    WISH 2 - Administrative Assistant (Open to Kenyan Nationals Only)

    Job Description

    The International Planned Parenthood Federation (IPPF), Africa Regional Office WISH 2 Project is looking to fill the position of Administration Assistant.

    The post holder will provide general administrative, procurement and logistical support to the WISH 2 project.

    Duties and Responsibilities

    • Receives visitors and informs staff of their arrival give them directions and signs them in and out
    • answers the telephone and takes messages when necessary
    • makes appointments when request
    • Sign for all incoming mail, invoices, parcels and directs them accordingly
    • Ensures a proper filing and record keeping system for WISH documents
    • Files the additional information requested (e.g. newsletters, etc.)
    • Monitors the status of the communication equipment – telephone/ copier etc and reports any malfunction
    • Builds and maintains positive relationships with all members of the WISH team, ARO
      Office and contacts with relevant Central Office staff and individuals outside the Federation
    • Liaise with the Africa Region team on all matters relating to Government ministries and agencies (Foreign Affairs/Home Affairs/ Immigration Dept./Kenya Revenue Authority etc.) on matters pertaining to the status of IPPFARO local and non-local staff
    • Supports in duties pertaining to travel and other logistical arrangements including – travel and accommodation, hotel bookings, taxi services, submission of claims etc;
    • Provides administrative support to organization of conferences, workshops and other events including logistics and preparing materials for meetings such as agendas, handouts etc
    • Ensures conformity with IPPFARO Health and Safety regulations and in particular the protocol with respect a fire outbreak and/or other emergencies and to ensure that fire exists are free from blockages which render the evacuation of staff and visitors difficult in the event of a fire
    • Requisitions and maintenance for office supplies including stationery, kitchen items and other routine supplies and ensures they are replenished in a timely manner;
    • Support the programmes in various administrative tasks as may be requested from time time
    • Provide support to various team members as may be requested and any other duties that may be assigned from time to time

    QUALIFICATIONS & PROVEN ABILITY

    • Degree in Business Administration or its equivalent
    • Three years relevant experience in administration and preferably in the NGO sector.
    • Strong IT skills (Word, Excel)
    • A high degree of diligence and attention to detail.
    • Good interpersonal, communication and negotiating skills, flexibility and a team
    • Professional manner linked with tact and diplomacy
    • Adaptable, able to switch from one task to another as the need arises
    • Good organisational skills along with the ability to prioritise tasks
    • Ability to maintain a high level of confidentiality

    Human Resource and Office Coordinator (Open to Kenyan Nationals Only)

    Job Description

    The International Planned Parenthood Federation (IPPF), Africa Regional Office WISH 2 Project is looking to fill the position of Human Resource & Office Coordinator.

    The role is to provide advisory and technical HR support services to support to the WISH project team in ensuring that the staff recruitment, induction and daily management of staff is carried out in line with the International Planned Parenthood Federation, Africa Regional Office policies and procedures. This position will liaise closely with the Chief Human Resource and Administration at Africa Region Office to ensure consistent application of policies and procedures.

    The role will also oversee all administrative and support services and ensure that all services are running efficiently and effectively.

    Duties and Responsibilities

    • · Working closely with Africa Region Office, HR to oversee completion of key administrative HR processes (e.g., staff contracts, holidays, general work permit issues payroll, benefits, relocation management, terminations etc.) to ensure effectiveness and accuracy in implementation and execution
      Liaise with ARO to manage staff benefits medical, insurance, pension and provident funds scheme
    • Recruitment – take a lead role in the recruitment and onboarding of staff
    • Support line managers in the performance management process
    • Provide advice on conflict management
    • Provide guidance on HR matters to managers and staff
    • Implement HR ARO policy in the WISH project and support in the creation of a conducive work environment aligned to best practice
    • Support developing overall HR strategy and tools
    • Provide clarification requested on conditions of service, entitlement and benefits and ensure continuous feedback to concerned offices and staff members on status of recruitment
    • Working closely with the HR Africa Region Office to support the HR annual plan preparations

