    Programme Policy Officer (Protection And Gender Officer)

    STANDARD MINIMUM QUALIFICATIONS

    Education: Advanced University Degree in one of the following disciplines: Social Sciences, International Development, Gender Studies, Law, Human Rights, Political Science or related field; must have specialization in gender- and/or protection-related fields

    Knowledge: In-depth knowledge of gender-transformative approaches to humanitarian assistance, application of humanitarian protection principles; understanding of PSEA and other forms of gender-based violence in emergency and other humanitarian settings; understanding of gender and protection components of civil-military relations; and other humanitarian policy issues and its linkages with humanitarian assistance.

    Work Experience: Must have 2-3 years of professional experience focusing specifically on (both or either) gender and protection in humanitarian contexts.

    ORGANIZATIONAL CONTEXT

    The Job holder will be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. The position is typically involved in programme or policy activities or similar nature and analytical work of limited complexity. 

    JOB PURPOSE

    WFP seeks to recruit a Programme Policy Officer (Protection and Gender Officer) who will work on integrating and mainstreaming protection and gender at the strategic, programmatic and operational levels across all locations of WFP’s presence in Kenya. The incumbent will provide expert advice to Management and support staff with programming and implementation that is consistent with WFP’s Humanitarian Protection and Gender commitments.

    KEY ACCOUNTABILITIES (not all-inclusive)

    Provide technical support to the Country Office

    • Provide strategic and technical support for the mainstreaming of humanitarian protection, gender equality and women’s empowerment across WFP operations in the country;
    • Gather and analyse primary information from stakeholders (affected populations, INGOs, UN agencies and others) on the situation and experience of crisis affected populations and provide advice and support for principled humanitarian interventions;
    • Lead the implementation of the Country Office Gender Action Plan (2017 – 2020) and ensure that project goals, objectives, processes and activities are gender sensitive and meet the needs and priorities of women, men, girls and boys;
    • Support WFP and partner staff in implementing the Humanitarian Protection Policy and Accountability to Affect Population commitments to ensure WFP operations and programme activities take beneficiaries’ protection concerns into account and facilitate safe, dignified, and accountable food assistance;

    Monitoring and Reporting on protection and gender issues

    • Ensure systematic protection and gender analysis, and provide policy advice on specific protection / gender issues that impact on WFP humanitarian operations;
    • Monitor and report on programme, activity and implementation related protection and gender issues;
    • Support the country office to undertake context and protection risk analysis and formulating appropriate protection risk mitigation and response activities;
    • Ensure that protection and gender considerations are integrated into all monitoring, evaluation and analysis frameworks, activities and outputs;
    • Provide assistance in data collection, compiling lessons learned, establishing indicators to support knowledge sharing on protection and gender;
    • Ensure protection and gender issues can be captured through the Beneficiary Feedback Mechanisms and responded to appropriately. Provide advice, guidance and follow-up in relation to protection and gender aspects of the Beneficiary Feedback Mechanism.

    Networking and Coordination

    • Establish working relationships with relevant local and regional non-state actors, key domestic political and civil state actors, think tanks, academic institutions, human rights organizations, UN, development and donor partners to coordinate and enhance principled humanitarian protection and gender impact;
    • Support the development of relationships with protection mandated agencies and inter-agency fora to strengthen coordination and advancement of protection, Accountability to Affected Populations and gender as related to food and nutrition security;
    • Represent WFP in interagency working groups, conferences and seminars as necessary;

    Training and capacity growth

    • Develop and implement protection and gender training including on gender analysis, protection assessments, Gender Based Violence, Sexual Exploitation and Abuse, Accountability to Affected Populations and other related subjects;
    • Strengthen WFP workforce and partners’ protection and gender analysis capacities and improve their ability for protection and gender mainstreaming in project design and throughout the cycle.

    Monitoring Review and Evaluation Officer

    ORGANIZATIONAL CONTEXT

    These roles are likely found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs). Job holders are likely to report to the relevant Director or more senior programme post.

    Job holders are likely to manage a moderate portfolio of activities that may include contribution to and/or direct management of programmes in COs of moderate complexity, or contribution to policy formulation and provision of technical advice at RB or HQ level for a defined area of expertise. Job holders operate with considerable independence in their specialities and may manage a substantial team of junior professional and support staff

    JOB PURPOSE

    Support monitoring, review, learning and accountability within the region, ensuring that WFP programmes generate quality evidence on outcomes of WFP’s food and cash assistance activities on the lives of beneficiaries to inform operational and strategic decision.

