An officer at this level will be responsible to the Head of Human Resource Management (Performance Management, Discipline, Appeals, Ethics and Governance) for assisting in the development and implementation of work plans, evaluation and advice on disciplinary and appeals cases.
a) Specific duties and responsibilities:
i) Receiving, analyzing and evaluating documents on petitions/appeals from the County Public Service / public and advising the Board on further action.
ii) Receiving and making recommendations to the Board on disciplinary cases.
iii) Assisting in the development, review and implementation of employee relations programmes in terms of grievance handling, promotions, resignations and counseling for the County Public Service.
iv) Managing the custody of Wealth Declaration forms.
v) Developing programmes to promote values and principles of public service.
vi) Developing a framework that will ensure compliance with national values and principles of governance and
vii) Any other duties as may be assigned by the head of department.
b) Requirements for appointment:
i) Served in the grade of chief human resource management officer or in a comparable position in the public service for a minimum period of 3 years.
ii) A Degree in social science, such as government, sociology, economics, Public/ Business administration, Human resource/ Personnel management from a recognized university/ institution.
iii) Masters degree in Human Resource Management or Business Administration (HR option).
iv) Computer applications skills.
v) Attended a senior management course lasting not less than four (4) weeks.
vi) Shown merit and ability as reflected in work performance and results.
vii) Possess current statutory clearances: KRA, HELB, EACC and CID (certificate of good conduct)
