    Field Security Officer

    Objectives Of The Programme

    The objective of the programme is to design and implement appropriate policies and procedures, to improve the security and safety of staff.

    Organizational Context

    SEC is a unit within the Department of Operational Support and Services (OSS). SEC is responsible for coordinating WHO’s daily response to safety and security, for providing information, advice, guidance and technical assistance on both headquarters and field security matters.

    Purpose Of The Position

    By consistently delivering the highest quality of service, incumbent aims to ensure the security and the safety of all Headquarters, Regional and Country office staff and premises to enable the efficient implementation of all WHO programmes and activities.

    Description Of Duties

    Under the supervision of Coordinator SEC, the incumbent will perform the following duties;

    I. Conduct security assistance missions to the field with a view to enable WHO operations and ensure the safety and security of staff.

    II. Conduct safety and security briefings and training to WHO staff members and associated personnel.

    III. Monitor the security situation in countries where WHO is present and has operations.

    IV. In liaison with the regional FSOs, when applicable, provide advice to WHO country offices upon request or on his/her initiative.

    V. Review Security Risk assessments, MOSS, MORSS, country Cost-Shared Security Budgets and any other relevant documents sent by DSS.

    VI. While in Nairobi constantly review the security situation in Kenya and participate in security cell meetings. Assist both the Kenya and the Somalia office.

    VII. Perform any other security-related task as instructed by Coordinator SEC.

    Essential

    REQUIRED QUALIFICATIONS

    Expert knowledge of French and intermediate knowledge of English.

    Desirable

    Experience in field mission of UN or other international organizations would be an advantage.
    Relevant security training with military or police.

    Skills

    Analytical and team-working skills, knowledge of UN field security operations.
    Good knowledge of MS Office tools.

    Other Skills

    Very good knowledge of all communication means used in the field such as HF, VHF, satellite phones, RB-GAN, GPS.
    Sound knowledge of the security situation worldwide, particularly in the WHO Africa and the East-Mediterranean regions.

    Experience

    Additional Information:

    WHO’s salaries are calculated in US dollars. They consist of a base salary and a post adjustment, which reflects the cost of living in a particular duty station and exchange rates. Other benefits include: 30 days annual leave, family allowance, home travel, education grant for dependent children, pension plan and medical insurance.
