Senior Technical Officer, Data & Management Information System at FHI360 NGO

• Develop and design a functional data management information system (MIS) for collecting, organizing, analyzing, interpreting, and classifying information for input into electronic databases. The system should include detailed written user guidelines
• Define and articulate guidelines for data accuracy and consistency to ensure highest data quality
• Develop, modify and maintain forms and interfaces for data entry into the project HMIS and create specific report formats and reporting tools as per project specifications and guidelines.
• Analyze data generated by the project MIS and other HMIS for continuous project improvement and general QC processes
• Provide technical support in management of all project databases to meet data requirements for the project and other stakeholders.
• Perform needs assessment and work with information systems personnel at project and implementing partner level to determine feasibility of developing new databases and enhancements or modifications to existing databases.
• Implement U.S. Government Results Management Guidelines at project and implementing partner levels in all data management activities.
• Coordinate entry of the project activity data from all project sites.
• Conduct data analysis for the quarterly, semi-annual and annual reports to USAID and other stakeholders.
• Conduct routine data quality assessments of project databases and support implementing to perform the same.
• Assist in project evaluations and research activities.
• Build the capacity of project and partner staff in data management, monitoring & evaluation.
• Supervise Data Management Assistants and Data Clerks.
• Keep abreast of trends in data management.
• Perform other job-related duties as assigned by the Supervisor or Project Director.

• Experience in setting up and managing databases and management information systems including the use of EMR.
• Experience in building the capacity of partners in data management.
• Experience in data analysis and presenting statistical reports.
• Experience in conceptualizing and developing mHealth solutions is an added advantage
• Ability to maintain data security and data quality systems.
• Working knowledge of USAID/PEPFAR/GOK data requirements and information systems including DATIM and OLMIS.
• Good planning and organizational skills.
• Tact and diplomacy in dealing with implementing partners.

MINIMUM REQUIREMENTS:

• Master’s degree in Information Technology with 5-7 years’ experience or Bachelor’s degree in Information Technology, Biostatistics, Mathematics or related field with 7-9 years’ experience.
• Computer proficiency in word processing, databases, spreadsheets, including advanced skills in MySQL, MS SQL Server, PostgreSQL, Ms. Access, SPSS, Excel, Epi Info and Stata.
• Demonstrated experience with Health Management Information Systems (HMIS).
• Demonstrated ability to transfer knowledge through informal and formal trainings.
