    Finance & Administration Manager - Kenya Strategic Information at the County Level

    Job Details

    The purpose of the Kenya Strategic Information at the County Level Program is to support ongoing activities by the national and county governments and other development partners to strengthen outcome measurements, learning, and accountability (MLA) systems in order to provide quality data and synthesized information for planning, implementation, policy development, and decision making. This activity will focus its support in yet to be defined counties with the project office based in one of the focal counties.

    It is envisioned that the project will address two sub-purposes:

    1 Increased leadership and management capacity of county governments for effective outcome MLA systems. 2 Increased availability, analysis and use of quality data

    Position Summary The Finance and Administration Manager (FAM) will oversee all finance, administrative, human resource, and operational activities of the project and a team of support personnel. This includes developing and overseeing finance and accounting systems that comply with USAID requirements and Palladium practices. In coordination with the COP, s/he will develop annual budgets that are aligned with the project work plan. S/he will also ensure compliance with contractual, USAID/USG, and Kenyan requirements for reporting, finance, and administration. S/he will also ensure payroll processes and adherence to Kenyan human resources policies.

    Duties and Responsibilities

    • Maintains financial and accounting systems and procedures in accordance with Palladium corporate requirements and USAID regulations.
    • Oversees annual audit and prepares management response on any queries.
    • Supervises and monitors the in-country finance and operations team activities, ensuring that standard accounting principles are followed in carrying out financial transactions.
    • Maintains regular communications with the senior management team, providing relevant and timely financial information for planning and decision making purposes.
    • Produces accurate and timely cash flow projections and financial and other reports, as required, for internal management, the headquarters office, and international donors, as appropriate and requested.
    • Oversees project procurements and administration of contractual agreements with vendors and consultants and other relevant parties.
    • Ensures sound contracts and grants management systems for awarding and executing agreements.
    • Prepares semi-monthly financial reports and submits to headquarters within stipulated dates in the calendar.
    • Files all travel vouchers, expense reports, and financial reports.
    • Retains overall responsibility for receiving, documenting, and managing all stocks and commodities of the project, including forecasting and requisitions to guarantee optimal stock levels at all times.
    • Maintains accurate and up-to-date financial records; undertakes cash flow management; prepares cash forecasts.
    • Processes suppliers and hotels payments.
    • Oversees and manages, disburses, and reconciles office petty cash/field imprests.
    • Reviews and prepares budgets for related project activities.
    • Carries out banking duties as required.
    • Makes payments to participants at workshops.
    • Processes and coordinates monthly and timely payroll functions and statutory deductions; maintains staffing files.
    • Ensures appropriate employment taxes are paid to appropriate country agencies.
    • Ensures implementation of, and adherence to, Human Resources policies, including compliance with national labor legislation.
    • Keeps personnel files updated.
    • Performs other duties as may be directed.

    Requirements

    • Relevant bachelor's degree required; master's degree and/or CPA preferred
    • At least eight years of program management and finance/budget experience with USAID-funded project.
    • Demonstrated knowledge and experience with USAID compliance requirements regarding finance/budget systems and processes.
    • Experience with USAID contracting assistance award mechanisms.
    • Experience with developing systems and processes for awarding and oversight of grants.
    • Excellent skills in Microsoft Word, Outlook, and Excel.
    • Proven experience and knowledge of USAID management, operations, and financial/budget systems.
    • Ability to work with minimal supervision.
    • Well-developed and effective organizational skills, including to ability to multi-task and work in a high-pressure environment.
    • Sound understanding / experience in financial processing and management.
    • Good written and verbal communication, liaison, and interpersonal skills.
    • Fluency and English and Swahili required.

    Deputy Chief of Party - Kenya Strategic Information at the County Level Program

    Job Details

    Position Summary Under the leadership of the Chief of Party (COP), the Deputy Chief of Party (DCOP) will lead and oversee activities related to governance aspects of the project, as well as the data demand and use and capacity building strategies and implementation of the project. Along with the COP, s/he will coordinate and collaborate with other donor-funded M&E/SI programs in Kenya. The DCOP will also work with the COP to develop and implement the project work plan and assure timely provision of high-quality deliverables and routine project reports. The DCOP is the secondary point of contact for the USAID Agreement Officer's Representative (AOR) and will serve as the acting COP when needed.

    Duties and Responsibilities

    • Serves as a member of the senior leadership team of the program. As such, provides senior leadership, management oversight, and coordination on all matters project-wide.
    • Provides subject matter expertise and technical assistance to the program, technical staff, and administrators for the program.
    • Provides analytical and evaluative techniques to identify, consider, and resolve issues or problems.
    • Uses various quantitative and qualitative techniques to perform contract tasks.
    • Leads and/or reviews and monitors programmatic functions, i.e. development of work plans and budgets and quarterly/annual reports.
    • Ensures quality of services and compliance, per project requirements.
    • Provides functional guidance to outside vendors to ensure deliverables are met within timelines and budgets, as needed.
    • Participates in and/or prepares necessary project-related reports, including presentations and white papers.
    • Organizes and supports, as needed, project trainings, conferences, workshops, and meetings.
    • Participates, and represents the organization as needed, in outside associations, conferences, and symposia.
    • Leads and assists in research, data collection, policy formulation, training, and capacity building efforts in support of contract/agreement activities and deliverables.
    • Supervises senior technical staff and provides guidance to mid- and junior level staff members.

