    Gender, Youth and Social Dynamics Lead

    Position Purpose

    The Gender, Youth and Social Dynamics Lead (GY&SD Lead) will be responsible for effective integration and mainstreaming of gender and youth considerations in a USAID Title II Food for Peace funded Development Food Security Activity (DFSA) throughout the entire award period to ensure compliance with the USAID Food for Peace commitment to gender integration and female empowerment, and positive youth engagement in development as keys to realizing intended outcomes. The GY&SD Lead should have an in-depth understanding of gender, age, and other socio-cultural factors in the context of food security programming; a demonstrated capacity to design and implement a gender analysis, including the collection and analysis of sex-disaggregated data (qualitative and quantitative) from a broad range of sources to identify gender and youth-based issues (constraints / weaknesses and opportunities / strengths) that must be considered for the project to achieve its intended outcomes; and the ability to integrate the findings from the gender and youth analysis into project design, implementation and monitoring and evaluation. This role will also have skills in participatory data collection and facilitating collaborative problem solving; and the ability to foster commitment and build capacity among activity staff and in-country actors to support gender integration and female empowerment. This position will work closely with the COP to understand program goals, to meet expectations and lead assessments to identify protection risks to gender issues, to map points of entry and support structures for reinforcement. The GY&SD Lead will analyze trends of gender and youth engagement and identify national gaps and develop/adjust program strategies to meet needs; contribute to program design and the preparation of concept notes and proposals; identify needs of implementing partners for training and supervision.

    Key Result #1 – Program Management, Development, Monitoring and Evaluation.

    • Provide leadership in planning, implementation and monitoring of gender and youth focused strategies and interventions;
    • Ensure gender and youth considerations are integrated/mainstreamed throughout the various sectors of the project;
    • Conduct formative researches to identify gender and youth specific barriers/constraints (such as social and economic) inhibiting inclusive development, as well as gender- and youth- based strengths/opportunities that could foster development in the operational areas and provide recommendations;
    • Lead the design and implementation of gender and youth analysis studies, including, developing research protocols and data collection tools, supervising data collection, facilitating focus group discussions, and analyzing sex-and age-disaggregated data from a broad range of sources for the identification of gender and youth specific issues;
    • Develop a gender and youth integration plan drawing from the findings from the gender and youth analysis to effectively guide gender and youth integration into all aspects and stages of the project ( design implementation and monitoring and evaluation) as applicable, and throughout the project’s duration;
    • Develop a gender and youth integration strategy for DFSA;
    • Demonstrate in-depth understanding of gender, the unique needs of youths by gender, age and other socio-cultural factors in the context of food security programming;
    • Establish and maintain relationships with stakeholders to ensure gender and youth integration in the project is achieved;
    • Design gender training and train consortium field staff and staff of government and other stakeholders on gender and youth integration and empowerment in food security programming;
    • Identify and document best practices of the project in implementing gender and youth components for learning with partners;
    • Participate in monitoring and evaluation to ensure gender and youth sensitivity in the monitoring and evaluation process;
    • Collect data and figures from field team and compile and submit monthly quarterly and annual reports of ongoing projects to the COP.

    Key Result #2 – Coordination and Advocacy.

    • Develop and maintain strong working relationships with all stakeholders – including community leaders, NGOs, UN agencies, and community based organizations to enhance multi-agency and multi-sectoral cooperation and coordination. Develop and maintain constructive relationships with key local government and Ministry officials;
    • Ensure FH actively participates in cluster and sector meetings at county level;
    • Provide continuous monitoring of gender, youth and social inclusion activities, including knowledge and information sharing for continuous learning;
      Maintain an open dialogue with all relevant sectoral and inter-agency actors in operation sites.

    Education and Experience:

    • Bachelor’s degree (B. A.) in a relevant academic area and seven years of field experience at the community level is required;
    • Preferable is a Master’s degree in gender, sociology, social work, public policy, international relations or related fields and a minimum of five years of experience in economic development programming related to gender and youth, with two years at a managerial level; or equivalent combination of education and experience.

