    Compliance Officer, Case-Ovc

    Job Description

    About the role

    The Compliance Officer be line managed by the Chief of Party and will support the CASE-OVC teams, consortium partners, and Local Implementing Partners (LIP) on compliance to the CASE-OVC cooperative agreement provisions, relevant USAID rules and regulations, Christian Aid policies and procedures including to Key Performance Indicators (KPIs) for quality programming including use and compliance with PROMISE for effective grant management. The role holder will set up compliance monitoring systems, produce compliance reports; build capacity of staff/partner/LIPs to optimise compliance, conduct compliance monitoring visits and commission compliance audits, and financial and risk monitoring, and recommend to the respective managers actions to be taken to improve compliance or sanctions for non-compliance.

    Three key results to be delivered by the role holder includes: -

    • Ensure capacity to and compliance to USAID rules and regulations, Christian Aid policies and procedures, and sub-award provisions for sub-grantees. The role holder will ensure effective risk management and ensuring strict compliance to relevant policies and procedures governing the CASE-OVC project, proper documentation, filing and reporting by CASE-OVC staff and sub-grantees
    • Provide prompt information required by internal Audit team, Country Manager, Chief of Party and/or other CASE-OVC managers and technical staff as necessary for them to take management decisions to improve compliance and sanction non-compliance.
    • Ensure, in liaison with the Chief of Party and Finance & Operations Manager, that relevant provisions in the CASE-OVC cooperative agreement, USAID rules and regulations, and Christian Aid granting provision are incorporated into all relevant sub-awards and contracts and capacity is built by sub-grantees to comply with these provisions.
    • Provide continuous feedback to the Project management team, Regional teams and all Sub-recipients on performance against compliance expectations.

    You are a person of integrity with a zero-tolerance attitude towards fraud, embezzlement, and corruption and you will model and promote in your role the three key desired behaviours–self-leadership, teamwork and decisiveness.     With line management from the Chief of Party, you will be based in the Nairobi Office, with frequent travel to regional teams and sub-awardees on monitor compliance issues. You hold at least a bachelor’s degree in Business studies, Accounting, Finance or related field relevant to the position requirements. You have at least 3 years of experience in financial management auditing grants and contracts from institutional donors for large complex activities. Having 2 of these years working in the field of international development and managing USG funded activities of similar scope would be a great advantage. You will have experience of effectively setting up and managing donor compliance monitoring systems, developing and implementing relevant compliance tools. You will need to demonstrate ability to effectively supervise and provide clear guidance to teams on compliance, oversee compliance to project agreements/contracts, Donor rules and regulations, and Christian Aid policies and procedures and to deal satisfactorily with breaches.

    You will have ability to think creatively to navigate the complexities and uncertainties and the ever-faster pace of change in the development world and operating context in Kenya. You will also demonstrate ability to translate thinking into results in a timely manner. In doing so, you will facilitate your team to collaborate with other key functions programmes, regional teams, and London finance & operations teams among others.

    Finance & Operations Manager - case ovc project

    Job Description

    Christian Aid requires a Finance & Operations Manager for a 5 year USAID OVC programme to manage the finance, granting and operational due diligence of the programme.

    About the role

    The Finance & Operations Manager will oversee all aspects of administration and financial management, including accounting systems, budgeting, expenditure tracking, financial reporting and human resources for both the prime partner and any sub-awards. He/she ensure quality and excellence in delivery of the programme in line with USAID and CA financial, granting and operational policies, systems and guidelines.

    Three key results to be delivered by the role holder includes: -

    • Efficient financial and operational implementation and oversight through effective internal systems, checks and controls. The role holder will ensure administrative, logistical, human resource, security, and health and safety functions are efficiently administered to support the CASE OVCs implementation and delivery of results.
    • Effective compliance and risk management in the due diligence, compliance, documentation and operational practices as per Christian Aid policies and procedures and donor rules and regulations.
    • Provide accurate, timely and complete information required by Chief of Party and all managers and technical specialists to ensure effective planning and project and budget management, strategic investment, tracking expenditure and joining dots between expenditure and results delivered by partners.

    About you

    With line management from the Chief of Party, you will manage field staff to deliver results above. You hold at least a bachelor’s degree in Business, Accounting, Finance or related field relevant to the position requirements. You have at least 10 years of experience in financial management for large complex activities, of which at least five years were working in the field of international development and managing USG activities of similar scope.

    Knowledge Management & Communications Officer - Case Ovc

    The Knowledge Management and Communication Officer will be part of the team on the CASE-OVC project funded by USAID and work in collaboration with other functional units led by Chief of Party for effective programme communication and knowledge management.

    The role will support the effective project communication, knowledge management, donor branding and marking, and documentation of the programs achievement, failures and lessons. The role holder will lead in regular content generation for communication to stakeholders including communities, partners, internal audiences, USAID, government authorities, and the general public. The role will be responsible for project’s website and social media management. In collaboration with implementing team, he/she will lead in photography/videography, branding and visibility plus creation and management of IEC materials. The role will support with capacity building of project staff and local implementing partners on communication and knowledge management. S/he will lead project in editorial responsibilities. (40%)

    In line with Christian Aid and donor policies, the role will support the project in knowledge management both internal and external. It will internally be handling, managing and making information easily accessible to all that need it. For external issues, the role will work in collaboration with Chief of Party and technical specialists in creating, organizing, sharing, and using information and experiences. (20%)

    S/he will engage with donor reporting and project management team to ensure evidence-based reporting and communication products are developed through planning, drafting, proof-reading, fact-checking and cite-checking project documents as needed (15%)

    The role will ensure a strong linkage exists between the project and Christian Aid’s advocacy agenda. Through advocacy communication and marketing, he/s will develop and nurture relationships with relevant stakeholders in the CASE-OVC project including County Government and other development partners. (15%).

    Key Outcomes :

    • Develop and implement the project communication, knowledge management and branding and marking strategy and annual plans to advance the USAID CASE-OVC programme visibility.
    • Work with technical teams to capture, document and develop a collection of success stories, failures, and lessons learnt from the field and have a library of stories for use in reports, articles, communications activities, impact assessment and for fundraising purposes.
    • Support the development of project deliverables, including coordinating information gathering for monthly, quarterly, and annual reports and for annual work plans, and support with writing and proofreading technical reports and research publications.
    • Event coordination and management providing communication and media support to the technical teams on prioritized special events, days, moments, research disseminations meetings, workshops and conferences.
    • Manage the branding and marking for CASE-OVC activities, events, assets, offices and communication material etc in line with USAID branding and marking plan and guidelines.
    • Capacity building and support to project staff and local implementing partners in communication, branding & marking, collection of communications content including use of photography, video, journals, and story gathering, and photo evaluation among others.
    • Ensure data protection, safeguarding and child protection in all communication and knowledge management data collection, storage, sharing and dissemination in line with the General Data Protection Regulations and relevant legislations.

    The role is based in Nairobi, Kenya. The Knowledge Management and Communication Officer is a key position for overseeing all aspects as pertains to communication, knowledge management, branding and marking, and documenting content for the USAID CASE- OVC grant. The role is key in providing support to CASE-OVC to ensure excellence in project’s communication to stakeholders through documentation, content generation, social media and website management, advocacy communication with partners and communities, branding and visibility, and knowledge management.