    • Maintain leave management system and ensure that leave records are up to date and well documented
    • Maintains personnel files and ensures that files are up to date
    • Support the ARO HR Office primarily in recruitment of staff and in various HR tasks as may be requested from time to time.
    • Maintain a safe and secure work environment and ensure that the office environment is kept clean and breakages repaired/ replaced
    • Lead office management for office. Supervise welcome desk, facility management in office (Insurance, health & safety, parking allocations, moves, etc.)
    • Manage daily administrative operations of the office and assist all units in resolving problems related to the day-to-day operations

    QUALIFICATIONS & PROVEN ABILITY

    • Bachelor’s Degree in Business or related discipline
    • Higher Diploma in HR or CHRP
    • 5+ years of experience as an HR generalist with HR experience in leading organizations
    • Must be a member of IHRM
    • Knowledge of Labour and Employment Laws and HR Regulatory Guidelines

    Risk Assurance Manager

    Job Description

    The International Planned Parenthood Federation (IPPF), Africa Regional Office WISH 2 Project is looking to fill the position of Risk Assurance Manager.

    The post holder will be responsible for developing and maintaining risk management across the WISH Consortium. This position requires a knowledge of the context in which the WISH Consortium is working, the ability to apply risk frameworks and standards, experience with planning and implementation, excellent interpersonal skills, and the ability to work well in a multicultural environment.
    Duties and Responsibilities

    • Work internally with the Executive Advisory Board, the WISH Management Team (as risk holders), the IPPF internal audit team and the Communications Manager
    • Work externally with the DFID team as delegated by the Executive Director, and Consortium partners compliance/audit/investigation units
    • Ensure gender is effectively mainstreamed within the remit of the post and in line with IPPF’s Gender Equality Policy
    • Build and maintain positive relationships with all members of staff, and contacts within and outside the Federation.
    • Undertake such other reasonable duties as may be requested from time to time.
    • The candidate must demonstrate an understanding of and commitment to safeguarding in local and international context and demonstrate a willingness to sign and adhere to IPPF’s Code of Conduct and Safeguarding Policies
    • Develop, drive and maintain the WISH risk management process across the project and Consortium
    • Manage the Consortium risk register and ensure that each identified risk has an owner, of an appropriate level of seniority, and that a plan is in place which is being tracked and followed up
    • Ensure that the Risk Management Register (including Clinical Governance) is included at WISH Consortium Management Meetings and that, if appropriate, changes in risk levels are escalated to the Executive Advisory Board and in due course IPPF’s Governing Council (via the WISH Executive Director)
    • Develop/enhance the WISH Consortium’s risk management processes, tools and templates and facilitate and support the identification, assessment and reporting of risks across the Consortium
    • Ensure that all partners are aware of DIFD’s Security Policy and are up to date with any
    • Ensure logging of all incidents, appropriate investigations, follow up and lessons learnt
    • Support the Executive Director, the Operations Director and the Consortium and DFID for incident reporting; ensuring that the Executive Director or relevant members of the Management Team have a clear understanding of DFID’s requirements and tracking follow up actions; and, updating DFID appropriately
    • Work closely with Internal Audit, Investigations, Safeguarding, Safety and Security staff across the Consortium ensuring that there are clearly understood protocols for information sharing and appropriate actions are taken in light of the relevant information
    • Enhance risk management awareness and capabilities across the consortium
    • Identify and analyse sector trends to continuously improve the Consortium’s risk management approach, including the identification of gaps in processes and capabilities

    QUALIFICATIONS & PROVEN ABILITY

    • Advanced University degree in business/public administration, conflict in fragile state environments, risk assurance/management, finance, accounting, international development, audit or other relevant field, or First University degree.
    • At least 5 years of relevant risk management and compliance experience in international aid field contexts with an understanding of ethical (including both fiduciary and safeguarding), safety and security issues in the development sector
    • Previous experience working in development or in the humanitarian sector
    • Experience in overseeing, supporting and/or establishing an ongoing risk management process
    • Demonstrated experience in facilitating processes and decisions with cross-functional, senior stakeholders

    Action Programme Co-Ordinator (Open to Kenyan Nationals Only)

    Job Description

    The International Planned Parenthood Federation (IPPF), Africa Regional Office WISH 2 Project is looking to fill the position of ACTION Programme Coordinator.