    Monitoring and Evaluation Lead

    Food for the Hungry is seeking applicants for the Monitoring and Evaluation Lead of an anticipated USAID Title II Development Food Security Activity (DFSA) program in Kenya. The program will use an integrated, multi-sectoral approach to sustainably reduce acute malnutrition levels among vulnerable groups in northern Kenya. Program implementation will utilize a phased approach with the first 18 to 24 months focused on a research and collaborative design phase, followed by a second phase of systems-driven implementation and institutional strengthening.

    Position Purpose

    The Monitoring and Evaluation Lead (M&E Lead) is responsible for guiding the overall M&E strategy and implementation related activities within the USAID Title II Food for Peace funded Development Food Security Activity (DFSA) project and providing timely and relevant information to all project stakeholders. Critical tasks for the M&E Lead are to manage and further enhance the M&E system, ensuring it is implemented effectively including data collection activities, survey work, analysis and M&E reporting. To accomplish these responsibilities the M&E Lead works closely with all parties involved in M&E design and implementation including: project managers and field staff, representatives from partners and key stakeholder groups, external consultants and donors.

    Key Result #1 – Ensure effective roll out and management of monitoring and evaluation systems.

    • Manage and oversee the collection and organizing of information in accordance with program’s M&E Systems and M&E Framework;
    • Track performance on established input, activity, output, effect and impact indicators to measure achievement and track progress towards intermediate results and overall program strategic objectives;
    • Work closely with program managers and technical coordinators to process, analyze and use this information to improve management, make necessary adjustments, and assess certain trends;
    • Design, plan, coordinate and report on the major periodic events associated with individual programs, namely: baseline survey, mid-term evaluation and final evaluation;
    • Through aggregation of information and analysis at a national level, provide annual progress reports on national level strategic objectives;
    • Ensure that monitoring, data collection and reporting take root in the process of program implementation;
    • Set-up or adapt FH Kenya M&E policy, its yearly implementation plan and update (including monitoring and evaluation plans, targets);
    • Ensure that all project beneficiaries are registered into the system, that there is no duplication, and 100% cross validation or all beneficiaries registered.

    Key Result #2 – Ensure the highest quality of the M&E data for reporting and learning.

    • Conduct data quality training for project staff;
    • Ensure that information systems are in place to collect data on all indicators required by the donor and necessary for project decision making;
    • Monitor data quality through the processes of collection, collation, storage, analysis, and reporting, ensuring that data is audit worthy and where problems exist, support the identification of solutions to challenges faced;
    • Conduct spot checks at the individual site and community level to evaluate adherence to programming standards and visually verify information reported through the normal reporting systems;
    • Compile and present program information for internal monthly, quarterly and annual reports as well as donor required annual reports such as FFP’s Standard Annual
    • Performance Questions (SAPQ) or the Standardized Indicators Performance Tracking Table.

    Key Result #3 – Ensure facilitation of knowledge building and knowledge sharing in monitoring and evaluation.

    • Train field staff in using the M&E system and provide support for any capacity issues related with the system;
    • Provide training and capacity building for consortium staff in effective monitoring and evaluation tools and procedures;
    • Manage the correct and effective use of routine monitoring tools to regularly assess changes in adoption of improved practices, pre/post tests, Quality Improvement and
    • Verification Checklists, and Barrier Analysis to identify determinants of behaviors so that more effective behavior change can be encouraged;
    • Ensure transfer of monitoring and evaluation skills to a local community level through participative training and development of community based systems.
    • Search, collect and share new approaches and tools regarding designing, monitoring and evaluation for the consortium;
    • Provide insight to the project management for appropriate action based on data from project performance;
    • Work in coordination with Research Lead to provide evidences to refine ToC.

    Key Result #4 – Improve and further develop M&E tools and systems to monitor impact.

    • Further develop the M&E System and processes to function more efficiently in providing relevant, timely program assessment information to key stakeholders within the organization as well as external partners and community level groups;
    • Develop a national M&E System to harmonize and where possible, standardize the indicators and processes which are used in different sites, with different programs and donors;
    • Assist in developing a community based early warning system through h monitoring of defined trigger indicators and a community level and triangulating this information with other early warning stakeholders;
    • Take a lead role in integrating M&E into new program design and implementation planning;
    • Facilitate the work of any external program evaluators and take a lead role in ensuring follow-up of their recommendations;
    • Support operations team in the perspective of program growth and designing.

