    Project Officer - Laboratory Commodity Logistician

    Job Purpose : Provides oversight to support the establishment of a sound inventory management practises at county level, for high quality laboratory services especially HIV testing, TB Diagnostics; Early Infant Diagnosis and Viral load access to enable laboratory diagnosis and monitoring to support provision of quality integrated HIV prevention, HIV counselling and testing, care and treatment services, and TB services within the Ministry of Health, Private and Faith Based Sector health facilities in Homa Bay County.

    Scope : The Laboratory Logistician is responsible for providing oversight to the day to day contact with SCMLTs, SCTLCs and SCHMTs, Laboratory managers of high volume facilities (Level IV and above), County RTK/Logisticians – providing technical assistance and capacity building to establish and/or strengthen the laboratory commodity management program that supports Laboratory networks. S/he will provide oversight to ensure that the inventory management system is improved and maintained.

    Job Responsibilities: Supply chain management

    • Works closely with the CMLC and the County & National RTKs Committee to ensure RTK commodities are accurately and timely quantified, forecasted, distributed to targeted service delivery sites;
    • Works closely with the Division of Lung, TB and Leprosy Diseases (DLTLD) to ensure GeneXpert commodities (Cartridges and Falcon tubes) are quantified forecasted and distributed in a timely manner to the GeneXpert sites
    • Works closely with the Early infant diagnosis program to ensure EID bundles are quantified, forecasted and distributed to targeted sites in a timely manner
    • Supports the implementation of policies, guidelines, tools – such as checklists and templates – and standard operating procedures (SOPs) to support effective and efficient quantification, procurement, distribution and disposal of commodities;
    • With guidance from the Technical Advisor, establishes or strengthens inventory management systems to track all PEPFAR supported commodities; and to monitor and update stocks, distribution and pipeline information; Maintains a complete and accurate inventory database and ensures proper inventory reports and controls are in place to accurately track commodity quantities, location and usage;
    • Utilizes the inventory management system to identify and report potential fraud or loss through a formal, established process;
    • Supports logistics planning and implementation and ensures availability and quality of specialist logistic input as required.
    • Conducts site visits to as needed to ensure high performing and quality assured commodities

    Other responsibilities

    • Inform the line manager of any problems arising such as damage, loss, attempted break-ins or theft.
    • Recommend any additional logistics-related procedures/ for review, approval and adoption
    • Adhere to timelines and due dates for relevant deliverables as requested
    • Uncompromising integrity
    • Other duties as required / assigned

    Required Qualifications, Knowledge and Skills

    Education

    • Advanced or Higher Diploma in Medical Laboratory Technology
    • A Laboratory scientist with a Bachelor’s Degree in Medical Laboratory Sciences will be an added advantage
    • Registration with KMLTTB is Mandatory with a valid practising license
    • Training or certification in supply chain management or logistics is preferred

    Other requirements

    • Three years’ experience working on laboratory supply chain management or logistics-related activities
    • Relevant experience working with laboratory focal persons at county level and Sub-County level
    • Strong interpersonal skills
    • Strong computer literacy, including excel skills and ability to learn new databases.
    • Experience in work with various stakeholders, including County Government staff
