    Senior Analyst / Personal Assistant To The Commission Chairperson

    The successful candidate will provide technical and operational assistance to the Chairperson. The Officer will be required to work closely with the Chairperson and manage the affairs of the Chairperson’s office.

    Key Responsibilities:

    i) Prepare briefs on Public Finance Management Policy and fiscal decentralization matters.
    ii) Work closely with Technical directorates on fiscal and economic matters, reports and action plans.
    iii) Take notes and minutes of meetings and forums attended by Chairperson and brief as required.
    iv) Prepare presentations and briefing papers as required.
    v) Prepare media briefs for the Chairperson in consultation with the Head of
    Communications.
    vi) Establish and maintain good relations with stakeholders and deal effectively with their matters.
    vii) Any other duties as assigned by the Chairperson.

    Required Education, Skills and Experience:

    i) Bachelor’s degree in any of the following: - Accounting, Finance, Economics, Business, or any other related field from a University recognized in Kenya.
    ii) Possession of a Master’s Degree in any of the above fields will be a distinct advantage.
    iii) A Minimum of seven (7) years of relevant progressive working experience.
    iv) Ability to use computer programs/applications Microsoft Office and statistical software).
    v) Professional qualifications relevant to their field and be a member in good standing of the relevant professional body e.g. ICPAK, ICPSK,

    In addition, the successful candidates must:

    i) Demonstrate the attention to detail, self-management and is able to work under pressure.
    ii) Promote knowledge Management and learning.
    iii) Ability to exercise discretion in dealing with confidential and sensitive matters
    iv) Be ready to work for long hours, during weekends and holidays.

    Knowledge and skills requirements, and general competencies:

    i) Be a person of integrity, demonstrated professional competence and strong interpersonal skills;
    ii) Be compliant with the requirements of Chapter Six of the Constitution on Leadership and Integrity, and must obtain clearance from the following institutions:-Ethics and Anti-corruption Commission, Criminal Investigations Department, Kenya Revenue Authority, Higher Education Loans Board and any of the Credit Reference Bureaus.

    NB: This is a middle level Management position and not Secretarial.

    Audit Committee Members

    Duties and responsibilities:

    i) Provide strong and effective oversight of the Commission’s Internal Audit function;
    ii) Promote effective and efficient audit process by providing an independent review of the internal audit work plans and reports;
    iii) Evaluate internal and external audit reports and make appropriate recommendations;
    iv) Evaluate the adequacy of the control environment to ensure high standards and functioning of the financial and non-financial internal control system;
    v) Ensure the integrity and transparency of the commission’s Financial Reporting Process; and regularly undertake independent review of the commission’s financial statements;
    vi) Monitor the effectiveness of the commission’s performance management and performance information;
    vii) Review the level of compliance with relevant legislative and regulatory requirements and promote a culture committed to lawful and ethical behavior.

    Academic Qualifications:

    i) Bachelor’s degree in any of the following: - Accounting, Auditing, Risk Management, Finance, Economics, Human Resource Management, Law or any other related field from a University recognized in Kenya.
    ii) Possession of a Master’s Degree in any of the above fields will be an added advantage.
    iii) Professional qualifications relevant to their field and be a member in good standing of the relevant professional body e.g. ICPAK, IIA, IHRM, ICPSK.

    Experience:

    i) At least fifteen (15) years professional experience in any of the following fields:-
    Accounting, Auditing, Risk Management, Finance, Economics, Human Resource Management, Law or any other related field at senior management level in a busy, reputable public or private organization;
    ii) Have a thorough understanding of the relevant legislations, best practices and emerging issues in Accounting, Auditing, Risk Management, Finance, Economics, Human Resource Management, Law and other related fields;
    iii) Have a good understanding of the mandate of the Commission on Revenue Allocation as well as National Government operations and financial management system.

    Knowledge and skills requirements, and general competencies:

    i) Be a person of integrity, demonstrated professional competence and strong interpersonal skills;
    ii) Not be a present employee or past employee of the Commission on Revenue Allocation for the last two (2) years;
    iii) Be compliant with the requirements of Chapter Six of the Constitution on Leadership and Integrity, and must obtain clearance from the following institutions:-Ethics and Anti-corruption Commission, Criminal Investigations Department, Kenya Revenue Authority, Higher Education Loans Board and any of the Credit Reference Bureaus.

    Terms and Conditions of Service:

    Members of the committee shall:


    i)  Be appointed for a term of three (3) years, renewable for a further one term subject to satisfactory performance.
    ii) Serve on a part time basis.
    iii) Be paid allowances at rates determined by the Salaries and Remuneration
    Commission.
