    Procurement Officer

    This position is responsible for the management of procurement services of goods, services and works for the Company as per the Procurement Act, Regulations, Company's procurement policies and procedures.

    Main duties and responsibilities

    • Provide leadership in the automation of procurement process in Company.
    • Ensure adherence to procurement procedures and standards through creating awareness to the users on the processes to be followed.
    • Ensure availability of quality goods and services ordered and prompt delivery of the same to the user through timely processing of the requisitions placed.
    • Manage an efficient supply base through open tendering and prequalification process for all goods & services used by the Company.
    • Heading procurement Secretariat.
    • Ensure cost rationalization by carrying out price surveys to determine price trends to help suppliers' appraisal.
    • Manage supplier relationships through maintaining good communication and timely processing of payments for mutual benefit of the Company and the suppliers.
    • Production of management reports to inform the management on decision making.
    • Supervise and train staff in the department to enhance work efficiency.
    • Advise the management on internal control to be applied in procurement to enhance efficiency.

    Qualifications, Experience and Skills:

    • Bachelor's Degree in Business Management, Commerce or any other related field.
    • Be a member of Kenya Institute of Supplies Management, Charted Institute of Purchasing and Suppliers or possess any recognized procurement professional qualification
    • Three (3) years of relevant experience
    • Must be computer literate (MS Office) and have practical experience in report writing
    • Meet the requirements of Chapter Six of the Constitution on Leadership and Integrity.

    Internal Audit and Risk Manager

    SIBOWASCO/3/05/2018 — Post of Internal Audit and Risk Manager.

    The successful candidate will functionally report to the Board Audit & Risk Management Committee yet administratively to Managing Director and will assure the integrity of the Company assets, the quality of management decisions and the mitigation of fraud and risk by ensuring the existence of appropriate systems and internal controls.

    Main Duties and Responsibilities

    The successful candidate will perform the following duties and responsibilities:-

    • Develop and continuously review an internal audit manual and enforce compliance with standards acceptable to the external auditors.
    • Develop and Implement internal audit, strategies and operating plans that reflect the longer-term corporate goals and priorities established by the Company.
    • Work closely with external auditors, agreeing on the time frames for the annual statutory audit, pm-audit activities, and on the implementation of audit recommendations.
    • Regularly carry out detailed risk assessment and internal audits on computer and other operating systems to ensure reliability and integrity of financial and operating information, advising the Board and Management on appropriate action.
    • Carry out special Investigations on apparent breaches of internal controls, fraud, etc. and making recommendations to eliminate identified weaknesses.
    • Discuss internal and external audit recommendations with the Corporate Management Team (CMT), incorporate into the audit plan and follow up on implementation.
    • Ensure that all fixed and current assets are accounted for on a regular basis through regular checks, including physical counts.
    • Manage departmental staff performance, development, training and motivation for effectiveness.
    • Have demonstrated thorough understanding of the National Goals, Policies and Development Objectives including the Kenya Vision 2030
    • Meet the requirements of Chapter Six of the Constitution on Leadership and Integrity.

    Qualifications, Experience and Skills:

    • Bachelor's Degree in Accounting, Finance or Business Administration (Accounting option) from a reputable University and a member of CIA or any other internationally recognized Accounting and/or Auditing body of good standing.
    • Possession of CPA III and a Certified Internal Systems Auditor (CISA) will have a definite advantage.
    • At least five (5) years post — qualification experience in the profession, 3 of which should be in Audit at a Senior Level In a busy commercial environment or a reputable Audit Firm.
    • Experience of auditing ERP systems and conversant with Water Billing Systems (Wafts Billing Software) & Sage Pastel Evolution and will be an added advantage.
    • Proven people management experience.
    • Have strong communication, interactional and leadership skills.
    • Have demonstrated thorough understanding of the National Goals, Policies and Development Objectives including the Kenya Vision 2030;
    • Meet the requirements of Chapter Six of the Constitution on Leadership and Integrity.
    • Be computer literate.

    • Bachelor's Degree in Accounting, Finance or Business Administration (Accounting option) from a reputable University,
    • Be in possession of a professional qualification and a member of a professional body in good standing (ICPAK or any other recognized body);
    • Master's Degree in Accounting, Finance or Business Administration will be an added advantage.
    • At least five (5) years post — qualification experience in the profession, 3 of which should be in Finance or Operations in a busy Commercial environment.
    • Experience of implementing ERP systems and conversant with Water Billing Systems; Sage Pastel Evolution will be an added advantage.
    • Proven customer management and people management experience.

    Assistant Technical Services Manager

    The successful candidate will report to the Technical Manager and be responsible for assisting in coordinating, controlling and managing the Company's operations and maintaining its infrastructure in order to supply Water and Sanitation Services to the required standards and in compliance with company policy while meeting cost and profit targets.

    Key Responsibilities

    Assist the Technical Services Manager in:

    • Directing, coordinating, controlling and managing the company's Technical operations and maintenance of infrastructure to ensure that water and sewerage services are provided to the required standards.
    • Steering the development of departmental policies, procedures and action plans in line with the Company's mission and objectives.
    • Overseeing sourcing, production, treatment and effective distribution of water;
    • Providing strategic and technical leadership in the Technical Services Department to ensure provision of high quality services to customers.
    • Overseeing construction and maintenance of the water infrastructure;
    • Ensuring quality checks are carried out on time and remedial action taken;
    • Overseeing preparation of comprehensive departmental reports and budgets, to Managing Director to facilitate decision-making;
    • Ensuring that water infrastructure is operated and maintained to the required standards;
    • Providing technical expertise and advice in the acquisition of contractors and consultants for both minor and major works;
    • Performing any other duties assigned from time to time by the Technical Manager. Specific Responsibilities
    • Provide overall supervision of daily Operation and Maintenance of the water and sanitation services;
    • Head the None Revenue Water Unit.
    • Establishment of a NRW management unit plans and targets that are realistic and workable within the company.
    • Ensure regular/daily, prompt and accurate preparation of water production, sales and supply statistics. Collating and analyzing the NRW data and advising all the sections on any interventions that may be necessary at any point in time.
    • Oversee preparation of comprehensive departmental reports, bill of quantities and budgets, to the Technical Manager to facilitate decision-making;
    • Closely and strictly enforce the implementation of the drawn up programmes and action plans.
    • Work across all departments and sections in enforcing of all the targets related directly to NRW reduction and management.
    • Develop plans on appropriate infrastructure and consumer mapping.
    • Develop resource requirements for each zone with regard to the set NRW management plans and strategies.
    • Provide leadership in undertaking the NRW reduction operations on the ground.
    • Any other responsibilities assigned from time to time by the Technical Manager for purposes of SIBOWASCO achieving its mandate.

    Qualifications

    • Diploma/Higher National Diploma in Water Engineering or related field
    • At least 5 years of progressive work experience in the service sector.
    • At least 3 years direct experience in Non-Revenue Water management and will have either held employment with a Water Service
    • Technical knowledge of water supply operations, repair and maintenance, leak detection, revenue collection and metering in supply area.
    • Must be computer literate (MS Office) and have practical experience in report writing.
