    Senior Procurement Officer

    Ref: SPO/11/2016 

    Reporting to the Procurement and Supplies Manager, the Senior Procurement Officer will be responsible for directing and coordinating all procurement, stores and disposal activities in the Company in liaison with Head of Procurement. 

    Key Responsibilities 

    • Consolidate requirements and needs from all user departments/sections, and advise users on development of specifications;
    • Assist in preparation and fl oat tenders in liaison with the Procurement and Supplies Manager and drafting of awarded contracts;
    • Monitor compliance with the Public Procurement and Disposal Act and regulations during evaluation of tenders;
    • Review and approve floating and processing of quotations;
    • Advice on safe and proper storage of stock and maintenance of stock levels and records;
    • Coordinate disposal activities for stores and equipment; 

    Required Qualifications and Experience 

    • A Bachelor’s degree in Supply Chain Management or equivalent in a related field from a recognized university;
    • Postgraduate qualification in Procurement/ Purchasing and Supplies;
    • Must be a member of KISM or other relevant professional body; and
    • A minimum of 6 years’ working experience with at least three (3) years as a Procurement and Supplies Officer.

    Senior Internal Auditor

    Ref: SIO/11/2016 

    Reporting to the Principal Internal Auditor, the Senior Internal Auditor will be responsible for ensuring effective and efficient execution of Kenya Ferry Services internal audit functions. 

    Key Responsibilities 

    • Participate in the development and implementation of internal audit work plans and programmes;
    • Support the Principal Internal Auditor in reporting and providing secretarial services to the Risk and Audit Committee of the Board;
    • Provide support in ensuring that audit activities are carried out as per the audit professional guidelines and other applicable guidelines;
    • Evaluate the adequacy and effectiveness of internal controls and the operating systems;
    • Work with the Risk Management Committee to ensure the company has developed systems and controls for an effective and efficient risk management process;
    • Coordinate the implementation of management actions and responses in respect to findings and observations raised by internal auditors;
    • Provide advisory services to the Risk and Audit Committee, Management and other employees in line with the relevant guidelines;
    • Support training and developing internal audit staff; and
    • Review Internal Audit policies and manuals. 

    Required Qualifications and Experience 

    • A Bachelor’s degree in Accounting/Finance/ Economics or equivalent in a related field from a recognized university;
    • CPA (K) or ACCA (UK) or equivalent;
    • Must be a member of ICPAK or other relevant professional body; and
    • A minimum of three (3) years’ working experience in a similar or comparable position preferably in the marine transport industry.

    Finance Manager

    Ref: FM/11/2016 

    Reporting to the Managing Director, the Finance Manager will be responsible for ensuring the management of financial & ICT resources of the Company. 

    Key Responsibilities 

    • Oversee preparation, revision and implementation of corporate budget;
    • Design and review financial reporting systems and preparation of financial reports;
    • Ensure an efficient revenue collection system;
    • Attract and mobilize funds from the government and other sources for investment and operations;
    • Ensure an efficient cash-fl ow management system;
    • Oversee internal and external audits;
    • Coordinate realization of department performance contract target for the year;
    • Oversee administration of the finance department and the ICT section;
    • Design, review and implement systems controls for the finance department; and
    • Design, review and implement financial policies and manuals.

    Required Qualifications and Experience 

    • A Bachelor’s degree in Accounting/Finance/ Economics or equivalent in a related field from a recognized university;
    • A Master’s degree in a relevant field from a recognized university will be an added advantage;
    • CPA (K) or ACCA (UK) or equivalent;
    • Must be a member of ICPAK or other relevant professional body; and
    • A minimum of twelve (12) years’ working experience with at least three (3) years in a relevant senior management position.

    Principal Procurement Officer

    Ref: PPO/11/2016 

    Reporting to the Head of Procurement, the Principal Procurement Officer, will be responsible for directing and co-coordinating all procurement, stores and disposal activities in the Company in liaison with Head of Procurement.  

    Key Responsibilities

    • Coordinate development of the Departmental work plan and budget;
    • Coordinate the implementation of the Performance Management System in the Department; and
    • Prepare draft procurement plans for further processing by the Head of Procurement and Supplies.
    • Prepare and float tenders in liaison with Head of Procurement and draft awarded contracts;
    • Approve material requisitions for store items; and advise users during development of specifications;
    • Interpret Public Procurement Law and ensure its application in all procurement and coordinate the disposal activities for stores and equipment;
    • Prepare quarterly procurement reports to Public Procurement Regulatory Authority (PPRA);
    • Review of monthly procurement reports, fuel and lubricants consumption report, purchases and issues data;
    • Coordinate internal and external audits in the department; and
    • Mentor and coach staff in the Department. 

    Required Qualifications and Experience 

    • Bachelor’s degree in Business, Purchasing and Supplies Management or related field from a recognized university;
    • Possession of Bachelor’s degree in Engineering will be an added advantage;
    • Post-graduate qualification in Procurement, Supplies or a related field;
    • Member of a Supply Chain professional body or equivalent; and
    • Must have a minimum of (six) 6 years relevant experience from the marine transport industry, three (3) of
      which must be at a managerial level.

    • Clearance from the Ethics and Anti-Corruption Commission; and
    • Report from an Approved Credit Reference Bureau.