    The selected candidate will have a solid understanding of M&E, strong analytical and critical thinking skills and a drive for improvement and excellence. S/he will support COs in developing quality M&E systems that will inform programme. S/he has excellent communication (oral and written), interpersonal and leadership skills and the proven ability to facilitate learning and build good working relationship across disciplines and agencies.

    STANDARD MINIMUM QUALIFICATIONS

    Education:

    Advanced University degree in Sociology, Social Development, Development Economics, Food Security, Environment, Statistic or Performance Management or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses.

    Language: 

    Experience :

    Fluency in both oral and written communication in English essential. Proficiency in a second official WFP language, preferably French is desirable.

    At least three years of postgraduate progressively responsible professional experience public sector management, development projects, emergency assistance, and/or operational aspects of national, bilateral or multilateral food aid or commercial transactions.

    KEY ACCOUNTABILITIES (not all-inclusive)

    Under the direct supervision of the Regional M&E officer, the National M&E Officer will be responsible for the following tasks:

    • Head the M&E unit in the absence of the M&E officer, represent M&E in external and internal regional meetings. Manage junior staff members providing coaching and guidance as required to ensure appropriate development and enable high performance
    • Promote and foster collaboration with country offices (COs) to strengthen the quality and consistency of monitoring, review and learning activities in the field; coordinate and support the planning and implementation of monitoring systems and reviews of WFP interventions
    •  Review and give technical feedback on CO monitoring plans, log frames, budget and M&E framework for new programmes and budget revisions to ensure that M&E systems are focus on measuring results;
    • Represent WFP, WFP RBN, and WFP CO (e.g. at regional inter-agency meetings, regional and globale WFP meetings with other NGOs and government agencies) to promote the importance of monitoring, learning and accountability and build partnerships that enhance coordination at the regional and country levels
    •  Train country office colleagues and partners in appropriate monitoring and review techniques including corporate policies, guidelines and tools to build capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results
    • Advise and contribute to Country M&E analysis of monitoring data (output, process and outcome) and support the production of reports that inform and provide recommendations to programme; and feed into corporate reports such as standard progress reports (SPRs), Annual Performance Reports (APRs) and donor reports
    •  Support CO in establishing follow-up mechanisms for the implementation of monitoring and evaluation recommendations; track and record the implementation of follow-up actions   
    • Document good practices and lessons learnt, for organizational learning and improvements e.g. when offices adapt new corporate approaches, the process, the experience and the challenges are documented and shared
    •  Support country office in testing and adapting  new technologies in monitoting so as to improve efficiency including SMS/ Voice system , online /web-based reporting , corporate systems , etc.

    Administrative Assistant (Assets Management),

    This position is open to qualified Kenyan candidates. Female candidates in particular, are encouraged to apply.

    Duties and Responsibilities

    • Under the direct supervision of the Senior Administrative Assistant (Assets Management) and overall supervision of the Head of Administration Unit, the incumbent will be responsible for the following duties:
    • Maintain up-to-date Global Equipment Management System (GEMS) records of all assets/inventory items for the Country Office and Area Offices;
    • Generate regular assets reports from Corporate Assets Management Database-(GEMS), review data integrity, analyse data to identify inconsistencies if any, and recommend corrective action;
    • Perform Fixed Assets reconciliation on a monthly basis;
    • Compile a list of old, obsolete/disposable assets/inventory items for the Country Office and present to the Local Property Survey Board(LPSB);
    • Prepare and maintain records for new inventory items and match them against the Purchase Order, invoice and delivery;
    • Promptly raise Good Receipt Notes (GRN) in WINGS II; attaching inventory labels to the procured assets and assignment to the responsible unit;
    • Compile and prepare reports for informative decision making and to support the effective and timely management of WFP resources;
    • Conduct Physical Count of Assets (PCA) as per corporate timelines, investigate and report discrepancies (loss, damages, unserviceable property) if any, and present to the LPSB with appropriate suggestions for structured deliberations and policy compliant recommendations;
    • Monitor the implementation of LPSB recommendations to ensure that all recommendations are acted on;
    • Ensure that any transfers of WFP property to government counterparts, cooperative partners, retailers are duly recorded in line with corporate procedures;
    • Ensure payment for assets related supplies and/or services are processed promptly and expenditure recognized/accrued in WINGS as per IPSAS requirements;
    • Respond promptly to a range of assets related queries;
    • Provide training and guidance to Asset Management Focal Persons on processing of GEMS/WINGS transactions including on-the-job training;

    Minimum Qualifications

    Experience:

    Four years of progressively responsible support experience in general administrative work including at least one year in the field of inventory and assets management.

