    Communication Officer

    Roles for the Communication Officer Job

    • Under the overall supervision of the FAO Representative for Kenya, the direct supervision of the Land Programme Manager and in close collaboration with other project staff and national project partners, the incumbent will:
    • Operationalize the Communication and Visibility Plan for the land programme and ensure that the project is in line with the overall communication strategy of the representation.
    • Support public communication activities for the programme. These include preparation of talking points, speeches, photo coverage, media advisories and press releases.
    • Manage interviews and maintain contacts with the media for interviews and events.
    • Support the Capacity Development activities within communications: digital, public communications and media engagement.
    • Design, develop and disseminate information of interest with the aim of educating key stakeholders, including the public, regarding the results of the programs, projects and activities being undertaken under the Land programme, to benefit the country’s development.
    • Liaise with the Communication for Development (ComDev) unit of the Regional Office and Headquarters, and the Corporate Communications unit, particularly on matters of compliance and updates (e.g. branding and ensuring relevant codes are taken into consideration) and support to the programme.
    • Ensure effective liaison with local and national authorities, key partners, and stakeholders on a regular basis.
    • Support in editing of texts and or publications, books and any other materials to be published under the project.
    • Support the strengthening of media relations and public visibility as well as relations with development partners, donors and governments, to ensure that the above objectives are fulfilled.
    • Support the development of relevant documentation and audio-visual materials to facilitate the programme’s implementation.
    • Evaluate the performance of the communication/visibility strategies and provide appropriate guidance on how to reach key audience better.
    • Support in monitoring and evaluation of communication materials.
    • Perform other related duties as required.

    Communication Officer Job Requirements

    • University degree in communications, public relations or other relevant qualification.
    • 5 years of relevant experience at the national or international level.
    • Knowledge and experience with communication for development tools.
    • Graphic design skills.
    • Great understanding of overall organizational strategies and alignment of communication strategy to the same.
    • Hands-on experience in journalism or public relations.
    • Excellent command of English, communication skills, ability to operate under pressure.
    • Reporting and briefing skills is an additional asset to the position.

    Programme Officer (Cash-Based Intervention)

    Organizational Setting

    This position is located in the FAO Somalia Office in Nairobi, Kenya, and the incumbent will be responsible for managing FAO Somalia’s Cash Based Interventions under the Country Programming Framework (CPF).

    Reporting Lines

    The Programme Officer (Cash Based Interventions) reports to the Senior Programme Officer and coordinates with the technical, operational and programming units in general, and the relevant heads of technical sector teams in particular, and with the Food Security Cluster Coordinators.

    Technical Focus

    Leading the design and implementation of conditional and/or unconditional cash-based intervention mechanisms in humanitarian contexts/complex emergencies, liaising/coordinating with multiple partners including NGOs

    Key Results

    Develop, implement, monitor and evaluate assigned programme/projects

    Key Functions

    • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyses programme/project development and implementation;
    • Reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions;
    • Assists in policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc.;
    • Prepares various written outputs, e.g. drafts background papers, analysis, sections of reports and studies, inputs to publications, etc.;
    • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities;
    • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

    Specific Functions

    • Leads the conceptual development of the FAO Somalia Cash Based interventions programme, taking into account the need for better linkages between FAO’s cash-based interventions and social protection needs of rural communities;
    • Designs cash-based schemes to respond to specific objectives set by FAO Somalia technical sectors and coordinates with them on the operationalization;
    • Leads the policy dialogue on cash programming and social protection with partners and donors;
    • Contributes to FAO Somalia programme development and fund raising efforts and actively engages with donor/partner contacts on cash based intervention programmes and activities;
    • Contributes to the formulation of project proposals, briefs, reports and official correspondence as far as cashbased interventions are concerned, as well as to reports for donors supporting FAO cash programmes in Somalia;
    • Supervises and coordinates the work of staff of the Cash Based Interventions team;
    • Oversees the technical, administrative and operational aspects of the implementation of cash-based interventions for Somalia, including e.g. competitive selection of implementing partners, budget monitoring, approval of letters of agreement, rolling out of raining and digitalization processes, beneficiary payments, and the consistent application of monitoring and internal control mechanisms during implementation;
    • Liaises with main stakeholders and implementing partners in the implementation of cash-based interventions in Somalia;
    • Coordinates with UN agencies and other relevant actors including implementing partners to integrate or complement FAO-Ied cash-based interventions with theirs;
    • Advises the Food Security Cluster on cash-based interventions in Somalia and actively participates in cash and voucher fora;
    • Monitors and evaluates on-going interventions and activities in close collaboration with the Monitoring and Evaluation Unit;

     CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

    Minimum Requirements

    • Advanced University degree in in agricultural or rural development, economics, social science or a related field
    • Five years of relevant experience in project or programme management, including in the field of emergency response work, food security and/or resilience programming in developing countries, and at least two years of field experience in the design, management and/or monitoring of cash-based interventions
    • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian

    Technical Adviser (Geospatial Information)

    Organizational Setting

    This position is located in the FAO Somalia Office in Nairobi, Kenya. The incumbent will be responsible for managing FAO Somalia’s Geospatial Information development under the Country Programming Framework (CPF) and its various projects, and supporting the FAO Somalia sector teams in their geospatial information needs.

    The Technical Adviser (Geospatial Information) works in in close coordination with the technical, operational and programming units in general, and the relevant heads of technical sector teams in particular. He/she will be embedded in the Somalia Land and Water Information Management (SWALIM) project team and work closely together with its relevant staff (GIS, mapping experts etc).

    Reporting Lines

    The Technical Adviser (Geospatial Information) reports to the Chief Technical Adviser SWALIM under the technical supervision of the Information Technology Office in the Information Technology division (CIO).

    Technical Focus

    Geospatial information production, including monitoring activities aiming at the objective, evidence-based, traceable, accurate and credible reporting of the delivery of FAO activities in Somalia

    Research, technical analysis, and project related services to support the delivery of programme projects, products, and services

    Key Functions

    • Researches and analyses technical-related issues on the development, the implementation and evaluation of assigned programmes/projects; assists with the review of relevant documents and reports;
    • Produces a variety of technical information, data, statistics and documents, as well as provides technical input for reports and web pages;
    • Provides technical support/analysis to various assessments, studies and projects and provides technical backstopping to field projects;
    • Collaborates in the development of improved/updated tools, systems, processes, and databases;
    • Oversees the updating of databases and web pages;
    • Participates on multidisciplinary teams, and/or leads working groups/teams collaborates with other departments and agencies on work groups and committees and promotes best practices;
    • Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools;
    • Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations;

    Specific Functions

    • Leads the strategic planning, implementation and management of all geospatial information and remote sensing related matters, supporting FAO Somalia sector teams with the implementation of environmental monitoring activities, impact assessments and fact based decision-making.
    • Ensures the timely preparation, maintenance and provision of geospatial information, products and services in support of the activities implemented by FAO Somalia technical sectors, with particular focus to activities implemented by SWALIM and the Cash Based Interventions unit.
    • Leads and supervises the teams of geospatial information staff working for SWALIM and FSNAU.
    • Assists FAO Somalia and financing partners in the supervision and evaluation of investment projects/programmes in the natural resources management and environmental interventions in agriculture and/or rural development.
    • Coordinates the PROSCAL Charcoal Joint Programme representing SWALIM as a Participating Organization in planning and implementing the charcoal production monitoring through very high-resolution satellite images.
    • Contributes to the formulation of project proposals, briefs, reports and official correspondence as far as geospatial information are concerned.
    • Liaises with the FAO Somalia senior management as well as field offices of other UN agencies, Non-Governmental Organizations (NGOs) and the host country on all geospatial information related matters.
    • Contributes to FAO Somalia programme development and fund raising efforts through active communication with donor/partner on geospatial information programmes and activities.
    • Liaises with main stakeholders and implementing partners in the implementation of geospatial information based on activities in Somalia;
    • Recommends FAO standard methodologies for cartographic and geospatial applications as well as land cover mapping preparation, change analysis and field data collection.
    • Coordinates with UN agencies and other relevant actors to integrate or complement with FAO-Ied mapping/monitoring activities by remote sensing.
    • Participates in the development/production of required environmental safeguards material and provision of geospatial information.
    • Identifies satellite information needs of FAO sectors where remotely sensed data can provide cost-effective inputs, and develop cost-effective products based on the information needs.
