    Consultancy: Development of Care Reform Strategy -Nairobi, Kenya

    Background and Justification

    In 2017, Kenya’s population was estimated to be 49.6 million with children between 0-18 years accounting for 49 per cent, adolescent 10-19 years make upto about 24 per cent. The Social Protection Sector Review Report of 2012 indicate that there are 3.2 million orphans and vulnerable children (OVC).  Many of these children are cared for by their parents, extended family or other community members, while others are residing in institutions. The official number of children in private registered residential care (known as Charitable Children Institutions-CCIs) is 43,000 as of 2017. 2018 and 2019 data is not available.  There are an estimated 1,500 children in the 29 government statutory institutions which include remand homes, rehabilitation homes and rescue centres.

    Over the years, Kenya has put a lot of efforts and has shown commitment to embracing family-based care for children including orphans and vulnerable children; hence moving away from an over-reliance on residential care of children.   For instance, in 2004, Government of Kenya (GoK) initiated a Cash Transfer programme for OVC (CT-OVC) to support families to cope with the increased burden of caring for OVC and hence prevent separation of children from their families and communities.  As of 2018, the CT-OVC programme was reaching an estimated 1.2 million OVC.  In 2005, GoK developed Regulations on Adoptions and also for Charitable Children Institutions (CCI). Recent programmes include the Presidential Bursary programme for children whose families are unable to pay for their school fees, the universal health care services including expansion of National Hospital Insurance Fund coverage, the free/subsidized primary and secondary education, among others. Funds and personnel to government agencies such as Department of Children Services (DCS), National Council of Children Services (NCCS), Child Welfare Society of Kenya (CWSK), Street Families Rehabilitation Trust Fund (SFRF) and Department of Social Development have also been increased for better protection and care of children and support of families. 

    To obtain a deeper understanding of policy and practice that support children without parental care, GoK in 2008 commissioned a study titled “Policy and Practice of Foster Care, Guardianship, Adoption and charitable children institutions”.   With gaps identified in this study, GoK developed guiding documents for care and protection of children without parental care or at risk of separation from families.  The documents are i) National Standards for Best Practices in CCI (2013), (ii) Guidelines for Alternative Family Care for Children in Kenya (2014), and (iii) Through Care Guidelines of 2013.  Equally, a number of relevant policy directives have been issued including (a) issuance of moratorium on inter-country adoption-2014, (b) suspension of registration of new charitable children institutions in 2017 and (c) public Media statement by Cabinet Secretary of Labour and Social Protection in May  2019.  The Children Act 2001 is also being reviewed to provide for more family-based care support as opposed to residential institutional care that has gained prominence over the years.

    Furthermore, Kenya is currently experiencing increased government and civil society organizations’ implementation initiatives that promote retention of children in families, tracing and reunification and placement in alternative family-based care options.  Family based care programmes have been initiated by government with support of partners in 6 counties (Kisumu, Nyamira, Kiambu, Kilifi, Murang’a and Nakuru), and a number of CCIs have started work on de-institutionalization of children from their CCIs.  There are also a number of interest groups and networks that have been formed over the years, all to promote better care and protection of children without parental care. These include; Association for Alternative Family Care of children, the Association of Charitable Children’s Institutions in Kenya (ACCIK), Kenya Society of Care leavers (KESCA), Association of Adoptive Parents, Founders of Children’s Homes Association of Kenya, among others.

    While there is momentum and increased understanding for improved care and protection of children without parental care, there is a need to strengthen coordination of efforts by government and CSOs. There is also a need for an overall Government strategy document that provide step-by-step roadmap on both immediate and long-term action with timelines, on moving from the heavy reliance on residential care to family and community-based care; and in recognition that only children who cannot be cared for in families and community are in residential care.  The government, under the leadership of National Council of Children Services (NCCS) is currently spearheading other relevant government agencies in discussing an improved coordinated approach for policy and programming for children without parental care or at risk of separation. NCCS is the agency mandated to coordinate government and non-governmental agencies implementing of children programmes and services. It is against this backdrop, that NCCS intends to develop a National Care Reform Strategy to guide the development and implementation of policies and programmes to ensure children are taken care of in families and communities. 

    In Kenya, the Care Reform is being defined as containing four pillars namely;

    • Strengthening families to help prevent separation of children from families
    • Effective tracing, reunification and reintegration mechanisms and structures
    • De-institutionalization:  As a process of replacing institutional child-care with family or family-type care.
    • Available and accessible alternative family and community-based care options.

