    Senior Technical Advisor OVC

    Position purpose

    The Senior Technical Advisor -OVC is responsible for the technical oversight of the project and is specifically responsible for project implementation that relates to community, the vulnerable children and families, and ensure strong linkages with facility level and other service delivery points.

    Key Responsibilities

    • Provide technical leadership in the development and implementation of strategies, interventions and activities that address the holistic needs of vulnerable children in a friendly manner, including their health, education psychosocial, protection and economic strengthening needs.
    • Ensure that the project engages children in all stages of the project to promote child participation, leadership and ensure that their perspectives are taken into consideration.
    • Ensure that project strategies and activities addressing children and adolescents are evidence-based and in line with state-of-the-art, globally-recognized best practices aligned to national policies.
    • Ensure the project addresses the needs of highly vulnerable sub-groups of children, such as adolescent girls, HIV positive children and children living with disabilities.
    • Ensure all child -focused strategies are gender-sensitive and promote equitable programming.
    • Promote integration across a range of services for children to take a holistic, family-centered approach to improving their wellbeing.
    • Build capacity of staff, implementing partners, government counterparts, and other stakeholders in working in child-related services under the project.
    • Contribute to work plans, quarterly and annual reports, financial reports, and other reports
    • Monitor and maintain relevant manuals, training materials and reports for youth interventions.

    Requirements

    • A master’s Degree in social sciences or related field.
    • Eight years of experience implementing OVC programs in a development context, with five of these years in Sub-Saharan Africa, preferably Kenya. During this period she/he should have been involved with social services and or public health project design, implementation, reporting and evaluation.
    • Demonstrated state-of-the-art experience at a mid- or senior level in at least three of the following areas: child protection, household economic strengthening, social protection, education, health and nutrition including HIV/AIDS care and support; quality improvement; social service systems strengthening, including social services workforce; M&E; and operations research.
    • Five years demonstrated experience in managing, coordinating and supervising a team working with local community organizations, families and communities.
    • At least five years demonstrated skills in project design, implementation and reporting, preferably for USAID funded programs.
    • Demonstrated ability to work effectively with government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level.
    • Professional level of oral and written fluency in English language
    • Strong writing skills about program activities, outcomes and impact

    Chief of Party

    Goldstar Kenya seeks a Chief of Party (COP) for an anticipated, USAID-funded program to support, expansion and provision of quality integrated HIV/AIDS clinical services in Kenya. This position is contingent on award.

    Position purpose:

    The Chief of Party (COP) will provide strategic and operational leadership to develop and implement a successful and integrated multi-sectorial program. S/he is responsible for overall leadership and management in project implementation and quality assurance for process and projected outcomes based on international standards and best practices. S/he provides technical direction, vision and leadership to establish and strengthen implementation of integrated and comprehensive HIV clinical and OVC activities in supported counties.

    Key Responsibilities:

    • Ensure adherence to overall technical and programmatic quality in implementation, compliance with USAID rules and regulations.
    • Ensure timely submission of all deliverables to USAID, including annual work plans, performance monitoring plans, semi-annual reports and annual reports as required.
    • Responsible for the overall direction and coordination of the activities of any sub-recipient partners.
    • Act as the primary liaison with USAID
    • Manage project staff to ensure proper reporting, financial management, and compliance.
    • Coordinate with government and other stakeholders to ensure that activities complement ongoing initiatives and adhere to country and global standards.

    Minimum Requirements:

    • A Master’s Degree in public health, social services, management, or business administration, or related field.
    • At least seven years demonstrated, recent, experience within the capacity as senior staff in some aspect of HIV/AIDS prevention, care and treatment; and/or quality improvement/quality assurance; health systems strengthening; M&E; and operations research.
    • At least seven years’ experience in managing complex public health programs or programs of similar scope and size, including program, financial and administration management, award contractual compliance, sub-award management, and tracking project performance and costs via specific funding streams.
    • At least five years of experience in development, managing, overseeing, and evaluating public health programs of similar size and complexity.
    • Strong management skills, strategic vision, leadership qualities, professional reputation, ability to create synergies where applicable, interpersonal skills, and written and oral presentation skills to fulfill the diverse technical and managerial requirements of the project description.
    • Professional level of oral and written fluency in English language.

    Deputy Chief of Party & Senior Technical Advisor

    Goldstar Kenya seeks a Deputy Chief of Party (DCOP)&Senior Technical Advisor for an anticipated, USAID-funded program to support, expansion and provision of quality integrated HIV/AIDS clinical services in Kenya. This position is contingent on award.

    Position purpose:

    The Deputy Chief of Party&Senior Technical Advisor is responsible for providing technical and management leadership for technical assistance teams, sets timelines and goals for team implementation and monitors quality of processes and deliverables, mentors technical teams to produce quality work and build capacity over time and liaises with partners, the Ministry of Health and counties related to technical program aspects

    Key Responsibilities:

    • Responsible for the day-to-day technical and program management leadership of the Program and liaison with donor, Ministry of Health (MOH) at national and county level, on administrative, financial and programmatic matters related to the program;
    • Lead implementation of the Annual Program Planning cycle and the development of comprehensive annual work-plans and budgets in accordance with the USAID annual planning cycle;
    • Monitor the implementation of the programs interventions
    • Review the preparation of monthly, quarterly and annual program progress reports
    • Contribute to the identification and prioritization of technical assistance needs at national and county levels to be supported in order to improve program performance and towards achieving the project goals and objectives
    • Providing technical and operational monitoring of consultants engaged to undertake activities supported by the project
    • Immediate supervision of day-to-day of performance of all program staff, including ensuring that field-based staff regularly prepare and update required performance data;
    • Oversee management systems for the cost-effective implementation of all program activities;
    • Initiate the development of suitable scopes of work and overseeing the execution of appropriate technical assistance contracts as needed.
    • Performing any other duties assigned by the Chief of Party

    Minimum Requirements:

    • A Master’s Degree in public health or related field.
    • At least seven years of experience in managing and implementing complex public health programs of similar scope and size in a development context, with at least five of those years in Sub-Saharan Africa, preferably in Kenya.