    Fluency in both oral and written communication in English is a requirement.

    Knowledge and skills:

    VAM Officer NOC

    STANDARD MINIMUM QUALIFICATIONS

    Education: Advanced University degree in Economics, Food Security, Statistics, Data Science,

    Public Health/Nutrition, Geography or other related field, or First University degree with additional 5 years of related work experience and/or training/courses.

    Language: .Fluency (level C) in English language

    Knowledge/skills

    • He/she should possess excellent analytical skills and a proven track record of at least five years working with NGO’S, Government or International organizations.
    • Knowledge of United Nations technical assistance and acquaintance with Sub-Saharan Africa will be an added asset.
    • Strong knowledge of food security analysis and the data collection, treatment, and manipulation techniques typically associated with it;
    • Advanced computer skills, including skills in windows based word processing, spreadsheet, and database
    • Good knowledge of basic statistics and familiarity with quantitative and qualitative survey techniques

Job holders operate with high degree of independence and are involved in more straight forward VAM activities and programmes and/or focus on a specific theme(s).

    JOB PURPOSE

    To generate and/or contribute to the VAM evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency).

    KEY ACCOUNTABILITIES (not all-inclusive)

    • Provide technical advice and support WFP and its partners on matters pertaining to food security and nutrition strategies, policies, programmes, and facilitate the timely and productive use of related outputs in a manner that complies with WFP standards and processes.

    OTHER SPECIFIC JOB REQUIREMENTS

    • Support the RBN Programme Unit by assisting COs in conducting food security assessments and surveys, including the Integrated Food Security Phase Classification (IPC) analyses. Given his knowledge of the (IPC) and secondary data analysis, the consultant will contribute to ensuring support and guidance to COs on the IPC methodology as it evolves.
    • Contribute to the development of the resilience agenda and associated partnerships at the regional level, in close collaboration with other colleagues within the Expanded
    • Programme Group of RBN. The consultant will provide technical skills that are required to support the design and implementation of the RBN regional and country-led strategies and programmes;
    • Contribute to the Regional Bureau’s active engagement within the relevant working groups at the regional level, such as the Food Security and Nutrition Working Group (FSNWG) and related sub-groups;
    • Contribute to and report on the implementation of the on-going Transition Opportunity Fund project, being undertaken in close collaboration with UNICEF;
    • Assist country offices in the design and planning of food security assessments;
    • Design and conduct on-the-job training for participants in assessment missions;
    • Lead and/or participate in assessment missions, as required;
    • Support analytical synthesis on regional patterns of food security and vulnerability by integrating CO vulnerability analysis and food security monitoring updates with other sources of data and information and understanding linkages between Countries.

    • Food Security Analysis Applies advanced analytical knowledge to lead the management, design and implementation of food security and vulnerability analysis activities.
    • Ensures that analysis remains the backbone of programmatic interventions through its lifecycle, ultimately contributing towards making communities food secure and resilient.
    • Food Security Monitoring Leads management, design and implementation of food security monitoring systems. Ensures that such analysis is timely and responsive to programmatic needs and adjustments.
    • Technical Specialized Knowledge (e.g., Economics, Statistics, Public Health, Remote Sensing, GIS, etc.) Provides managerial and technical guidance for designing and conducting analyses, including computation, interpretation, and presentation of results for food security surveys and key indicators (comprehensive food security and vulnerability surveys, food security monitoring, implementing mobile surveys, market analysis, food consumption scores, coping strategies indices. data disaggregation, etc.).
    • Food Security Assessment Leads all aspects of surveys including design, implementation, analysis, findings and reporting. Ensures that assessment findings are easily translated into operational programmatic response.
    • Strategic Operational Understanding Demonstrates strong understanding of country operations to participate in response analysis exercises to improve the cohesion between analytical findings and programmatic response. Constructs evidence base underlying technical and policy advice given to stakeholders.

    DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

    • Gained valuable experience in collecting geospatial and socioeconomic food security data, conducting quantitative and qualitative analyses, and reporting findings to senior leaders.
    • Has led surveys, multiple assessments in countries, including the design, data collection and analysis.
    • Has participated in design and implementation of WFP programmes focusing in food security.