    The purpose of this consultancy is to develop a national Care Reform Strategy and implementation road-map for the government through consultative and consensus building engagements with stakeholders. The Care Reform Strategy will include:  vision, objectives, scope, expected results, key areas of intervention, roles and responsibilities of different duty bearers, implementation timelines, M&E, estimated budgets among others.

    Required qualifications, desired competencies, technical background and experience

    Education:

    The consultant should have a minimum of advanced degree in relevant social science such as social work, law, community development, M&E from recognized university.

    Relevant Experience

     Consultant must demonstrate

    • Having supported government to developed at least 3 similar documents of high standards and that the documents were endorsed by the relevant governments
    • Having worked with a group of diverse stakeholders

    External Outreach to Nutrition in Emergencies Specialists for UNICEF Eastern and Southern Africa Region (RRM Roster)

    Purpose of Position

    The purpose of this external announcement is to attract suitable Nutrition in Emergencies Specialists from outside the organization for inclusion in UNICEF's Rapid Response Mechanism (RRM) roster for the Eastern and Southern Africa region. The purpose of the RRM roster is to ensure that the region’s emergency staffing response is in line with the organization's strategic goals, to support emergency preparedness and response through a predictable and coordinated approach to emergencies. This is not a regular vacancy announcement but rather a call for surge personnel with emergency nutrition experience interested in short term assignments with UNICEF.  Inclusion in the Roster does not guarantee any future contractual relations with UNICEF.

    We are currently looking for Nutrition Specialists in the following areas; 

    • Nutrition in Emergencies (including programme coordination and management in NiE)
    • Infant/Young Child Feeding in emergencies
    • Management of acute malnutrition; community-based approach in emergencies
    • Micronutrient deficiencies programmes in emergencies
    • Nutrition surveillance and assessments 

    Key Expected Results

    • Provide technical direction for the design, implementation, monitoring and evaluation of emergency nutrition programme/projects to ensure achievement of objectives, introducing where necessary new approaches, methods and practices to ensure community participation and ownership of the nutrition problems and solutions.
    • Provide technical support for the development of guidelines and standards in relation to emergency  nutrition as needed.
    • Provide technical support in the assessment  and monitoring of trends in the nutrition situation of children, women and vulnerable populations
    • Review routine and survey data on nutrition and food security and other public health related determinants of nutrition  and determine the need for an in-depth nutritional assessment and/or survey in affected regions.
    • In the absence of a system, technically support the establishment  of a nutrition monitoring system and develop nutritional surveillance tools to gauge impact of interventions.
    • Ensure that a reporting system for programme and assessment data is establishment amongst all Implementing Partners as necessary.
    • Contribute to the preparation of situation analysis updates, sectoral reviews, preparation of programme, funding proposals and donor reports.
    • Ensure interventions meet quality standards, in terms of clear goals definition, appropriate strategic choices and concrete results to be achieved in line with the Core Commitments for Children. Suggest corrective measures if required.
    • Identify supply needs for the UNICEF nutrition response and coordinate with the Supply Division for timely supply and release.
    • Establish and maintain regular contacts with local authorities in order to advocate for the inclusion of UNICEF nutrition priorities within the zonal development plan/initiatives, and participate in coordination meetings and follow up on implementation of recommendations and agreements.
    • Facilitate partnerships and coordination at national and regional level with WHO, WFP, the ministry of health and the NGOs about UNICEF-supported nutrition activities, including UNICEF Emergency response plan, rapid nutrition assessments (when needed), nutrition programme, and the process of establishing nutrition programmes
    • Ensure strong participation in Nutrition cluster coordination. Develop sectoral work plans with the active participation of other Nutrition partners to ensure achievement of programme objectives. Track the progress in implementation and address bottlenecks and issues impeding sector response.
    • Assist in identifying staffing needs and assist in the recruitment process of national consultants to work on responding to the crisis. Identify training needs of the nutrition staff. Support the development of relevant training modules and follow-up tools. Develop a plan and coordinate emergency nutrition capacity building activities.
    • Plan and/or collaborate with internal and external partners to establish monitoring benchmarks, performance indicators and other UNICEF/UN system indicators and measurement to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results for the assigned sector in emergency nutrition programs.
    • Coordinate with operations staff provision of supply and non-supply assistance to partners, ensuring proper and timely accountability in accordance with UNICEF policies and procedures. Certify disbursements of funds, monitor utilization and preparation of financial status reports.
    • Undertake field visits to monitor programme implementation. Provide assistance to the field teams as requested and to travel to the field to fill gaps as required.
    • Design, prepare, implement and follow-up on the projects/activities on Nutrition, for emergency and development phases (development of more sustainable and community-based activities). Contribute to the development of the early recovery component.