    Director of Finance & Administration

    Position Purpose:

    The Director of Finance and Administration will be responsible for the financial management and administration of the project, including sub-award or subcontract management, human resource (HR) management, procurement & inventory management and travel & logistics.

    Key Responsibilities:

    • Establishment and maintenance of a robust financial, administrative and sub-award management and monitoring system to support program activities towards project objectives, in accordance with GS Kenya policies and practices as well as USG regulations governing awards
    • Ensuring transparent, responsive and compliant financial management system that tracks and monitors project expenditures against budget;
    • Contributing to short-term and long-term program planning, as part of the management team
    • Overseeing implementation of financial and administrative systems, including cost containment measures and systems to mitigate waste, fraud and abuse
    • Development and submission of quality financial reports and prime award deliverables
    • Overseeing the HR, procurement, travel and logistics functions for program;
    • Overseeing procurement and inventory procedures, in accordance with United States Government (USG) policies and regulations;
    • Collaborating closely with the relevant GS Kenya technical teams on financial, administration, sub-award management, HR and procurement matters; Managing contractual negotiations and agreements with local consultants, vendors and service providers; and
    • Supervising financial and administrative staff
    • Performing any other duties as directed by the Chief of Party

    Minimum Requirements:

    • A Master’s degree in Business, Accounting, Finance or related field relevant to the position requirements.
    • At least eight years of experience in financial management for large complex projects, of which at least five years were working in the field of international development.

    Senior Monitoring and Evaluation Advisor

    Goldstar Kenya seeks a Senior M&E Advisor for an anticipated, USAID-funded program to support, expansion and provision of quality integrated HIV/AIDs clinical services in Kenya. This position is contingent on award.

    Position Purpose:

    Senior Monitoring and Evaluation Advisor will implement and manage a comprehensive monitoring and information system, ensure consistency, timely reporting and integrity of data; oversee management and reporting and use of complex, related information’. Conduct data analysis, interpret data, including statistical values, and provide advice and consultation regarding data capture tools. He/she will provide assistance and training to project staff and partners involved in data collection, analysis and reporting at all level.

    Key responsibilities:

    • Lead the design and implementation of the project monitoring and evaluation framework as well as the project information system.
    • Develop and manage the Project ‘s Performance Monitoring Plan (PMP) in collaboration with project staff and partners.
    • Lead analysis of project data to assess progress and areas of improvement.
    • Develop and maintain systems to collect and analyze information on inputs, outputs, outcomes and impact of the program.
    • Guide reporting processes amongst technical staff and consolidate program reports. Lead responses to USAID and PEPFAR for regular and ad hoc reporting requirements.
    • Support technical staff in M&E functions and manage M&E project staff.
    • Promote learning and knowledge sharing of best practices and lessons learnt both internally and externally.
    • Ensure quality, consistency and adherence to standards and best practices for M&E across the project, including data quality and use
    • Perform any other duties as assigned by the Supervisor

    Minimum Requirements:

    • A Master’s degree in a relevant discipline, such as public health, mathematics, business, statistics, or international relations.
    • At least seven years of experience designing and implementing monitoring and evaluating activities for complex programs in developing countries.
    • A firm command of the M&E issues with respect to improvements in quality integrated service and support programs.
    • Demonstrated experience in setting up and managing M&E systems that track performance as per the objectives of this project (e.g. service integration, performance against each funding stream).
    • Demonstrated analytical skills to measure the outcomes of the project’s activities and support project supervision. Strong writing and organizational skills for monitoring and reporting on program and program outcomes and impacts.
    • Professional level of oral and written fluency in English language.

    Economic Strengthening/Livelihoods Specialist

    Goldstar Kenya seeks an Economic Strengthening/Livelihoods Specialist for an anticipated, USAID-funded program to improve the welfare and protection of orphans and vulnerable Children in Kenya. This position is contingent on award.

    Position Purpose:

    The Economic Strengthening/Livelihoods Specialist will be responsible for the technical aspects of project implementation that relate household economic strengthening activities. S/he will implement evidence-based and start-of-the-art household economic strengthening approaches/strategies that address the different levels of household vulnerability.

    Key Responsibilities:

    • Ensure high-quality technical programming related to economic strengthening and livelihoods generation at the household level
    • Advise and support the COP and OVC Manager in providing technical direction to project implementation, including but not limited to providing input into and assure that all donor reporting requirements on program impact are met
    • Design and promote use of low-risk activities to diversify and stimulate growth in household income and integrate economic activities with complementary interventions across the project
    • Ensure high quality program delivery and the cost-effective use of resources
    • Provide regular written/oral program progress updates, as requested
    • Any other tasks as assigned by COP or OVC Manager

    Qualifications and minimum requirements

    • A Master’s Degree in commerce, economics, business management and administration or related field
    • At least five years of experience managing complex development projects, with least two of these years working in Sub-Saharan Africa, preferably Kenya.
    • Five years’ experience in design, implementation, reporting and evaluation of evidence-based economic/livelihood projects for vulnerable groups.
    • Professional level of oral and written fluency in English language
    • Demonstrated ability to work effectively with government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level
