    Data Analyst - Education

    Job Description

    Lutheran World Federation/Department for World Service Kenya/Djibouti Program is seeking to recruit Kenyan national for the above position, to be based in Dadaab Refugee Camp (Ifo 1, Ifo 2 and Dagahaley).The Education data analyst will be responsible for developing and fostering appropriate skills and social abilities to enable refugee learners achieve optimum development according to age, ability and aptitude. He/she will work hand in hand with the Education coordinator, Education quality assurance and standards officer, Education Officers, other Education staff and other Sector staff to facilitate learning and improve proper curriculum implementation in schools.

    Duties and Responsibilities include but are not limited to:-

    • Responsible for the proper operations, management of the Education department at camp level.
    • Monitor and support other education staff in implementing LWF project management systems and guidelines to ensure the smooth implementation of approved activities.
    • Work closely with Education and other sector personnel to ensure quality accounting of materials and assets in the sector.
    • Collect and analyze numerical data from schools and present in an informative and understandable manner in terms of enrolment, attendance, transition, and retention and dropout rates.
    • Overall in charge of school supplies (teaching and learning materials which includes: Making requisitions on quarterly basis of the required school materials and equipment, Distribution of the same to all schools in good time for appropriate utilization.
    • Ensure all beneficiary list are signed by beneficiaries and copies kept both in the schools and Education main office.
    • Work together with SMP supervisor to ensure SMP weekly and CP reports are up to date and timely and accurately done and sent to WFP through the officer in charge.
    • Coordinate plans with partners at all levels, particularly, UNHCR, UNICEF, the Ministry of Education, other government and camp authorities active in education in all the camps.
    • Represent LWF with external stakeholders as requested (inter-agency coordination meetings, working groups) and influence the shape of broader sector strategies.
    • Actively promoting the rights of persons of concern in all interactions with stakeholders including the government.
    • Interacting with rights holders and establishing networks with stakeholders to address real needs and promote best practices.
    • Disseminate information concerning education services available for the refugee communities.
    • Ensuring that all cross‐cutting issues (i.e. gender, environment, conflict mitigation, and accountability) and LWF approaches (i.e. rights‐based approach, integrated approach, and community empowerment) are mainstreamed into all project activities.
    • Provide periodic analytical overviews of program progress, highlighting achievements via indicators, strengths, opportunities, weaknesses, challenges/constraints, lessons learnt and way forward.
    • Actively protect children in every aspect of work and personal life, by preventing harm and reporting child abuse.
    • Analyze examination to provide value added progress reports for national and internal exams.
    • Support Area Education officers, head teachers and teachers in maintaining accurate records of all items in the schools and keeping written records up to date in a legible and accurate manner.
    • Work with Education officers so as to assess curriculum based establishment and advice the education sector appropriately.

    Professional Qualification:

    • At least a degree in education (B.ED) from a recognized university with additional training in educational statistics, candidates with a diploma in statistics may be considered.
    • Strong analytical, administration and documentation skills in the management of educational data management.
    • At least 3 years of experience in in a similar capacity
    • Strong communication and interpersonal skills.
    • Strong reporting skills
    • Ability to manage a complex and diverse workload and to work within tight schedules.
    • Ability to contribute to a small, proactive team, motivating staff and working collaboratively with colleagues and providing support and advice as necessary

    Education Officer

    World Federation World Service Kenya – Djibouti Programe, is seeking to recruit a suitable candidate for the position of Education Officer, to be based in Dadaab Refugee Camp (Ifo 1, Ifo 2 and Dagahaley). The Education Officer among other duties will be responsible for coordinating and overseeing operational plans in the Education Department.

    Education Officer

    • He/She will be responsible for coordinating and overseeing operational plans in the Education Department.
    • He/she will work hand in hand with the other Education Officers to improve the proper operations and management of the Education Sector.
    • The incumbent will report directly to the Senior Education Officer or his/her designate, while working closely on a daily basis in collaboration with Education staff and other sectors of LWF.