    The post holder will be responsible for supporting the Heads of Region WISH2ACTION in the co-ordination and follow up of various programme delivery activities ans specifically support in follow up for countries with no Country Managers.

    Duties and Responsibilities

    • Support and facilitate the operationalization of smooth partnership between WISH2ACTION consortium partners in the country including chairing consortium meetings, meetings with government, DFID and other stakeholders
    • Provide support to all consortium partners in the various country to implement the project in cost-effective and efficient ways (identifying synergies within the project and with other similar programs, identify challenges and contribute to solution seeking, documenting and promoting promising, good and best practices)
    • Serve as a link between WISH2ACTION Hub and the MA and consortium partners in the country (and vice versa) for various technical, operational, financial and administrative needs. As well as, sharing progress, achievement, success stories, challenges, feeback, guidelines, tools, etc.
    • Identify, trouble shoot and escalate issues of concern from the MA and/or consortium members to the WISH2ACTION Hub through the Head of Region
    • Undertake project site visits to assess project implementation, identify challenges and contribute to solutions
    • Support coordination of strong and effective links between various partner efforts to ensure successful delivery of WISH targets
    • Ensure data reporting timelines and quality standards are met, including rollout of WISH data platform and support of data quality action plans
    • Coordinate monthly data reviews with country stakeholders
    • Oversee annual client exit interview process and periodic data collection initiatives such as Barrier Analysis and PEER methodology, including contracting of local researchers, ensuring adherence to protocol and timelines, and supporting logistical arrangements
    • Ensure gender is effectively mainstreamed within the remit of the post and in line with IPPF’s Gender Equality Policy
    • To undertake such other reasonable duties as may be requested from time to time.

    QUALIFICATIONS & PROVEN ABILITY

    • Master’s degree in a relevant subject with at least two years of relevant work experience

    • Experience working with and managing health and FP programmes implemented by the public, private or NGO sector
    • Excellent project management and coordination skills and experience, particularly with regards to programme quality, financial management, risk management, and donor compliance, with a proven track record in these areas;
    • Proven experience in coordination and liaison roles for projects implemented by multiple partners
    • Proven experience in managing partnership with government bodies such as MoH, MoG
    • Proven ability to manage multiple, complex and often competing tasks/projects
    • Proficiency in Arabic is a must

    Procurement & Commodity Security Manager

    Job Description

    The International Planned Parenthood Federation (IPPF), Africa Regional Office WISH 2 Project is looking to fill the position of Procurement & Commodity Security Manager.

    The Post Holder will be responsible for the procurement and commodity security process of the DFID funded WISH2 project for the project management hub in Nairobi and the members associations involved in the project.

    Duties and Responsibilities

    • Procurement policies and processes
      • Ensure appropriate procurement policies are defined, and being followed by all WISH2 Member Associations
      • Liaise with Head of Supply Chain to continuously align processes with IPPF Central Office Supply Chain strategy
      • Promote procurement best practice and standard processes throughout WISH2
      • Work with MA’s to review DFID compliant processes and procedures are in place and identify opportunities to improve processes and systems
      • Provide guidance to country programmes and central functions on procurement best practices including supplier selection, sourcing, procurement operations, supplier and category management
    • Manage the procurement function of the WISH2 Hub in Nairobi working in line with WISH procurement strategy and processes
      • Working in alignment with the Africa Regional Office team and systems, identification and effective sourcing of new equipment, goods, supplies and services for the function of the WISH2 Hub liaise with Member Associations to advise on use of different procurement mechanisms for different project requirements
      • Ensure Member Associations have procurement plans in place, based on quantification and forecasting and to ensure timely order placement with procurement teams
      • Ensure Member Associations have completed and whole procurement documentation that is IPPF & DFID compliant
      • Maintenance and monitoring of internal controls including documentation of processes
      • Review operational performance and provide advice and guidance on procurement matters, this may include specific project performance review or critical project/agreement reviews
      • Identify and implement opportunities for process improvements
      • Review MA WISH2 local procurement processes are in compliance with WISH2 Procurement strategy and processes.
      • Increase and improve MA capacity in procurement process via calls, webinars, visits and guidelines
    • Manage timely quantification and order placement for Family Planning commodities for the WISH2 project Member Associations and manage and advise on the routes to market
      • Active communication with Regional Offices and/or WISH2 Member Associations to ensure that they have timely information and their procurement needs are met for the project within the MA’s whole programme
      • Works with WISH2 MA’s to understand their stock levels and forecast their FP commodities for the WISH2 project and in the context of their FP programme in order to avert stock outs
      • Liaises with WISH2 MA’s to alert global procurement manager and WISH2 Programmes Director to any country level commodity shortages or crises
      • Support and facilitate relationships of MA’s and UNFPA in country
    • Establish a strategic relationship with UNFPA country office colleagues to support WISH2 project supplies
    • Work together with IPPF CO and regional Supply Chain Colleagues on establishing a holistic UNFPA relationship for WISH2 in harmony with IPPF needs
    • In coordination with RO and CO colleagues ensure UNFPA have up to date information on WISH2 MA consumption and stock levels as required.