    Research and Design Lead

    The Research and Design Lead will provide technical leadership to formative research activities, refinement of the Theory of Change, and development of a locally adapted programmatic approach to sustainably reduce levels of acute malnutrition in the arid and semi-arid lands (ASALs) in Kenya within the USAID Title II Food for Peace funded Development Food Security Activity (DFSA) program.     Strategic Learning Lead

    Position Purpose

    The Strategic Learning Lead will work closely with the Research and Design Lead and Monitoring and Evaluation Lead to ensure coordination, collaboration and learning across all projects in FH implementation areas, to include reflective, intentional, and adaptive learning exercises within and across our multi-sectoral activities with the goal to reduce acute malnutrition within the USAID Title II Food for Peace funded Development Food Security Activity (DFSA) program. This role will ensure robust stakeholder coordination by activity staff with entities including local partners, USG, Government of Kenya, international donors, multilateral organizations and private sector investments. Additionally, the position will improve peer-to-peer learning, knowledge sharing and application, activity-based capacity strengthening, evidence and data utilization, and collaborating, learning and adapting (CLA).

    • Work with the project team to identify the key thematic priorities for learning to sustainably reduce the level of malnutrition;
    • Work closely with program team to agree on priorities and ensure project annual plan includes learning outcomes and support these the first year of implementation and subsequently in rolling these out;
    • Contribute to the development of annual plans and reports and other biennial and time bound plans for specific outcome areas and provide leadership in ensuring learning as a strategy and commitment is effectively planned for and tangible results are included in the annual targets;
    • Prepare high quality learning documents on identified themes by supporting the capturing of best practices and outcomes from learning initiatives, with the technical specialists, Strategic Research and M&E Leads;
    • Collaborate with FH’s Learning and Evaluation Team on the various platforms, tools, templates and resources;
    • Work closely with the Monitoring and Evaluation (M&E) Lead to ensure performance data is relevant and useful and is analyzed regularly to enable reflection, adaptation, and continuous improvement;
    • Participate in regular senior management meetings and provide insights to inform technical and operational decisions.

    Systems Strengthening and Institutionalization Lead

    Food for the Hungry is seeking applicants for the Systems Strengthening and Institutionalization Lead of an anticipated USAID Title II Development Food Security Activity (DFSA) program in Kenya. The program will use an integrated, multi-sectoral approach to sustainably reduce acute malnutrition levels among vulnerable groups in northern Kenya. Program implementation will utilize a phased approach with the first 18 to 24 months focused on a research and collaborative design phase, followed by a second phase of systems-driven implementation and institutional strengthening.

    Position Purpose

    The Systems Strengthening and Institutionalization Lead (SSIL) will be responsible for building effective working relationships with government ministries, county-level organizations and officials, and local institutions to support the USAID Title II Food for Peace funded Development Food Security Activities (DFSA) program. The role will additionally provide technical leadership and management in the development and execution of systems strengthening and capacity building efforts; and ensuring close consultation and incorporation of ongoing feedback from relevant officials over the life of the DFSA.

    Key Result #1 – Systems Strengthening.

    • Support the development of food security and health systems strengthening strategies for implementation throughout the award;
    • Provide technical support in the development and execution of systems strengthening to support project activities;
    • Develop adequate monitoring tools for the implementation of the systems and advice course correction where necessary in consultation with the Chief of Party;
    • Oversee implementation of robust accountability mechanisms across all project components;
    • Provide technical support for Quality Improvement/Quality Assurance interventions.

    Key Result #2 – Coordination and collaboration for enhanced program synergies.

    • Ensure close liaison and consultations with internal and external stakeholders to collect a incorporate feedback into project activities;
    • Support capacity building initiatives and provide continuous mentorship to staff and partners at county level on systems strengthening;
    • Build effective working relationships with consortium partners, government ministries, county-level officials and local institutions;
    • Provide technical assistance to government ministries on food security and health systems strengthening.