     

    Qualifications of Successful Candidates

    • Advanced university degree in nutrition, public health, nutritional epidemiology, global/international health and nutrition, health/nutrition research, policy and/or management, or other health related science field is required. A First university degree with additional two-years of relevant work experience is acceptable in lieu of an advanced university degree. 
    • A minimum of 5 years of professional experience in nutrition, public health, related research or planning and management in relevant areas of maternal, infant and child nutrition, at the international level some of which preferably in a developing country is required. 
    • At least two (2) years of substantive relevant experience dealing with nutrition emergencies is required.
    • Relevant experience in health/nutrition program/project development and management in any UN system agency or organization is an asset.

    Language Requirement

    Fluency in English is required. Knowledge of French and/or Portuguese is an asset.

    Key Expected Results

    • In consultation with other CP partners, and government if appropriate, provide leadership for the establishment of child protection coordination structures for the response to the emergency.
    • Support conduct of a rapid child protection and/or gender-based violence assessment, together with partners in the child protection sub-cluster and/or GBV and protection cluster using agreed inter-agency assessment tools. Where the cluster system is not activated, UNICEF should lead this assessment.
    • Support strategies and mechanisms to scale up the child protection and gender-based violence response to the emergency, including addressing as relevant: family separation, gender-based violence response and risk mitigation, child recruitment and use by armed forces or armed groups, trafficking, the mental health and well-being of children and their families, mine action, arbitrary/illegal arrest and detention of children, other protection concerns for children, etc.
    • Provide technical support and assistance to UNICEF child protection and gender-based violence staff and partners, including government and NGOs, to scale up the child protection and GBV components of emergency response programmes, including development or amendment of projects and partnerships.
    • Contribute to the identification of opportunities to work with other sectors to strengthen overall protection for children and women by integrating protection activities within their emergency response programmes.
    • Monitor the trends and emerging evidence of child protection concerns and the response by Government, and analyze this information to advise on the child protection response.
    • Represent UNICEF Child Protection in humanitarian-related meetings, as required.
    • Contribute to raising awareness on child protection concerns and UNICEF’s response thereto through relevant humanitarian, media and communication outlets, as appropriate.
    • Contribute to providing inputs on child protection concerns and UNICEF’s response thereto in all UNICEF, inter-agency and government planning and reporting processes.  

    Qualifications of Successful Candidates

    • An advanced university degree in international development, human rights, psychology, sociology, international law and other social science field is required.  
    • A minimum of 5 years of progressive professional work experience in social development planning and management in child protection, gender-based violence and/other related areas at the international level some of which preferably were served in a developing country is required.
    • At least two (2) years of substantive relevant experience dealing with child protection and gender based violence in emergencies is required.
    • Relevant experience in child protection, gender-based violence and related areas, program/project development and management in a UN system agency or organization is an asset.

    Key Expected Results 

    • Support the Chief of Education and collaborate with the EiE Focal Point and or Education Cluster team to ensure effective coordination of UNICEF Emergency Education programmes together with the Ministry of Education at national and sub-national levels, Sector Working Group or Education Cluster, UNHCR, implementing partners, and affected communities in conflict and disasters affected-areas. Establish positive working relationships with partner agencies to facilitate rapid and smooth implementation of planned education in emergencies activities.
    • Work with appropriate education in emergency partners to draft Program Cooperation Agreements (PCAs) and Small Scale Funds Agreements (SSFAs) if necessary to ensure the implementation of EiE response.
    • Support the implementing partners identified to put in place innovative approaches (for example, radio programming, distance learning and psychosocial support) to enhance the inclusiveness and quality of the response for conflict affected-children in the hardest to reach areas.
    • Assist in the creation of school preparedness plans in areas affected by natural hazards (floods, epidemics, etc.), in collaboration with the Ministry of Education at national and sub-national levels, UNICEF field offices, and others partners involved in C/DRR, and in particular the Education Cluster or Working Group .
    • Undertake field visits as required to monitor education response activities, particularly related to education in emergency implementation, supply needs and use, and provision of support to UNICEF colleagues on location and remote monitoring.
    • Contribute to draft EiE proposals, Donor reports and Humanitarian situation reports
    • Contribute to build the capacities of all education actors at national and regional level in Education in Emergency issues
    • Actively monitor the data related to programming to ensure the availability of indicators demonstrating activities and results and to facilitate the donor reports
    • Contribute to and work in close liaison with Education Cluster/Sector Working Group members and coordinator(s). 

