    Chief of Party

    This position is subject to project award and funding.  It is expected to be based in Eastern Kenya.

    This position will be employed on a local contract.

    Primary Responsibilities:

    • Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan.
    • Build and maintain productive working relationships with USAID, project partners, and key stakeholders. Serve as the primary liaison among all project stakeholders.
    • Manage the project’s operational, financial, and administrative priorities; direct the planning and budgeting processes. Create or adapt management systems in line with CARE’s standard operating procedures, ensuring consistency with project needs.
    • Build partnerships among international -, national- and community-level stakeholders; interact with numerous Government of Kenya institutions and senior-level county and sub county-level government officials.
    • Design and oversee an annual project cycle in accordance with USAID’s annual planning cycles
    • With staff and partners, translate project goals and objectives into implementable strategies and plans. Oversee the preparation of quarterly and annual project activity reports, M&E reports, and other deliverables, as specified in the agreement. Report against the project’s targets.
    • Represent the project at high-level meetings, conferences, and other fora.
    • Guide team members to fulfill the project’s strategic goals and objectives.
    • Supervise and mentor senior staff, delegating responsibilities as appropriate. Clearly communicate expectations for staff performance.

    Minimum Requirements:   

    • Minimum of a Master’s   Degree   in   health,   social   services,   management, or business administration, or related field.
    • Minimum of ten years’ experience in managing complex public health programs or programs of similar scope and size.
    • Minimum of ten years of demonstrated technical experience as senior staff in at least two of the following areas: maternal, newborn and child health; family planning/reproductive health; nutrition; quality improvement/quality assurance; health systems strengthening; M&E; and operations research.
    • At least seven years’ experience in development, managing, overseeing, or evaluating public health programs in Africa of similar size and complexity.
    • At  least  seven  years’  experience  in  program  management  and  administration,  financial management, award contractual compliance, subaward management, and tracking project performance and costs via specific funding streams.
    • Demonstrated ability   to   create   synergies   and   work   effectively   with   government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level.
    • Strong management skills, strategic vision, leadership qualities, interpersonal skills, as well as  written  and  oral  presentation  skills  to fulfill  the  diverse  technical  and  managerial requirements of the project description.
    • Strong oral and written communication skills in English; excellent demonstrated interpersonal and negotiation skills.
    • Experience recruiting, developing, and managing staff and teams.
    • Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.Experience managing required programmatic and financial reporting requirements.
    • Ability to travel within project areas as required.

    Deputy Chief of Party/Service Delivery Technical Advisor

    This position is subject to project award and funding.  The position is expected to be based in Kitui or Eastern Kenya.

    This position will be employed on a local contract.  

    Primary Responsibilities:

    • Accountable for technical oversight of the project (including supervisor of senior-level technical staff). Directly accountable for project implementation that relates to facility- and community-level service delivery.
    • Assume a leadership role in ensuring technical implementation and ensuring the project meets stated goals and reporting requirements.  Coordinate with other technical leads of key stakeholders, other USG implementing partners, and GOK, particularly at the county-level.
    • Contribute to an annual project cycle in accordance with USAID’s annual planning cycles.
    • With staff and partners, translate project goals and objectives into implementable strategies and plans.
    • Guide team members to fulfill the project’s strategic goals and objectives. Supervise and mentor senior staff, delegating responsibilities as appropriate. Clearly communicate expectations for staff performance.
    • Serve as the Chief of Party in his/her absence.

    Minimum Requirements:   

    • Master’s Degree in Medicine, Nursing, Public health or related field
    • Minimum of seven years of experience in managing and implementing complex public health programs of similar scope and size in a development context, with at least five of those years in Sub-Saharan Africa, preferably in Kenya.
    • Minimum of five years of demonstrated experience in managing and supervising a technical team and in project design.
    • Minimum of five years demonstrated experience at mid- or senior level in the following areas: maternal, newborn and child health and family planning/reproductive health AND demonstrated experience in two of the following areas: nutrition; quality improvement/quality assurance; community health, human resources for health development; M&E; and operations research.
    • Demonstrated ability to work effectively with government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level.
    • Strong management skills, strategic vision, leadership qualities, interpersonal skills, as well as  written  and  oral  presentation  skills  to  fulfill  the  diverse  technical  and  managerial requirements of the project description.

    Monitoring and Evaluation Specialist

    This position is subject to project award and funding.  The position is expected to be based in Kitui or Eastern Kenya.

    This position will be employed on a local contract.  

    Primary Responsibilities:

    • Lead the design and implementation of the program monitoring and evaluation framework and information system to track delivery against outputs, outcomes and impacts.
    • Lead analysis of data collected for assessment of progress and areas of improvement.
    • Guide reporting processes amongst technical staff and consolidate program reports, promote learning and knowledge sharing of best practices and lessons learnt.
    • Support all the technical staff in M&E functions and manage the M&E team.

    Minimum Requirements:   

    • Post-graduate degree in a relevant discipline, such as mathematics, business, statistics, epidemiology or public health.
    • Minimum of seven years of experience designing and implementing M&E activities for complex programs in developing countries.
    • Demonstrated firm command of the M&E issues with respect to improvements in quality health service and support programs.
    • Demonstrated experience in setting up and managing M&E systems that track performance as per the objectives of this project (e.g., FP/RMNCAH services, performance against each funding stream).
    • Demonstrated analytical skills to measure the outcomes of the project’s activities and support project supervision.
    • Strong writing and organizational skills for monitoring and reporting on program outcomes
    • Strong oral and written communication skills in English; excellent demonstrated interpersonal and negotiation skills.
    • Ability to travel within project areas as required.

    Finance Manager

    This position is subject to project award and funding.  The position is expected to be based in Kitui or Eastern Kenya.

    This position will be employed on a local contract.  

    Primary Responsibilities:

    • Oversee all aspects of financial management, including financial systems implementation, budgeting, expenditure tracking, and financial reporting and accounting for both the prime recipient and any subawards.
    • Ensure that the project’s financial accounting environment is in compliance with USAID and CARE’s policies, procedures and regulations and legal requirements.
    • Ensure the overall accuracy of financial information recorded in the project and reflected on the project’s trial balance and other financial reports submitted to the Country Program, CARE USA and USAID.
    • Oversee the development and implementation of robust local financial system and process (e.g., payroll and cash management) as appropriate.
    • Oversee the execution and timely posting of all financial transactions
    • Proactively develop financial forecast analysis to assist in areas such as management of currency risk and cost allocation rates.
    • Oversee monthly, quarterly, bi-annual and annual analysis of the project’s trial balance and financial reports.
    • Lead the process of analysis and interpretation of financial reports to ensure that accurate financial data is provided to COP and DCOP to inform decision making

    Minimum Qualifications:   

    • Post-graduate degree in a Business, Accounting, Finance or related field relevant to the position requirements.
    • Minimum of seven years of experience in financial management for large complex projects, of which at least five years were working in the field of international development. 
    • Experience with USAID project accounting and reporting requirements and experience in creating, utilizing, and managing systems and staff that ensure compliance with those requirements.
    • Experience in budget monitoring and managing financial reporting requirements.
    • Demonstrated success in achieving results under challenging implementation circumstances.
    • Excellent oral and written communication skills in English; excellent demonstrated interpersonal, analytical, and negotiation skills.
    • Experience recruiting, developing, and managing staff and teams.
    • Ability to travel within project areas as required.
