    Roster of consultants – Data Analyst

    Purpose of consultancy

    To establish a roster of consultants to contribute to the development and implementation of the tools/initiatives of the evidence and analytics for health security (EHS) unit, Health Security Preparedness department of the World Health Organization (WHO), in close collaboration with other units/teams and offices of WHO.  

    With a focus on health analytics and evidence application for health security preparedness, the consultant will work in the following area:

    • Evidence generation on outcomes and impacts of health security preparedness through data analytics.

    Deliverables

    The Consultant is expected to perform the following tasks: 

    • Deliverables: Data analyses related to health security preparedness:
      • Provide technical expertise/guidance to EHS unit by identifying, collecting and consolidating data related to health security preparedness.
      • Develop strategies, tools and methodologies for quantitative and qualitative analysis, using health and non-health data sets and big data for health security and emergency preparedness to generate and publish analytical reports.
      • Contribute to the implementation of dynamic preparedness metric by providng feedback, data support and technical advice.
      • Conduct outcome and impact analysis of preparedness capacity.
      • Develop and disseminate training package on analytics, modelling and/or forecasting to help contribute to countries, WHO offices and partner organizations.
      • Develop reports and presentations - Country Profiles, Regional Profiles, EB and WHA, GPMB and other relevant dashboards and reports.

    Qualifications, experience, skills and languages

    Educational Qualifications:

    • Advanced university degree in public health, epidemiology, health system and health policy, statistics, computer science, health economics, and health-related sciences or a related field.

    Desirable: 

    • Training in emergency/disaster preparedness and response, or epidemiology. 

    Experience:

    Essential: 

    • At least five years of relevant experience with applied data analysis and evidence generation with an international development organization, academic institution, or private sector.
    • Demonstrable work experience of increasing involvement and responsibility with data analytics.

    Desirable: 

    • Experience working with UN systems or international organizations or in multi-cultural/national teams.

    Skills/Knowledge:

    Essential:

    • Excellent communication and interpersonal skills and sensitivity to a political and cultural issue.
    • Proven ability to meet deadlines.
    • Ability to write clearly and concisely in English.
    • Expertise in writing code for Stata, SAS, XLSTAT, Matlab, or R. 
    • Solid understanding of relational databases, in particular modern databases.

    Desirable:

    • Demonstrated knowledge of health security and IHR (2005) in particular, complemented by skills in epidemiology, health emergency preparedness and response and health system assessment, planning, implementation, monitoring and evaluation, scientific writing in a public health emergency and/or disaster context.

    Consultant - Information Technology (Telemedicine System)

    Purpose of consultancy

    To contribute to implementing, monitoring and evaluating use of peer-to-peer and supervised telemedicine in selected sites in pilot countries in 3 regions and working closely with the project team in WHO HQ.

    Deliverables

    • Objective: Liaise with WHO CSY project team on scoping and preparing the identified sites and monitor the implementation phase.
    • Output 1: Working closely with the project team on localization, user testing and local training of the telemedicine platform
    • Output 2: Carrying out scoping of the physical sites, setting up ICT infrastructure and equipment, training local staff
    • Deliverables 1 and 2 Expected by: within 1 month from the start of the project
    • Output 3: Provide technical support on maintaining and use of local access to the platform, including access to and from reference site/hospital
    • Output 4: Provide remote technical input to selected sites as needed throughout the project
    • Output 5: Attend meetings and provide weekly report to the project team
    • Deliverables 3,4,5 Expected by: Ongoing throughout the project (6 months)

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • First University degree in computer science, information technology, information technology management, computer engineering.    

    Experience

    Essential:

    • At least 5 years’ experience in setting up and supporting ICT networks, equipment and distributed applications.

    Desirable: 

    • Working experience within the health ICT/digital health sector, specifically setting up and supporting telemedicine networks.
    • Working experience in LMIC settings.
    • Working experience in emergency care.

    Skills/Knowledge:

    Essential:

    • Excellent communication.
    • Ability to diagnose problems.
    • Time management skills.