    Qualifications of Successful Candidates

    • Advanced university degree in education, economics, psychology, sociology or other social science field is required.  A First university degree with additional two-years of relevant work experience is acceptable in lieu of an advanced university degree.
    • A minimum of 5years of progressively professional experience in social development, planning and management in education and related areas at the international level, the majority of which preferably in fragile or emergency affected country is required.
    • Technical experience and knowledge in education in emergencies required, including monitoring and evaluation, supply management and partnership coordination is required.
    • Specialized training/experience in emergency response management highly desirable.

    Language Requirement

    Fluency in English is required. Knowledge of French and/or Portuguese is an asset.

    Key Expected Results

    • Accountable for the overall performance of UNICEF’s response in the WASH sector and the accomplishment of WASH related CCCs.
    • Represent UNICEF WASH Programme in national WASH coordination platform/sectoral cluster for the overall analysis of sectoral needs and priorities and the definition of strategies and standards to ensure the delivery of safe drinking water, safe excreta disposal facilities and promotion of safe hygiene practices to affected population, in accordance with national and international humanitarian standards.
    • Accountable for the definition of UNICEF’s response in the WASH sector (strategies, outcomes, target population) as per agreed standards and UNICEF Core Commitments for Children in Humanitarian Action (CCCs) benchmarks. Ensure strategies, plans and capacities to reach target population with culturally appropriate and gender sensitive interventions are developed in coordination with other UNICEF’s relevant sections and divisions, and implementing partners.
    • Ensure Early Recovery and Disaster Risk informed approaches are integrated as components of UNICEF’s response in the WASH sector.
    • Ensure UNICEF WASH response supports community engagement, and as appropriate, for participation in planning, construction, operation and maintenance of WASH facilities and services, based on the identified needs and priorities and the local context.
    • Ensure an effective monitoring plan is designed and implemented to follow up the implementation of UNICEF’s response in the WASH sector, incorporating required changes into planned activities with special attention to specific needs of women, children and people with disabilities, as well as other cross-cutting areas.
    • Accountable for WASH reporting in accordance with UNICEF’s CCC based Humanitarian Performance Monitoring criteria.
    • Within UNICEF, collaborate with:
      • Representative/Deputy Representative to provide technical and policy advice on WASH sectoral response and its strategies, planning, implementation and monitoring.
      • Other Programmes and Emergency Sections to ensure integration of UNICEF’s response to the emergency, exploring opportunities for WASH to enhance the programmatic response in other sectors.
      • Operations and Supply Sections, as well as with government authorities and other implementing partners, to establish and maintain sound internal controls, to coordinate financial and supply management requirements and ensure accountability.
      • Programme Communication or Communication for Development sections to ensure the development of effective communication materials and strategies for advocacy, social mobilization and emergency programme implementation for the WASH sectoral response, as appropriate.
      • Communication and Fundraising sections to ensure WASH is properly reflected in UNICEF’s external communications and explore opportunities to advocate for WASH specific needs, including interaction with donors.
      • Regional Advisors and/or Headquarters to allow appropriate flow of information and feedback on WASH sectoral response and its programming.Interact with government and partners (including UN, Donors, NGOs, CSOs, etc.) in the different stages of the emergency programme implementation to follow up on cooperation agreements, recommendations and other UNICEF’s commitments for the emergency response, including the development of national partners’ capacity.
    • Oversight and supervision of WASH in emergency staff, as well as financial accountability of funds related to the response in the WASH sector and human resources management.

