    Project Officer- Health - Global Fund HIV/TB

    Purpose of the Position:

    Ensure successful implementation of Global Fund HIV programme through a cash plus project to reduce the risk of HIV among adolescent girls and young women (AGYW) aged 10-24 years in Turkana County.

    The service package for the Adolescents & Young Persons (AYP), in this project will include comprehensive health education on Adolescents Sexual Reproductive Health (ASRH), information, risk assessment and counselling on safe behaviour as a minimum package of services to promote the adoption of HIV prevention behaviors and service uptake. Additional services to the beneficiaries includes Family Planning, Emergency Contraception, HIV Testing Services (HTS), STI screening and treatment, TB screening and treatment, ART services, PAC, Cervical cancer screening and treatment etc. The program will utilize an integrated model to ensure maximum realization of results

    The Project Officer must be able to effectively communicate World Vision’s Christian ethics and demonstrate a quality of spiritual life that serves as an example to others.

    Major Responsibilities:

    • Project Implementation 40%
      • Implementation of the Global Fund HIV project by working with the county team to ensure proper planning and implementation of HIV, Adolescents Sexual Reproductive Health interventions.
        Engage with county teams to ensure successful implementation of AYP package and enhance prevention of HIV among AYP
        Work with the county, health facilities and local structures to ensure that community awareness on HIV.
        Work with local structures to foster positive knowledge, attitudes & practices by community members on up take of HIV prevention among Adolescents Girls and Young Persons.
    • Monitoring, Evaluation, Accountability & Learning (MEAL) 30%
      • Utilize Global Fund HIV Project, national and county M&E tools and follow on set targets and timelines of reporting and documentation.
        Participate in the project assessments, designs, and monthly Planning and review meetings.
        Ensure that the Monitoring, Evaluation, Accountability and Learning framework is in place and fully functional. This will include ensuring that all the project sites have Activity and Indicator tracking trackers that are being adhered to
        Prepare and submit timely and quality weekly, monthly, quarterly, annual and other relevant reports as per the requirements of Global Fund HIV Project.
        Disseminate the relevant HIV information to the community members and relevant stakeholders for necessary action.
        With accountability team, maintain a functional feedback mechanism
    • Engagement, Networking and Coordination 25%
      • Work with the County Technical working group, HIV networks and MOH for technical direction and leveraging of resources to strengthen the health systems to achieve HIV eradication at the County level.
        Work with other NGOs, CBOs , FBOs, Units, Committees and Groups in Turkana County who are implementing HIV interventions for synergy and achievement of bigger impact and sustainability
        Facilitate community members to identify issues related to HIV and support community advocacy to enable the relevant stakeholders to take appropriate action towards the attainment of better health and protection status among Adolescents Girls and Young Persons.
        Support and attend stakeholder’s forum related to interventions.

      • Participate in daily devotions and other organizational meetings as required
      • Effectively manage other assignments as may be delegated to you by the supervisor from time to time.

    Qualifications: Education/Knowledge/Technical Skills and Experience:

    The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

    • A degree in Nursing Sciences , Clinical Medicine, Public health and Environmental health, Social Work or their equivalent.
    • Diploma in Clinical medicine, Nursing and Public Health but with specific four years’ experience in HIV&AIDs programming could be considered
    • A minimum of 3 years working experience in HIV community programs with BIAS on Adolescents and Young Persons
    • Experience in HIV & AIDS prevention, Advocacy and strong partnership with GoK ministries
    • Familiarity with the Global Fund HIV Programming and implementation guidelines will be an added advantage.
    • The holder of this position must be a results orientated who can handle a heavy work load as well as manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands.
    • Experience of working with National and County government structures
    • Experience in dealing with international donors, international organizations, the corporate sector and/or large multi-mandate development NGOs
    • Computer proficiency in use of MS Office ((Excel, word, PowerPoint etc)
    • Training, facilitation, mobilization skills and Good relational, analytical and problem solving skills

    Strategy & Program Quality Director

    Job Description

    PURPOSE OF POSITION:

    The purpose of this position is to provide strategic leadership and oversight of regional support to National offices (NO’s) and enhance formulation of National office strategy that are aligned to the WVI partnership strategy and development of quality integrated programs strategically aligned to improve child well-being.

