Purpose of Position
The purpose of this external announcement is to attract suitable Education in Emergencies Specialists from outside the organization for inclusion in UNICEF's Rapid Response Mechanism (RRM) roster for the Eastern and Southern Africa region. The purpose of the RRM roster is to ensure that the region’s emergency staffing response is in line with the organization's strategic goals, to support emergency preparedness and response through a predictable and coordinated approach to emergencies. This is not a regular vacancy announcement but rather a call for surge personnel with education in emergencies experience interested in short term assignments with UNICEF. Inclusion in the Roster does not guarantee any future contractual relations with UNICEF.
This announcement is targeting candidates outside of UNICEF with interest in working in any of the countries within UNICEF's Eastern and Southern Africa region for the next 18 months.
The roster serves as an intermediate between consultants interested in working on UNICEF consultancy/TA assignments, and Regional Office/Country Offices seeking support. It is a list of vetted individuals that are viewable by the Regional Office and Country Offices that are looking for consultants/TAs who can help them in specific assignments, missions or projects.

- Intersectoral work, using Schools as Integrated Service Platforms
- Needs Assessments (Educational Information Systems, Research)
- Peace building/Peace Education
- Psychosocial Support
- Quality Education and learning in emergencies

- Systems strengthening for preparedness and response
- The humanitarian- development continuum
Key Expected Results
- Support the Chief of Education and collaborate with the EiE Focal Point and or Education Cluster team to ensure effective coordination of UNICEF Emergency Education programmes together with the Ministry of Education at national and sub-national levels, Sector Working Group or Education Cluster, UNHCR, implementing partners, and affected communities in conflict and disasters affected-areas. Establish positive working relationships with partner agencies to facilitate rapid and smooth implementation of planned education in emergencies activities.
- Work with appropriate education in emergency partners to draft Program Cooperation Agreements (PCAs) and Small Scale Funds Agreements (SSFAs) if necessary to ensure the implementation of EiE response.
- Support the implementing partners identified to put in place innovative approaches (for example, radio programming, distance learning and psychosocial support) to enhance the inclusiveness and quality of the response for conflict affected-children in the hardest to reach areas.
- Assist in the creation of school preparedness plans in areas affected by natural hazards (floods, epidemics, etc.), in collaboration with the Ministry of Education at national and sub-national levels, UNICEF field offices, and others partners involved in C/DRR, and in particular the Education Cluster or Working Group .
- Undertake field visits as required to monitor education response activities, particularly related to education in emergency implementation, supply needs and use, and provision of support to UNICEF colleagues on location and remote monitoring.
- Contribute to draft EiE proposals, Donor reports and Humanitarian situation reports
- Contribute to build the capacities of all education actors at national and regional level in Education in Emergency issues
- Actively monitor the data related to programming to ensure the availability of indicators demonstrating activities and results and to facilitate the donor reports
- Contribute to and work in close liaison with Education Cluster/Sector Working Group members and coordinator(s).
Qualifications of Successful Candidates
- Advanced university degree in education, economics, psychology, sociology or other social science field is required. A First university degree with additional two-years of relevant work experience is acceptable in lieu of an advanced university degree.
- A minimum of 5years of progressively professional experience in social development, planning and management in education and related areas at the international level, the majority of which preferably in fragile or emergency affected country is required.
- Technical experience and knowledge in education in emergencies required, including monitoring and evaluation, supply management and partnership coordination is required.
- Specialized training/experience in emergency response management highly desirable.
Fluency in English is required. Knowledge of French and/or Portuguese is an asset.
