    Officer - Monitoring and Evaluation

    This position is line managed by the Area Coordinator and Technically supported by the Senior Manager - Monitoring and Evaluation

    This position will be based in Marsabit with frequent travel upto 40% to project sites within Marsabit County

    Salary: Starting Salary of the Pay Grade - Kes 99,917 p.m.

    Contract duration: Fixed Term Contract – 12 Months

    Job Summary

    The Monitoring and Evaluation Officer will provide technical support and guidance in monitoring and evaluating ongoing and new programmes in Marsabit. Additionally they will work closely with the surveillance office in conducting programme surveys and assessments across the county.

    S/he takes lead in reporting on programme indicators and verification of monthly and quarterly progress report. The Incumbent will take a role in promoting of key learnings for the improvement of the programmes in Marsabit and for wider learning of the organisation.

    Main Duties & Responsibilities

    Direct Provision of M&E related Technical Support

    • Develop project monitoring plan (PMP) of the projects and consulting with area Coordinator.
    • Support in coordinating and conducting project evaluations and assessments.
    • Compiling, analysing and reporting data for key programmatic outputs and outcomes indicators.
    • Building capacity of the programme teams on Planning, Monitoring and Evaluation (PM&E).
    • Validating and verifying core indicators against the different sources of information.
    • Ensuring timely production of monthly, quarterly and annual donor reports based on agreed performance indicators.

    Oversight and Quality Assurance

    • Working with the programme team to coordinate project review meetings.
    • Conducting regular field monitoring visits and provide feedback to relevant sector lead.
    • Ensure that implementation of field activities adheres to costed work plan.
    • Assist the Area Coordinator and Manager Monitoring and evaluation in reviewing project plans for programmes quality.
    • Document/ support documentation of best practices across all sectors in the programme area.
    • Provide feedback to programme teams on projects’ performance based on monitoring data findings.
    • Track and draw the attention of the line and technical managers on implementation progress and any deviation of the Annual Work Plan, Quarterly Costed Work Plan and Programme Toolkit.
    • Monitoring of programme related trainings for quality and adherence to Concern SOPs.

    Capacity Building, Collaboration and Learning

    • Manage and regularly update a repository of all programme reports, surveys, etc. for the field level programme (Marsabit).
    • Support emergency response activities as and where necessary. This includes compiling and tracking of emergency response related data at Marsabit level.
    • Any other tasks as delegated by the line manager

    Programme Participant Protection Policy

    • Adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct.
    • Graduate degree in Statistics, Monitoring and Evaluation, Economics, Social Sciences or Equivalent.
    • At least two (2) years’ experience in professional experience in the field of M&E.

     

    • Experience in coordinating and conducting Health and Nutrition surveys and evaluations highly desired.
    • Strong skills in information management.
    • Excellent written and public communication and negotiation skills.
    • Able to use statistical software (ENA for SMART, SPSS and STATA)Proven competency in ethical principles of research, statistical analysis and complex survey design and analysis
    • Excellent report writing, communication, interpersonal, ToT, networking and coordination skills
    • Proficient in the use of computer applications and ODK.
    • Fluent in both spoken and written English and Kiswahili.

    Job Purpose

    To provide technical leadership, guidance and training on IMAM surge as well as providing hands on support to Ministry of Health (MoH), and partners to enhance their capacity and skills in the rollout of IMAM surge in Turkana County.

    Main Duties And Responsibilities

    • Provide technical support to MoH through structured OJT/mentorship on rollout of IMAM surge at the health facilities;
    • Provide technical support to partners in the monitoring of the implementation of IMAM surge, ensuring the facilities are updating the wall charts as well as sub-county monitoring the situation through the IMAM surge dashboard.
    • Ensure that partners implement the IMAM surge work plans as agreed.
    • Work closely with the Sub-county Public Health Nurse, Sub-county Nutrition Officer, Public Health Officers and the hospital nutritionist in developing and implementation of monthly work plans for the Sub-county;
    • Liaise closely with MoH at County and Sub-county level to promote ownership and integration of IMAM surge into MoH systems including the development of a concrete plan of action for surge roll out at the health facilities;
    • Ensure programme quality control through implementation of monthly and quarterly M&E;
    • Work closely with the project manager in monitoring the nutrition situation in Concern areas of work;
    • Assist in writing of programme internal and donor reports.
    • Support project documentation to generate lesson learning as well as case studies;
    • Participate in coordination of nutrition as well as technical support in nutrition assessments to determine the nutrition situation of the target population;
    • Writing of monthly reports and briefs as well as quarterly reports;
    • Attend and adequately represent Concern in Sub-county meetings/fora e.g. Sub-county Steering Group(DSG), Sub-county Nutrition Coordination meeting among others as may be required;
    • Together with MOH and other partners involved in delivery of nutrition services in the Sub-county, conduct joint monthly Support Supervision visits;
    • Work closely with the UNICEF and WFP contact staff to ensure that all health facilities have adequate supplies of therapeutic commodities at all time;
    • Concern’s program liaison person for Turkana office.

    Responding To Emergencies

    • Participate and contribute as necessary towards Concern’s Emergency response as and when necessary
    • Comply with Concern’s health, safety and security guidelines during emergencies

    Person Specification

    A degree in Nutrition and Dietetics or in Nursing with solid experience/background in Nutrition with KNDI professional certification

    • At least two (2) years’ experience in Health and Nutrition programming in both a development and emergency context.
    • Knowledge and experience in the implementation of the IMAM surge approach.
    • Experience and knowledge of MOH systems, particularly at County and sub county level.
    • Good understanding of cross cutting issues- gender, HIV and AIDS, DRR, etc. and how to integrate them into public health and nutrition programmes.
    • Excellent interpersonal, communication and report writing skills and demonstrated ability to work effectively in teams.
    • Proficient in Computer applications
    • Fluent in both spoken and written English and Kiswahili.
