    Procurement Officer, NOB - Nairobi

    JOB PURPOSE

    This position will head the Procurement Unit and the primary responsibility is to oversee collection, analysis and reporting on information to maximize efficiency of procurement operations and activities. 

    KEY ACCOUNTABILITIES (not all-inclusive)

    • Contribute towards the development of procurement plans and processes ensuring compliance with wider procurement policies and WFP standards.
    • Support or manage procurement programs and operational activities, (e.g. issue tenders, evaluate offers and negotiate/award contracts), following standard processes to contributing to successful procurement of food and non-food commodities or services.
    • Track and analyse data to provide recommendations for process improvement.
    • Collate data and contribute to preparation of accurate and timely reports of procurement activities, to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.
    • Collate information and draft appropriate responses to recommendations to support auditing of procurement activities and ensure conformity with compliance rules.
    • Work in close collaboration with internal counterparts and external partners including suppliers, superintendents, companies, etc to align procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs.
    • Support training of WFP staff to take a strategic and proactive approach to the procurement of food and non-food commodities and services, for example designing and reviewing training materials.
    • Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
    • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed goods and services to affected areas at the onset of the crisis.
    • Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
    • Other responsibilities as required.

    STANDARD MINIMUM QUALIFICATIONS

    • Education: Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field. Applicants with a first University degree in Procurement related field with two (2) additional years of related work experience or trainings/courses will be considered.
    • Work Experience: Five years or more postgraduate progressive professional (managerial) experience in procurement or related field with a minimum of 2 years in a leadership role.
    • Language: Fluency (level C) in English language and the duty station’s language.

    DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

    • Experience with procurement activities (Vendor Management, Commodity/Product/Service Intelligence, Systems & Reporting, Tendering and Contracting and Ethics and Compliance etc.).
    • Experience conducting cost analysis.
    • Experience working with vendors or other partners.

    Social Protection (SP) and Cash Based Transfers (CBT) Officer (Re-advertisement)

    KEY ACCOUNTABILITIES (not all-inclusive)

    Under the overall direction and guidance of the Head of the SP&CBT team, the officer will have the following key responsibilities:

    • Contribute to the implementation of the Regional CBT strategy and support the country offices in the region to meet operational requirements
    • Assist in reviewing Standard Operating Procedures for CBT in the COs.
    • Assist in supporting COs to set up delivery systems including participation in the due diligence process and contracts drafting for Financial Service Provider selection and contracting  
    • Track the advancement of key performance indicators of CBT portfolios in the COs in line with the Regional CBT Strategy. Also track the advancement of the maturity of CBT programmes and provide CO specific briefs.
    • Support social protection mapping exercises for the region, including tracking developments and providing regular updates.
    • Assess and document CO social protection capacity and learning needs, including in country learning activities.
    • Act as the team’s focal point on Knowledge Management (KM), by working with the regional KM team and ensuring high quality KM within the SP&CBT team (sound document and information management, facilitation of training sessions etc).
    • Support and coordinate research pieces and studies that the team is undertaking on subjects relevant to the workplan of the team.
    • Share content from external organizations internally for discussion, in alignment with regional SP and CBT strategy. In collaboration with evaluation, compile and maintain a team folder of relevant regional and global social protection and CBT research and evidence, including highlighting and sharing significant new evidence/ thinking.
    • Support the SP&CBT team with presentations and briefs.
    • Perform other tasks and responsibilities as requested by the supervisors.

    STANDARD MINIMUM QUALIFICATIONS

    Education and Experience:

    • University degree in Economics, Public Policy, Public Administration, International Development, International Relations, Sociology, or other fields relevant to social protection and cash-based transfers.
    • At least three years of professional experience in international development, humanitarian assistance, social protection and/or digital assistance delivery.
    • Experience in planning, design and implementation of humanitarian and development programmes with relevant work experience at the country or implementation level in developing countries;
    • Experience in the design, implementation and evaluation of cash and/or voucher transfer programmes is an asset.

    OTHER SPECIFIC JOB REQUIREMENTS

    Technical Skills & Knowledge:

    • Basic understanding of the theory and application of food security and nutrition programme within an emergency context;
    • Knowledge of issues related to international development cooperation and humanitarian assistance.
    • Knowledge and understanding of UN’s role in humanitarian and development cooperation;
    • Understanding of social protection approaches, theory, and emerging evidence, including social assistance, social welfare, and social insurance programmes.

    Competencies:

    • Good analytical, planning and KM skills.
    • Proactive, solution-focused and client-oriented.
    • Good interpersonal skills.
    • Excellent communication skills in both written and spoken English. Proficiency in French is advantageous.