    The position will provide functional leadership to the Faith and Development unit, Senior Monitoring and Evaluation advisor, sponsorship and Engagement team to deliver on their strategic objectives and game changers.

    The position coordinates with Global Strategy and Collaboration office to ensure strategy formulation, alignment, execution/performance and reporting in line with the global strategy Our promise 2030 and the SDGS. Global field operations to oversee implementation of key regional and global initiatives, support NO’s metrics Programme Support Teams (PST), Strategy Support Teams(SST), Global National Office Dashboard, Partnership strategic scorecard and Programme Capability Performance Review. The Global Evidence & Learning, Global Technical service Operations to ensure support for quality effective programing and reporting.

    KEY RESPONSIBILITIES:

    • Strategy Alignment and Realization:
      • Coordinate strategy engagement, alignment, execution, optimization & realization in the region.
      • Coordinate the implementation of the strategic initiatives and Promising Conversation in the region.
      • Facilitate and support the roll-out of Our Promise 2030 in East Africa Region.
      • Coordinate regional office reporting on the strategy realization framework indicators and the World Vision International Board scorecard.
      • Participate in all key Partnership strategy network meetings organized by Strategy Realisation and Innovation (SRI) to ensure strategy alignment to Our Promise 2030.
      • Liaise with the Strategy Realisation and Innovation (SRI) on matters of methodology, use of tools, quality of work and integration with Partnership-wide standards.
      • Build staff capacity and ensure that they are abreast with partnership recommended strategy development methodologies and best practices.
      • Manage and coordinate both virtual and face to face Regional Strategy Realization meetings adhering to partnership standards as set out by Strategy Realisation and Innovation (SRI).
      • Coordinate standardized strategy measurement and reporting in NOs.
      • Track implementation of all Regional Strategy realization meeting recommendations with different stakeholders.
      • Strategic co-ordination of programme priorities for regional staff based on Our Promise 2030 and NO strategic priorities.
      • Support NOs, and coordinate Technical Service Operations (TSO) requests in the region.
      • Support NO metrics Programme Support Teams (PST), Strategy Support Team (SST), Global National Office Dashboard (GNOD) Partnership Strategic scorecard and Programme Capability Performance Review (PCPR) process.
      • Models and sector approaches.
    • Programme Effectiveness and Sponsorship:
      • Provide strategic leadership in Transformational Development, Development Programming Approach and integrated focus (Child Focussed, Christian and Community Empowering) in technical programs and AP planning, implementation, M& and reflection processes.
      • Work with the Senior Monitoring & Evaluation Advisor to roll-out the simplified LEAP 3 framework, guidance and tools to ensure implementation of quality programming standards across the region.
      • Provide leadership and support for NOs utilization of Horizon in order to achieve efficiency in DME processes.
      • Provide leadership and coordination for NO Design Monitoring and Evaluation (DME) capacity assessment and capacity building in the region.
      • Provide the regional Senior Leadership team (SLT) with relevant, systematic and timely evidence of DME achievements, challenges and gaps in NOs in the region to facilitate timely and evidence-based decision-making.
      • Contribute to development, review and improvement of Partnership DME guidance, standards, processes and tools.
      • Ensuring high quality of Child Well Being (CWB) measurements, reporting, programming systems and processes.
      • Ensure implementation of the principles for Decision Processes and Rights for Development, Review, Approval and Agreement of Community Engagement, Sponsorship Plans, Technical Programs and Area Programs under LEAP 3.
      • Coordinate development and scale up of innovative methods in Programme Effectiveness and sponsorship that contribute towards achieving Our Promise 2030.
      • Ensure that Senior Monitoring and Evaluation Advisor works very closely, along defined projects and collaborative initiatives, with regional office colleagues NOs to provide quality technical approaches, guidance and technical DME support to NO's.
      • Oversee implementation of various aspects of sponsorship transformation and ensure that Sponsorship is effectively integrated in end-to-end programming processes to achieve CWB.
      • Support implementation of new sponsorship models operationalization in NO’s.
      • Ensure end-to-end sponsorship processes/ systems are simplified and streamlined in NO’s.
      • Facilitate learning on use of child Monitoring information to inform programming in NO’s.
    • Faith & Development Functional Leadership and Coordination:
      • Oversee Faith and Development role in defining strategy, standards and enhance ministry performance aligned to Our Promise 2030.
      • Provide technical and management support to staff to ensure achievement of full implementation of Our Promise 2030.
      • Ensure that the technical lead provide adequate support to NO in technical skills building, development of technical approaches and programs.
      • Determine the strategic implications of the various reports on the performance of the functions as generated by (but not limited to) regional Quality Assurance (QA) and Finance, and global technical team.
      • Provide focused support to other key initiatives that enhance integration, learning and child well-being outcomes and Mission Immersion Programme in NO’s.
    • Evidence and Learning:
      • Ensure regional roles and NOs mainstream the use of EAR KM framework to ensure better practices are appropriately captured, shared and scaled up, in an integrated and effective manner.
      • Ensure regional and NO technical staff participation and contribution in relevant Community of Practice (CoPs) engagements.
      • Ensure high quality Child Well Bell (CWB) reporting and other regional reporting work is undertaken in a timely manner.
      • Support the documentation and management of the knowledge to ensure easy accessibility and storage of the knowledge in WV Central.
    • Coordination of Global/Regional Initiatives:
      • Coordinate regional integrated change teams to enhance integration and concerted efforts for effective programming.
      • Support regional initiative and ensure that they are mainstreamed into the regular business process as appropriate.
      • Coordinate collaboration amongst other regional entities for maximum impact.
    • Other Responsibilities:
      • Work collaboratively with other Partnership Strategy Realisation and Innovation (SRI) Network members from time to time.
      • Attend and participate in the monthly Operations Team and regular Senior Management team meetings.
      • Attend, participate or lead in morning devotions and weekly chapel services.
      • Perform other duties as assigned.