    Desirable:

    • Knowledge of Microsoft operating systems and Microsoft Office packages.

    Consultant – Economic Evaluation and Analysis

    Purpose of consultancy

    To provide technical expertise for economic evaluation products that include the UHC Compendium and the OneHealth tool. 

    The Universal Health Coverage (UHC) Compendium:

    The consultant will provide technical expertise to three aspects of the UHC Compendium project, as follows: 

    • facilitate the ongoing process to collect information on intersectoral interventions;
    • contribute to the definition of costing methods using UHC Compendium data, including for the costing of human resources and health products;
    • contribute to a systematic review on health care visit length.

    OneHealth Tool (OHT):

    The consultant will contribute to the translation of data collected from the UHC Compendium into inputs for costing and cost-effectiveness analysis for the OHT. The consultant will specifically: 

    • contribute to the development of new modules for the OHT and the revision of existing modules; and 
    • contribute to cost-effectiveness analysis for select interventions and map those to the clinical service bundles in the UHC Compendium.  

    Deliverables

    Deliverable 1:  UHC Compendium

    • 1A: Prepare monthly report on progress with respect to the above three work streams and specifically report progress on the following deliverables: number of intersectoral interventions for which data has been collected, written feedback and contribution on costing methods, and written contributions to the systematic review protocol and subsequently to the actual review.

    Deliverable 2: OneHealth tool

    • 2A: Prepare monthly report on progress with respect to contributions provided to the addition or revision of OHT modules.
    • 2B: Provide analysis for the development of cost-effectiveness estimates and mapping to the UHC Compendium.

    Educational Qualifications:

    Essential:

    • University degree in economics or health economics

    Desirable:

    • Masters’ degree in economics or health economics

    Experience

    Essential:

    • Minimum 5 years relevant experience in health economics or in a similar field. 
    • Experience with costing of health interventions.

    Desirable:

    • Experience with WHO or other UN agencies. 
    • Experience with non-governmental organizations and bilateral agencies.

    Skills/Knowledge:

    Strong technical skills in:   

    • data analysis, database management – particularly in relation to interventions, costs and resource use for benefit packages. 
    • analysis of quantitative datasets and development of data visualizations 
    • Familiarity with the UHC Compendium and the OneHealth Tool.
    • Strong interpersonal skills.
    • Excellent time management and project management capabilities.
    • Understanding of the use of data – including economic evidence - to inform health care decision making.

    Consultant – Product Management (Band level A)

    Purpose of consultancy

    The consultant will contribute to the software development management of the COVID-19 Partners Platform and related projects, ensuring timely development of new functionality and necessary changes as well as effective communication with the different stakeholders.   

    Deliverables

    • Output 1: Partner’s Platform Software development of new functionalities
      • Activity 1.1: Ensure adequate and timely implementation of software development tasks.
      • Activity 1.2: Create new development tasks and maintain backlog for different Platform functionalities.    
        Expected delivery date: 31 January 2023.
    • Output 2: New Partner’s Platform functionalities within COVID 19, EVD and Measles communicated for development.
      • Activity 2.1: Collect requirements for new functionality and Platform improvements from internal and external stakeholders.

        Expected delivery date: 31 January 2023.
    • Output 3: Partners Platform new functionality for users 
      • Activity 3.1: Test and release new functionality.
      • Activity 3.2: Document new functionality and other important information in DevOps wiki. 
        Expected delivery date: 31 January 2023.

    Educational Qualifications:

    Essential: 

    • First university degree (bachelor’s level) in public health, engineering, computer science or related field.

    Experience:

    Essential: 

    • A minimum of 2 years' experience in project management including proven experience in leading product management and software development.

    Desirable: 

    • Experience in health activities and programs in WHO.

    Skills/Knowledge:

    Essential: 

    • Knowledge of Agile management methodology, including Scrum framework with thorough understanding of diverse business and software development processes.
    • Excellent organizational skills, good communication and ability to work with people of different backgrounds.