    Requirements

    • Advanced degree in a relevant discipline or equivalent.
    • 10+ years of experience in public health program management, health governance, information systems strengthening, monitoring and evaluation, policy formulation, or other field related to international health programs are required.
    • Demonstrated success in collaboration and coordination across partners, sectors, and with home office.
    • Demonstrated problem solving, analytic, financial, and evaluative skills.
    • Demonstrated experience managing projects or programs.
    • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities, often within a required timeframe.
    • Effective written and oral communication skills.
    • Professional and diplomatic demeanor and conduct, especially during interactions with the client and its constituents.

S/He will provide overall technical and strategic direction, leadership, and management oversight to the project team. The COP will be the principle point of contact for the USAID Agreement Officer's Representative (AOR) and will have the authority to make decisions on behalf of Palladium and will have primary accountability for project requirements. S/He will coordinate and liaise with other stakeholders, including government agencies, other donor-funded projects, implementing partners, and USAID. The COP will work with the Deputy COP-Technical and other senior technical team members to lead the development and implementation of the project work plan. S/He will provide additional quality assurance and help ensure the timeliness of deliverables. S/He will work with the Finance and Administration Manager to oversee budgeting and the financial operations of the project, ensuring compliance with contractual, Palladium, USAID, and Kenyan requirements. The COP will also provide guidance and support on technical activities undertaken by the project related to informatics, data, M&E, and capacity building. The COP will coordinate on a routine basis with the Palladium home office and project partners.

    Senior M&E Advisor - Kenya Strategic Information at the County Level Program

    Job Details

    The purpose of the Kenya Strategic Information at the County Level Program is to support ongoing activities by the national and county governments and other development partners to strengthen outcome measurements, learning, and accountability (MLA) systems in order to provide quality data and synthesized information for planning, implementation, policy development, and decision making. This activity will focus its support in yet to be defined counties with the project office based in one of the focal counties.

    Position Summary The Senior M&E Advisor will develop and implement strategies, approaches, and methods for county-level data management systems to generate high quality data. S/he will work closely with other technical advisors to strengthen the capacity of community health management teams (CHMTs) and other stakeholders to manage M&E functions, information systems, and data quality, and to enhance CHMT's capacity for data analysis, with the ultimate goal of improving county government MLA systems. The Senior M&E Advisor will work closely with the DCOP and COP to develop the work plan and provide timely and high quality deliverables and reports.

    Duties and Responsibilities

    • Design and implement a comprehensive approach to improve M&E and health information systems and governance in the program counties, focusing on the accuracy, timeliness, and quality of data and aggregate reports.
    • Develop new, and institutionalize existing, standardized protocols for the minimization of data collection burden, for appropriate allocation of M&E and reporting responsibilities, and for appropriate human and financial MLA resources, including improving the recruitment and retention of health records information officers (HRIOs).
    • Facilitate routine county and sub-county level technical working group (TWG) meetings for M&E, information systems and data reporting and use; and work with the CHMT, sub-county health management team (SCHMT), and HRIO to implement data quality assurance protocols.
    • Link to and leverage infrastructure and investments made by other PEPFAR projects.
    • Supervise technical staff to support outcome measurement activities and ensure that data analyses support information needed by CHMTs to answer key questions and to support decision making.
    • Oversee the activities to strengthen all relevant information systems (e.g. DHIS2, CPIMS, EMR, LMIS). Ensure capacity building activities are appropriately designed for the specific systems.
    • Inculcate a culture of data demand and information use within CHMTs, including the provision of routine high-level statistical analyses.

    Requirements

    • Masters level of education in related field, e.g. MBA, MPH, or MSc (Informatics/Biostatistics/Biometry).
    • 5+ years' experience in a leadership position for a PEPFAR project.
    • Post graduate professional qualification in project management and planning.
    • Appropriate technical and software skills necessary to conduct analyses of study data, such as STATA, SPSS, or equivalent.
    • Demonstrated experience working with key Kenyan health information systems.
    • Strong written and oral communication skills for high-level policy audiences (writing examples may be required).
    • Excellent coordination and information management skills.
    • The ability to work well under pressure; skilled at change management, crisis management, and problem solving.
    • Demonstrated ability to manage cohesive team and proven record in effectively managing multidisciplinary partnerships.
    • Demonstrated leadership, ethics, and sound judgment, both independently and as part of a team.
    • Demonstrated knowledge of strategic planning methodology and documentation processes.
    • Ability to develop and maintain relationships with users and various stakeholders (local and international); developed cultural awareness and innovation sense.
    • Fluency in written and spoken English and Swahili.
    • Ability and willingness to travel frequently within Kenya and work under field conditions.