    Qualifications of Successful Candidates

    • Advanced university degree in one of the disciplines relevant to the following areas: Public Health, Civil Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, or a field relevant to international WASH related development assistance. Additional training in Health Education or Communication for Development (Programme Communication), an asset.
    • A minimum of 5 years of progressively professional experience in the UN or other international development organization, national government or the private sector.  At least two (2) years of substantive relevant experience in emergency countries dealing with major natural and humanitarian emergencies required.

    Internship: Education Section, Nairobi, Kenya, ESARO (6 months)

    Background

    UNICEF Eastern and Southern African Regional Office’s (ESARO) Education Section is guided by the Strategic Plan Goal Area 2: Every child learns”. The Education Section supports Country Offices to promote early childhood education (ECE), education quality, adolescent girls’ education and education in emergencies, as well as the inclusion of children with disabilities in education. The Regional Office supports country offices through direct technical support, quality assurance and oversight, data management and analysis, generation and dissemination of research and tools, as well as partnership building. 

    The Education Team in the Regional Office is seeking an intern for six months to support its work. The specifics of the work are given below. 

    Scope of work

    • Provide overall support to the Section and Regional Education Advisor as necessary in the management of the section.
    • Support the annual country report review process and the planning for the 2020 annual work plans for the education programme in the Eastern and Southern Regional Office.
    • Support the Knowledge Management function of the office in close consultation with the lead on Data and RBM in the office.
    • Support the dissemination of the “Time to Teach” research that is being run in eight ESAR countries and prepare for the regional dissemination event for the research and any other dissemination in collaboration with the Education Specialist, Quality.
    • Support the development and roll-out of a communication strategy around the ten ESARO Education Think Pieces in collaboration with the Education Specialist, Quality.
    • Support the section as necessary as the need arises.

    Consultancy: Development of Nutrition Budget Brief Guidelines, ESARO

    Background and Justification

    UNICEF is increasingly working with governments to make public resources work better for children in the Eastern and Southern Africa region (ESAR). Under the programme stream known as public finance for children (PF4C), UNICEF’s engagement can be broadly organized into three areas: (i) measuring and monitoring, (ii) maximizing the impact and (iii) increasing investment in social sectors.

    Much of the work centers around measuring and monitoring government investment, mainly through the use of budget briefs. In 2015, UNICEF’s Regional Office for Eastern and Southern Africa (ESARO) began encouraging country offices to develop budget briefs. Through the region-wide initiative, the number of budget briefs produced increased significantly. While just two country offices produced a total of six briefs in fiscal year 2015, this included 19 offices and around 90 briefs in fiscal year 2018. Reflecting the utility and impact of these products, the Regional Priorities (2018-21) formalized the requirement for all offices to develop annual budget briefs as a minimum standard to support engagement in public financial management (PFM) processes.This recommendation is also endorsed by the RMT. All published briefs are available on the ESARO budget brief website.

    While budget briefs now routinely cover child protection, education, health, social protection and WASH sectors, very little work has been done on nutrition. To date, only three offices have attempted to develop budget briefs for nutrition. These include Tanzania in 2016, Angola in 2018 and Malawi in 2019.

    At the same time, there have been very few attempts to measure spending on nutrition using other public finance tools in ESAR. For example, UNICEF Tanzania recently published a Public Expenditure Review (PER) of nutrition in 2018, which was only the second PER ever conducted globally on nutrition – the first was also supported by UNICEF Tanzania in 2014. At the same time, only a limited number of governments have produced rapid nutrition budget analyses through the Scaling up Nutrition (SUN) Movement. Further,  the existing reports are not actionable, since they present very scant information and analysis of investment trends and do not offer recommendations for improving the transparency, impact or amount of resources directed to nutrition services.

    The lack of routine measurement of investment in nutrition is especially worrisome given the increasing  malnutrition  levels facing children in the region. Based on the latest available estimates, more than one out of every three children in ESAR are stunted, on average, which affects close to 30 million children.[1] Given the severe impacts of malnutrition on children, and the critical role of government investment in addressing the underlying challenges, it is an urgent priority to develop a tool that can be readily used by UNICEF and partners to routinely monitor investment in and progress on nutrition.