    Duties and responsibilities will include:-

    • Setting short and medium term Education program plans and budgets in liaison with the SEO and other Education Officers; and plans and monitors performance against those plans.
    • Assisting with planning and design of primary education activities and measures of achievement and collecting data for LWF/DWS Education performance monitoring plan, especially with regard to education indicators.
    • Overall in charge of school supplies (teaching and learning materials which includes: Making requisitions on quarterly basis of the required school materials and equipment, Distribution of the same to all schools in good time for appropriate utilization,
    • Ensuring regular communication and interaction between the Education Sector Management staff and teachers, and the school management committees, Refugee Education committees, District Education Office, and other development partners and agencies.
    • Continuing to investigate gender imbalances in education service provision in the schools, and designing and implementing initiatives aimed at increasing enrolment and improving retention and performance of girls in the schools.
    • Monitoring progress and impact of the primary education unit through regular school visits.
    • Reviewing annual work plans and activity plans of the unit for comprehensiveness, clarity and adherence to LWF/DWS Somali Refugee Assistant Project-Dadaab goals and objectives.
    • Working with teachers and others to ensure the meaningful participation of learners in all aspects of the unit.
    • Overseeing data collection and analysis in order to facilitate accurate and prompt provision of qualitative and quantitative information that will inform management on administrative and policy decision making.
    • Arranging the sharing of ideas between teachers and schools and coordinating the work of head teachers, school management committees and school inspectors in the camp.
    • Participate in all educational and other activities including midterm reviews organized by the LWF and other CPs like WFP and UNHCR

    Professional Qualification:

    • A degree in education is the preferred qualification. A social science degree in a related discipline would also be considered.
    • Proven training in curriculum development and implementation, and educational administration.
    • Proven academic or on-job training and understanding of the Project Cycle model in managing humanitarian assistance.

    Relevant Experience:

    • 3 years of progressive experience in primary education programs for refugees or rural communities.
    • Experience gained within an international humanitarian NGO will be an added advantage.
    • Strong analytical,administration and documentation skills in the management of educational institutions or programs consisting of primary education.
    • Experience in proposal and report writing and excellent computer skills.
    • Experience in Training of Trainers/Facilitators skills (TOT & TOF) an advantage.

    School Meals Programme Officer

    Lutheran World Federation/Department for World Service Kenya/Djibouti Program is seeking to recruit Kenyan national for the above position, to be based in Dadaab Refugee Camp (Ifo 1, Ifo 2 and Dagahaley). The School Meals program Officer will be responsible for developing and fostering appropriate skills and social abilities to enable refugee learners achieve optimum development according to age, ability and aptitude.     Duties and Responsibilities include but are not limited to:-

    • Provide leadership and a sense of direction to the School meals program (SMP) monitors and head teachers on the clearly set objectives of SMP. In addition to this, the position holder orients the head teachers and SMP monitors on the strategies and modalities of achieving the set objectives of the program.
    • Liaise with senior education officer and WFP field staff to sensitize the stakeholders on the importance of SMP in meeting education objectives.
    • Representing LWF in food coordination meetings and sharing the minutes with senior education officer.
    • The position holder will supervise SMP monitors and Head Teachers and closely scrutinizes the performance and the quality of their service delivery.
    • The position holder will give professional advice to SMP monitors so that they carry out their monitoring activities which will in turn help them to monitor food usage and impact on learners’ school attendance and academic performance thus helping them carry out their duty in a manner that is consistent to the general objectives of LWF/WS Kenya-Djibouti Project.
    • The position holder will inculcate in his subordinates a spirit of team work, build confidence, motivate and encourage high performance.
    • The position holder positively will relate and liaise with, LWF, WFP/UNHCR and staff from the other implementing partners’ and community leaders in a manner that promotes good relationship.
    • Attending at WFP monthly/annual food coordination meetings and sharing the findings.
    • Taking part in mid-term reviews with WFP.
    • Sharing of transport plans and coordinating SMP activities and term dates with the relevant stakeholders.

    • Ensuring that all cross‐cutting issues (i.e. gender, environmental conservation, conflict resolution, accountability and LWF approaches (i.e. rights‐based approach, integrated approach, and community empowerment) are integrated into all the project activities.
    • Help the education coordinator, through supporting delegations and taking instructions outside of ones area of jurisdiction thus contributing to the general objectives of the project.

    Professional Qualification:

    • At least a degree in education (B.ED) from a recognized university or any other social science with additional training in logistics, candidates with a diploma in logistics may be considered.
    • Strong analytical, administration and documentation skills in the management of a schools meals program.
    • At least 3 years of experience in in a similar capacity
    • Strong communication and interpersonal skills.

    • Good understanding of project lifecycle, humanitarian principles and tools, programs and transfer modalities;

    Human Resource Assistant

    Lutheran World Federation/Department for World Service Kenya/Djibouti Program is seeking to recruit Kenyan nationals for the above position, to be based in Dadaab Refugee Camp. The Human Resource Assistant shall be responsible for the day to day management of the routine office support and human resource functions in the human resource office. The incumbent will report directly to the Human Resource Officer, while working closely on a daily basis in collaboration with other sectors within the LWF Kenya-Djibouti Program.