    QUALIFICATIONS & PROVEN ABILITY

    • Master’s degree in international business, supply chain management, logistics (or equivalent).
    • Preferably CIPS Qualified (or equivalent)
    • Minimum of 5 years management function in a procurement environment - essential
    • Experience of working in a multi-national environment – desirable
    • Experience working with international pharmaceutical supply chains in low- and middle- income countries - essential
      Substantial experience in (Public) Health related Procurement and Supply Chain operations – essential
    • Regulatory experience - desirable
    • Up-to-date knowledge and training in Good Distribution Practice - essential
    • Experience in dealing with international agencies like UNFPA - desirable

    Commercial Manager - (Open to Kenyan Nationals Only)

    Job Description

    The International Planned Parenthood Federation (IPPF), Africa Regional Office WISH 2 Project is looking to fill the position of Commercial Manager.

    The Commercial Manager is the role of an accountant with both commercial and donor contract experience who supports the sub-contracting and budgets of member associations and partners to implement a performance by results efficient implementation and value for money spend according to the contract targets and donor compliance.

    Duties and Responsibilities

    • Ensure effective DFID/IPPF project financial management and reporting systems are in place in member associations (MA) and partners in order to manage donor compliant and efficient project spends against budget.
    • Collect, prepare and analyse MA and partner project required reports in a timely manner in order to meet internal and external deadlines for submission in order to receive payments from the project and donor
    • Coordinate with the Commercial Deputy Director on the oversight of all project financial processes and transactions, including the disbursements of funds and verification and approval of financial reports from subcontractors and a defined group of MAs’
    • Lead the adherence to key financial controls for the project, including budgeting, management reporting and forecasting, procurement policy, travel policy, bank reconciliations and treasury management, to ensure donor compliant project finance management
    • Review programmatic documents and other approval request documents to ensure budget feasibility, compliance with forward-funding guidelines, appropriate methods of financing/payment, and adequacy of financial reporting
    • Review and correct project budgets and reports prepared by MAs, giving support and capacity building to MA teams to build expertise and excellence in country
    • Develop methodologies and templates for compiling cost information and to provide coaching and guidance to technical staff at CO, ROs and MAs to ensure cost and activity information is correctly prepared
    • Work closely with other commercial advisors, data analysts and programme teams to analyse and report on the results of the project and advise where improvements can be made
    • Provide in-house training to staff on financial and contractual compliance as required; arrange external training as required
    • Travel to MAs as part of evaluation teams and contribute from a financial perspective, ensuring that appropriate financial management and systems and controls are maintained in beneficiary countries
    • Ensure gender is effectively mainstreamed within the remit of the post and in line with IPPF’s Gender Equality Policy

    QUALIFICATIONS & PROVEN ABILITY

    • Degree or equivalent standard of education
    • Master’s degree is an added advantage
    • Qualified accountant or equivalent
    • Evidence of professional development particularly in business skills desirable
    • Working knowledge of Arabic would be a distinct advantage.
    • Advanced application in managing the accounting and finance component of large donor-funded programmes and setting up the accounting and finance function for a large restricted funded project
    • Experience of DFID or institutional donors is essential and reporting requirements
    • International experience (particularly developing countries) desirable.