    Annual Work Plan, Objectives and Deliverables

    1. Annual work plan areas covered

      This consultancy will support the following components of the regional 2019 Annual Work plan:

    • Nutrition DE Key deliverable #2 “At least 5 regional strategies, plans, guidance and frameworks for accelerated stunting reduction are developed and/or up-dated” and

    • Nutrition GRP Key deliverable # 3 “At least 4 knowledge products are developed including innovative approaches, good practice and lessons learned, and their results are disseminated”.
    1. Objectives

      Under the guidance and oversight of the Nutrition Specialist and the Social Policy Specialist in ESARO, the overall objective of this assignment is to develop budget brief guidelines for the nutrition sector. Specific objectives include:

    • Develop a methodology for conducting a rapid nutrition budget analysis: This will begin with a comprehensive desk review of existing public finance tools and guidelines that assess investment in nutrition. Among others, this will include the budget briefs and PERs developed by UNICEF (as mentioned earlier), the SUN three-step approach to nutrition budget analysis and country reports, World Bank related documentation and those of other partners available and globally. The review will summarize the methodological approaches used to identify different types of nutrition spending, the structure of presenting the information, the specific types of figures and tables that are produced, and the recommendations that are offered. A proposal will then be developed based on this information. This should address key issues, such as: (i) identifying nutrition-specific and nutrition-sensitive investment; (ii) the treatment of government and donor funded activities, including how to deal with on-budget (funds that run through the Treasury) and off-budget (funds that are not included in the regular government budget); (iii) working with and adapting to different types of budget classification systems (functional, economic, administrative and program); and (iv) offering step-by-step guidance on how to present and utilize the budget analysis. 
    • Draft nutrition budget brief guidelines and companion Excel template: The consultant will incorporate and adapt the information from the agreed proposal into the structure of UNICEF ESARO’s budget brief guidelines for other sectors. With the assistance of the social policy team in ESARO, the consultant will also develop a draft Excel-based tool that will be used to produce all figures for the budget brief.
    • Test the draft guidelines and Excel template in two ESAR countries: The consultant will travel to and work with the nutrition and social policy teams in two country offices that have already requested TA support from ESARO as part of the Compact requests to develop a nutrition budget brief.
    • Finalize the guidelines and Excel template: Based on the experiences and lessons from the two country applications, the consultant will update and finalize the guidelines and the Excel template.

    Conditions

    The contract will be established for 50 working days over a period of 7 months. She/he will be jointly supervised by the Nutrition Specialist and Social Policy Specialist in ESARO. As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.     Purpose of Position

    The purpose of this external announcement is to attract suitable Communication for Development Specialists (C4D) from outside the organization for inclusion in UNICEF's Rapid Response Mechanism (RRM) roster for the Eastern and Southern Africa region. The purpose of the RRM roster is to ensure that the region’s emergency staffing response is in line with the organization's strategic goals, to support emergency preparedness and response through a predictable and coordinated approach to emergencies.     • Provide facilitation to build capacity in participatory & social and behaviour change communication in humanitarian settings.

    Qualifications of Successful Candidates

    • Advanced university degree in communication for development of the social/behavioral sciences (Sociology, Anthropology, Psychology, community-based development, Health Education) with emphasis on participatory communication, strategic communication planning, social mobilization, participatory research, training and impact evaluation of communication interventions.
    • For P3 Level Assignments - A minimum of 5 years of progressively responsible work experience in the planning and management of communication for development programmes, including a minimum of two years in Emergency settings, with practical experience in the adaptation and application of communication planning processes tailored to Humanitarian contexts.     Purpose of Position

    The purpose of this external announcement is to attract suitable Health Emergency Specialists from outside the organization for inclusion in the Health Emergency roster for Eastern and Southern Africa region.  As a member of ESARO Health Team, the candidate will provide technical assistance to countries in ESAR in the preparedness, response and monitoring of health emergencies activities.

    Qualifications of Successful Candidates

    • Advanced university degree in Public Health, Community Health or related fields (preferably with specialized training on public health in complex emergencies, in epidemiology and/or disease control).
    • Eight years of professional work experience in public health, with field experience in responding to health emergencies. This includes: coordination & partnerships, risk assessments, planning, programming, implementation monitoring and evaluation of public health emergency programs relevant to communicable disease control.
    • Areas of expertise including: viral haemorrhagic diseases; vaccine preventable diseases; data management and analysis; epidemiology & surveillance; clinician/case management; water borne diseases, vector borne diseases International Health Regulations including JEEs/country core capacity assessments.
    • Background/familiarity in emergency preparedness and response.
    • Fluency in English (verbal and written), knowledge of other UN language is an asset.