    Essential Duties

    • Maintains an efficient and effective filing system for HR documents, including the filing of staff files using the checklist.
    • Organizes HR fileserver and manage the archiving of HR documents as per LWF policy.
    • Maintains accurate staff list and complete all the information as guided by the supervisor.
    • Support with recruitment exercise and communication with candidates.
    • Manages leave, R and R, timesheets, and communicate to the supervisor
    • Maintains updated copies of staff documentation including national ID, and educational certificates.
    • Ensure staffs exiting have been provided with clearance forms and exit interview link/documents.
    • Prepares certificates of service for separating staff in accordance with LWF’s standard operating procedures and relevant labor legislation.
    • Prepares monthly probationary report and share with supervisors/managers a month before the probation end date.
    • Responsible for receiving and drafting all human resource related correspondence/queries under the guidance of the Human Resource Officer.
    • Maintains and updated staff list (new hires, promotions, deletions, etc and share with supervisor by end of every month).
    • Maintains notification system of pending employee performance reviews and liaise with the supervisors and employees concerned.
    • Maintains contract expiry dates and update the unit heads two months in advance.
    • Keep track of all active staff in employment especially incentive staff and process separations of those whose contracts will not be renewed/terminated.
    • Assisting in the induction process of new staff; ensuring that new staffs are well versed with the various human resource policies such as the human resource manual and the code of conduct.
    • Supports with the development of SOP and implementation of the same.
    • Performs other duties that may be assigned to ensure effective administration of LWF Human Resources section so as to meet the program’s objectives and maintain high professional standards.

    Qualifications

    Education:

    • Bachelor’s Degree or four (4) years of relevant paid experience in lieu of a Bachelor’s Degree required.
    • Diploma in Human Resources strongly preferred.
    • Member of Institute of Human Resources Management preferred

    Experience:

    • Two year experience in a busy HR office is required.
    • Experience in the Non-Governmental sector preferred.

    Knowledge/Skills:

    • Strong computer skills, in particular Microsoft Excel, Word, Outlook and Access
    • Excellent English communication skills, both oral and written
    • Excellent organizational and time management skills

    SNE Teacher

    Lutheran World Federation/Department for World Service Kenya/Djibouti Program is seeking to recruit Kenyan nationals for the above position, to be based in Dadaab Refugee Camp (Ifo 1, Ifo 2 and Dagahaley). The Primary school SNE teacher will be responsible for developing and fostering appropriate skills and social abilities to enable SNE learners achieve optimum development according to age, ability and aptitude. He/she will work hand in hand with the Senior Education Officer, Education Officer, other Education Officers and other Sector staff to facilitate learning and improve proper curriculum implementation in school.

    Duties and Responsibilities include but are not limited to:-

    • Teaching of the primary school children with special needs according to the curriculum to improve quality education.
    • Overall responsible for implementing and evaluating curriculum in the least restrictive environment to children with SNE in primary schools.
    • Establish and maintain up to date professional and administrative records.
    • Train SNE children in co-curriculum activities.
    • Provide technical support to regular teachers on SNE matters to meet individual learners’ needs through development and implementation of IEP’s to learners’ eligible for specialized services in special classrooms and resource rooms.
    • Capacity building of incentive SNE Teachers and regular class room teachers on specific needs, modification and accommodation of children with special needs.
    • Provide itinerant services in areas of specialization in SNE centres.
    • Organizing the classroom and learning resources to create a positive learning environment.
    • Planning, preparing and presenting lessons that cater for the needs of the whole ability range within their class.
    • Motivating pupils with enthusiastic, imaginative presentation through provision of stimulating activities that will arouse their curiosity, interest and enhance their discovery and observation skills.
    • Assess and prescribe the right equipment to SNE children and train them to use them.
    • Staying up to date with changes and developments in the curriculum structure.
    • Working with the school management and other stakeholders to ensure meaningful participation of SNE learners in all aspects of education.
    • Guide and train parents of children with disability on basic concepts for upbringing of their disabled children.
    • Involve the refugee community through the PTA in SNE issues.
    • Together with the SNE Monitors conduct community mobilization and sensitization on significance of SNE.
    • Train SNE learners in life skills and activity of daily learning
    • Set and mark specialized exams for special needs learners
    • And any other duty assigned by the officer in charge.

    Professional Qualification:

    • P1 Certificate or Diploma in ECD from Kenya National Examination Council
    • Registered by Teachers Service Commission
    • Minimum of a certificate course in special needs education from a recognized organization preference will be given to those with a Diploma in Special needs education
    • Computer literate

    Relevant Experience:

    • At least 2 years of progressive experience as an SNE teacher. Experience gained within an international humanitarian NGO will be an added advantage.
    • Proficiency in Kenya sign language or braille transcription.
    • Experience in inclusive education and safe learning environments initiatives
    • Experienced in using learner centered model of teaching
