Regional Supply Chain Coordinator at Save the Children

Role Purpose:

The Regional Supply Chain Manager will assist the East and Southern Africa Region Head of Supply Chain to improve the capacity and performance of Supply Chain staff / teams in SCI country offices within the region by working with the Country office Supply Chain teams on a need basis. The position holder will be responsible for providing technical support to specific Country offices in East and Southern Africa Region.

Scope of Role:

Reports to:  Head of Supply Chain – East & Southern Africa Region

Dimensions:

Save the Children works in 8 countries in East Africa (Kenya, Somalia, Uganda, Rwanda, Sudan, South Sudan, Tanzania and Ethiopia) and 4 countries in Southern Africa (Malawi, Mozambique, South Africa and Zimbabwe) with a current staff complement of approximately 3500 staff and current expenditure of approximately $308 million each year.

Key Areas of Accountability:

• The Regional Supply Chain Coordinator will be responsible for support to SCI Country Offices in the region through;
• Support Country offices and the EARO in establishing Framework agreements and Supplier databases
• Carrying out Fleet analysis and support CO Heads of Supply Chain and Supply Chain to manage the fleet
• Support selected country offices in implementation of Supply Chain Management Plans
• Support CO Logs to get Procurement Plans per award
• Carrying out Supply Chain and Logistics compliance and capacity assessments
• Monitoring Supply Chain and Logistics performance through reviewing monthly Supply Chain reports for selected Country Offices
• Helping country office Supply Chain teams implement their outstanding Supply Chain related audit recommendations
• Assisting Country office Supply Chain teams mount rapid and effective emergency response operations – when disasters occur
• Preparing country office visit reports and following up for implementation of recommendations
• Provide technical advice and support when and if requested
• Foresee and plan CO needs and communicate these to the relevant personnel /Leadership to initiate action
• Facilitate and support the training and awareness creations events to increase understanding of Logs systems within COs
• Follow up and provide feedback on the monthly KPI and Logs narrative reports
• Facilitate and Support the roll out of Warehouse and procurement Software in ESA
• Remain aware of the evolving security situation, adapting Supply Chain activities accordingly and ensuring new emergency operations are effectively supported.
• To execute the above responsibilities, the role will involve short term assignments of about two to three weeks’ duration to country offices based on pre-agreed Terms of Reference and Support and Participate in internal and external events to represent Supply Chain.
• The role will also involve continuous liaison and work with CO Supply Chain teams to get support required.

Qualifications and Experience

Essential:

• A Degree in Supply Chain or in related area or equivalent.
• CIPS certification or other equivalent.
• At least 3 years of continuous experience as a Manager in a Supply Chain function in the NGO sector, within complex/large scale country programmes and in emergency response/humanitarian environments.
• Experience at Regional Level Supply Chain a strong advantage.
• Proven experience in all technical areas of Supply Chain operations including warehousing and stock management, procurement, transport/distribution, fleet management, asset management, communications, and security
• Experience of working in remote field bases with limited infrastructure
• Experience working with large institutional donors and knowledge of their rules and regulations
• Ability to synthesize and analyze information, and make clear, informed decisions
• Ability to build relationships quickly with a wide range of people, both internally and externally
• Strong planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities
• Experience in developing the capacity of Supply Chain staff through the use of training, performance management frameworks and development plans.
• Experience in development and implementation of efficient Supply Chain systems, policies and procedures.
• Excellent written and spoken communication and interpersonal skills
• Cross-cultural experience, understanding and sensitivity
• Willingness and ability to travel extensively within the East and Southern Africa region

Desirable

• Experience in technical programme support in areas of warehousing, distribution and fleet management.
• Previous experience working for Save the Children International or members
• Fluent in English, Swahili or Portuguese, Arabic or any other.