    KNOWLEDGE, SKILLS AND ABILITIES:

    • Master's degree preferred, in economics, business administration, public administration, international development or related field.
    • Broad and deep experience in several functions, esp. on international development and management and cross-functional senior management experiences within WV for 7-10 years.
    • Strategic Planning Knowledge and skills: Demonstrates an ability to perform strategic business planning including settling organizational objectives, overseeing competitive analysis, strategy communication and opportunity recognition.
    • International Development: Strong knowledge and understanding of humanitarian industry (relief, development, and advocacy), including how INGOs operate in the global, Regional and local contexts. Understanding WV current ministry and operations is critical.
    • Program Design and Management: Experience in program life cycles management especially in designing, planning, implementing, supervising and reporting on integrated development, relief and/or advocacy projects. 5 years should have been at a managerial level.
    • Finance and funding Knowledge: Applies understanding of the broad financial basis of the organization, strategic resource allocation, and understanding funding model.
    • Biblical Scripture Knowledge: Demonstrates knowledge of biblical scripture by accurately applying biblical scripture in decisions, recommendations, and actions.
    • Business Know-How: Applies a broad-based understanding of key business fundamentals with knowledge of World Vision’s organization, strategic relationships, and the business/political environment. Uses a high-level understanding of finance, operations, marketing, information systems, and human resources to manage across departmental and functional lines. Evaluates and manages risks to the organization at all levels.
    • Performance Management: Demonstrates ability to design and implement performance management system, monitor leadership performance, report and document performance, and develop recommendation for strategy development and goal setting.
    • Written Communication: Expresses ideas, thoughts, and concepts clearly and effectively in writing, using correct and appropriate grammar, organization and structure.
    • Computer Skills: Demonstrates effective computer skills, including use of Microsoft Office Suite, Lotus Notes, intranet and Internet, and various software applications and databases used in work efforts.
    • Language Proficiency: The ability to speak, understand and write fluently in English.
    • Effective in written and verbal communication in English.

    Preferred Skills, Knowledge and Experience:

    • Master's degree preferred, in economics, business administration, public administration, international development or related field.
    • Experience in programme measurement (monitoring, evaluation, impact assessment) including familiarity with global standards for metrics related to development and establishing M&E systems.5 years should have been at a managerial level.

    Work Environment/Travel:

    • The position requires ability and willingness to travel domestically and internationally up to 30%% of the time. Able to work and travel extensively internationally to attend various senior management and project meetings in country of assignment (i.e. National Office), region and WV Partnership. Travel is an essential function of the position requiring sufficient physical fitness to undertake the rigors of working and traveling (i.e. by car, truck, air, etc.) in a developing country as well as in the international arena.
