    Research Officer

    REF NO: ORPP6 /RSC/ 2017

    Responsibilities for the Research Officer Job

    • Analyze policy documents and submit findings to the Senior Research Officer for review and onward transmission
    • Carry out data collection, collating and analysis to inform research initiatives in their assigned thematic areas
    • Develop reports for onward transmission
    • Prepare studies and reports on research finding in assigned responsibility areas and make recommendations on adoption of the findings
    • Provide technical and administrative support during the implementation research findings for ORPP’s effective operation under the direction of the Senior Research Officer
    • Monitor and evaluate the unit’s Performance as relates to implementation of findings and draft status reports
    • Identify gaps in the unit performance and recommend appropriate measures to improve the effective and efficient delivery of the unit’s objectives

    Compliance/Liaison Office

    Responsibilities for the Compliance/Liaison Officer Job

    • Develop and implement periodic compliance plans for political parties in line with the Political Parties Act.
    • Participate in development of manuals, guidelines and compliance policy documents.
    • Develop guidelines on the adherence to the Political Parties Code of Conduct, party nomination rules and regulations for political parties.
    • Develop guidelines for political party nomination rules and regulations.
    • Draft regulations to the Political Parties Act.
    • Contribute in setting targets, objectives and work plans for the Compliance Department under the direction of the Assistant Director Compliance.
    • Allocate duties to staff within the unit and appraise staff against agreed target.
    • Provide technical expertise for political parties capacity building on compliance policies and guidelines through sensitization programs.
    • Facilitate enforcement of compliance plans to political parties in line with the Political Parties Act.
    • Ensure political parties maintain statutory records of their registered members, contributions, property and mode of acquisition, and statements of accounts, at their headquarters and branch offices.
    • Investigate alleged violations of laws and policies by political parties in order to gather evidence as would be required as grounds for action against identified political parties.
    • Prepare notices informing political parties on the particulars of their breach or contravention
    • Make recommendations to the Assistant Director Compliance on sanctions to be given to political parties that breach the Political Parties Act and any guidelines.
    • Conduct research and facilitate consultations with stakeholders on legal reform related to Political Parties Act.
    • Interpret and implement manuals, guidelines and compliance policy documents.
      Enforce the adherence to the Political Parties Code of Conduct by political parties
    • Ensure political parties maintain statutory records of their registered members, contributions, property and mode of acquisition, and statements of accounts, at their head and branch offices.

    • Bachelor’s Law Degree (LLB) from a recognized University;
    • Diploma in Legal Education from the Kenya School of Law;
    • Be admitted as an advocate of the High Court of Kenya ; and
    • Certificate in Computer Application Skills from a recognized institution.

    Records Management Officer

    Responsibilities for the Records Management Officer Job 

    • Participate in the appraisal process of ORPP records for disposal.
    • Continuously update political parties’ membership database.
    • Provide information for compilation of departmental reports.
    • Capture political parties members’ resignations and update membership register as appropriate.
    • Produce report on changes effected on the political parties membership register and submit to the SRMO for action.
    • Participate in the automation of ORPP records.
    • Implement records management programs.
    • Register records identified for disposal.
    • Ensure prompt filing, and dispatch and retrieval of mail.
    • Maintain the confidentiality of information under their custody.
    • Trace and retrieve files across departments for safe custody.
    • Classify, index, appraise, open files and file documents therein.
    • Organize for publications of political parties’ changes in the Kenya Gazette.
    • Carry out publication in Kenya
    • Gazette on political parties’ changes.
    •  Maintain all Legal Files.

    Qualifications for the Records Management Officer Job 

    For appointment to this grade, a candidate must have:-

    • Bachelors’ degree in Social science, from a recognized institution;
    • Certificate in computer applications skills, from a recognized institution;
    • Experience in Records Management from a large institution will be an added advantage.

    Responsibilities for the Planning Officer Job

    • Collect and collate statistical data to inform the strategic plans for executing ORPP’s mandate.
    • Collect and maintain data /information on political parties’ assets, liabilities, sources of funds, income and expenditure to inform economic analysis by the Senior Economist and the Assistant Director.
    • Research on past and present economic issues and trends that may impact on the institution’s operations and submit a comparative report to inform decision making.
    • Analyze the performance of ORPP against approved objectives and provide a comparative report to inform continuous improvement initiatives. v. Prepare progress reports on the level of implementation of the institution’s strategic plan. vi. Carry out monitoring and evaluation of political parties’ activities and programs.
    • Participate in political parties sensitization activities. viii. Report and keep up to date records on performance contracts.

    Internal Auditor

    Responsibilities for the Internal Auditor Job

    • Implement approved guidelines and manual of the Internal Audit unit in accordance with Audit Standards.
    • Verify and pre-audit of financial statements before they are submitted to external audit.
    • Provide professional consultancy services to the institution on issues relating to audit and risk management.
    • Inspect the organization’s internal control and risk management systems and make recommendations on areas of improvement.
    •  Undertake risk assessments for the institution’s operations and prepare periodic reports for the Senior Internal Auditor’s review.
    • Undertake investigations as directed by the Senior Internal Auditor.
    • Support the Senior Internal Auditor in drafting audit reports. viii. Ensure safe custody of wealth declaration records.
    • Participates in identifying potential risk areas and inform departmental head.
    • Participate in the preparation of periodic reports for the Office.
    • Participate in sensitization of political parties, and capacity building activities.
    • Draft quarterly & annual returns for the institution for review by the Senior Internal Auditor
    • Audit Political Parties’ fund and operations. xiv. Undertake value for money audits on inventory and equipment of the institution.
    • Implement audit work plans, budgets and procurement plans for the unit.
    • Implement approved guidelines and manual of the Internal Audit unit in accordance with Audit Standards.

    Requirements for the Internal Auditor Job

    For appointment to this grade, a candidate must have:-

    • Bachelors’ degree in any of the following disciplines;- Commerce (Accounting/Finance option), Economics, Mathematics or its equivalent qualification from a recognized Institution, of Certified Public Accounts (CPA) Kenya Part III or Certified Internal Auditors (CIA) Part IV from a recognized institute;
    • Certificate in computer applications skills, from a recognized institute.
