An Officer at this level will be responsible to an Assistant Director of Human Resource Management for planning, co-ordination, organization and direction of Human Resource Management Services in a Department
a) Specific duties and responsibilities:
i. analyzing the staffing levels and making proposals for succession planning;
ii. analyzing utilization of human resources in the Department and advising on proper deployment;
iii. analyzing staff progression and making proposals for career development; and
iv. Ensuring the correct interpretation and implementation of human resource regulations including pensions, salary administration, labour laws and other statutes that impact on human resource.
v. Any other duties as maybe assigned by the head of department
b) Requirements for appointments:
For appointment to this grade, an officer must have:
i) Serve as a Chief Human Resource Management Officer or in a comparable and relevant position in the Public Service for a minimum period of three (3) years
ii) A Degree in social science, such as government, sociology, economics, Public/ Business administration, Human resource/ Personnel management from a recognized university/ institution.
iii) Management course lasting not less than four (4) weeks
iv) Shown merit and ability as reflected in work performance and results.
v) Posses current statutory clearances; KRA, HELB, EACC and CID (certificate of good conduct).
