develop and maintain test strategies, quality gates, test readiness criteria and release quality benchmarks
    • Create reusable testing templates, documentation standards, defect workflows and reporting structures
    • Define quality metrics and dashboards to track defect density, regression stability, release readiness and risk exposure

    Test Planning and Execution

    • Review and validate business and technical requirements to ensure completeness, clarity and testability
    • Develop detailed test plans, test scenarios, manual and automated test cases and test data strategies
    • Ensure requirement traceability through structured traceability matrices
    • Establish and manage test environments (test beds) supporting white-box and black-box testing
    • Execute functional, integration, regression, system and user acceptance support testing
    • Lead non-functional testing including performance, load, security, resilience and usability testing for telecom-grade systems

    Automation and Tooling

    • Identify and implement appropriate test management and automation tools
    • Design and develop automated test scripts for regression and critical workflows
    • Introduce CI/CD quality validation checkpoints where applicable
    • Ensure balanced adoption of manual and automation testing approaches

    Defect and Release Management

    • Log, track, prioritise and drive resolution of defects through structured defect lifecycle management
    • Conduct root cause analysis on recurring issues and recommend preventive controls
    • Support release planning with risk assessments and quality sign-off recommendations
    • Conduct post-deployment sanity checks and regression validation

    Cross-Functional Collaboration

    • Collaborate with developers, product owners, network engineers and operations teams to embed quality throughout the lifecycle
    • Champion quality culture and advocate for early defect detection (shift-left testing)
    • Support gradual transition toward structured Agile/Scrum practices where applicable
    • Provide mentorship and guidance on testing standards to development teams

    Continuous Improvement

    • Identify opportunities to automate repetitive validation tasks
    • Continuously refine QA processes in line with telecom reliability and service availability standards
    • Participate in IT process improvement and quality governance initiatives

    Minimum Qualifications

    • Bachelor’s degree in Computer Science, Computer Engineering, Information Technology or related field
    • Minimum 5+ years’ experience in Software Quality Assurance
    • Minimum 3+ years’ experience in IT project environments
    • Strong working knowledge of SDLC, testing methodologies and hybrid Agile/Waterfall models
    • Hands-on experience in both manual and automated testing
    • Experience in non-functional testing (performance, load, security)

    Professional Certifications (Preferred / Advantage)

    • ISTQB (Foundation/Advanced) or equivalent
    • CSTE / CSQA / CAST / CMSQ
    • Agile-related certifications (CSM, PMI-ACP, Agile PM) – Advantage

    Experience and Skills

    • Experience testing APIs, microservices integration-heavy systems
    • Exposure to CI/CD pipelines and automation frameworks
    • Strong understanding of database validation and data integrity testing
    • Ability to define process from scratch and influence cross-functional stakeholders

    Vendor Manager

    Job Objective: The Vendor Manager is responsible for managing WIOCC’s strategic supplier ecosystem to support delivery of network programmes, customer projects and operational activities. This includes evaluating and onboarding service providers, negotiating commercial agreements, monitoring performance against SLAs, resolving delivery obstacles and driving supplier improvements. The role ensures that all vendors deliver on time, within budget and at the required quality standard. By controlling vendor performance, the Vendor Manager enables revenue acceleration, improved customer experience and reduced delivery risk.

    Reporting Line: Director Projects, Procurement and Logistics

    Key Duties and Responsibilities

    Vendor Strategy and Planning

    • Develop and implement the vendor management strategy aligned to business plans
    • Identify supplier gaps to match future expansion (network build, POP expansion, fibre access projects)
    • Maintain a vendor capacity matrix per region
    • Work with PMO to forecast workload and match vendor capacity pipeline to delivery plans
    • Work with Hyperscale's Engagement Director to align on the commercial and operation implications of back-to-back deal involving Hyperscale's

    Vendor Selection, Sourcing and Onboarding

    • Support RFP/RFQ preparation, issuance, evaluation, and vendor shortlisting
    • Lead commercial and delivery-related negotiations with shortlisted suppliers
    • Manage vendor due diligence checks covering: financial stability, track record and capability, HSSE policies, resource availability & equipment
    • Facilitate contract award and onboarding into WIOCC systems

    Contracting, Compliance and SLA Governance

    • Draft, negotiate and execute supplier contracts with Procurement and Legal oversight
    • Ensure SLA terms reflect: delivery timelines, downtime guarantees, workmanship standards, penalties for delay or non-performance
    • Monitor adherence to contractual obligations and maintain renewal/expiry calendars
    • Implement systematic compliance audits and remedial plans

    Vendor Performance Management

    • Develop vendor scorecards with KPIs including On-time delivery, Quality pass rates, Rework/defect frequency, Responsiveness and communication, Safety compliance
    • Run monthly/quarterly performance reviews with each vendor
    • Track and escalate underperformance with corrective action plans
    • Recommend vendor expansion or decommissioning based on performance
    • Work with Service Management and Network Operations and the Hyperscale's Engagement Director

    Project Delivery Support

    • Serve as primary vendor escalation point for PMO, Engineering and Operations
    • Resolve delays in mobilization, material delivery, site access, installation, testing and invoicing
    • Ensure rapid communication to keep projects moving
    • Maintain accurate vendor delivery status reporting

    Cost Control and Value Optimization

    • Benchmark vendor pricing across countries/vendors to ensure competitiveness
    • Track spend vs budget by vendor and project category
    • Identify opportunities for: aggregated procurement, volume discounts, standard price lists, cost avoidance through planning
    • Support Finance with accruals and cost forecasting
    • Work with Engineering and Hyperscale Engagement Director to track spending vs budget by vendor and project category

    Risk Management and Issue Escalation

    • Identify delivery bottlenecks and future risks per vendor
    • Maintain a vendor risk register and mitigation plans
    • Manage escalation workflows across vendor management, PMO, Engineering, Legal
    • Resolve disputes related to delays, quality issues or scope deviation

    Relationship and Stakeholder Management

    • Maintain strong working relationships with vendor leadership and operations teams
    • Engage cross-functional stakeholders (Procurement, PMO, Engineering, Network Ops, Logistics, Finance, Service Management and Hyperscale's Engagement Director)
    • Build strong internal partnerships to meet delivery and cost targets
    • Represent WIOCC professionally in vendor forums and negotiation sessions

    Required Qualifications:

    • Bachelor’s degree: Supply Chain, Engineering, Business Administration or similar
    • Minimum 5–7 years in: Vendor management, Supply chain, technical project delivery
    • Telecom/Pan-African infrastructure experience preferred
    • Demonstrated ability to lead contract and commercial negotiations
    • Strong risk, compliance and SLA administration knowledge
