JOB PURPOSE
To develop an Impact Assessment Framework to regularly gather and build knowledge on the impact of the Global Gag Rule, New Funding Policies and Mechanisms on IPPF Member Associations in alignment with IPPF Strategic Framework.
To develop a methodology to collect data on the impact of the Global Gag Rule, New Funding Policies and Mechanisms on Member Associations.
To gather, build, centralize and share across the IPPF Secretariat and with external stakeholders, the quantitative and qualitative information, and knowledge on the impact
Global Gag Rule, New Funding Policies and Mechanisms on Member Associations, to support the IPPF strategy.
KEY TASKS
• To develop a data management mechanism/system that ensures the implementation and operation of the Impact Assessment Framework regarding the Global Gag Rule, New Funding Policies and Mechanisms.
• To support all IPPF Regions and affected IPPF Members to collect data: services affected, client impact and successes of USAID projects so far.
• To ensure data quality and timeliness through regular review.
• To conduct evaluation and impact surveys to generate tangible evidences of the effects of the Global Gag Rule, New Funding Policies and Mechanisms on IPPF business.
• To assist in the analysis of the financial and programmatic data/information collected and develop reports, PowerPoint presentations, tables or other media products to assist in communicating the outputs and outcomes from the impact assessment with a wide range of stakeholders/audiences.
• To record requests from partners and donors to build a “live” briefing document on the Global Gag Rules and New Funding Policies and Mechanisms for IPPF.
• Manage the coordination groups, in particular the IPPF Impact Group, and MAs; to provide updates on new intelligence, respond to requests for data and provide latest briefings.
• Identify and document stories from MA and interview partners to show impact to assist country-specific activities and ensure timely implementation of initiatives.
• Build and maintain positive relationships with all members of staff, and contacts within and outside the Federation.
• To perform other duties as assigned
RESPONSIBILITIES
EDUCATION & QUALIFICATIONS
• A minimum of five years experiences in Health Projects/Programme impact evaluation.
• Experience in surveys, qualitative and quantitative data analysis
• solid understanding of how people go through a change and the change process
• Experience and knowledge of change management principles, methodologies and tools
• Experience in disseminating findings from surveys and impact evaluation.
• Good knowledge of the Global Gag Rule/ The Mexico City Policy and other funding mechanisms policies.
• Work experience in the field of sexual and reproductive health and rights is a distinct advantage.
• Experience in health economics is an added advantage.
SKILLS
• Excellent research and analytical skills: ability to collect and process information through a variety of means including interviews, secondary data collection etc; data visualization.
• Excellent written skills, including the ability to translate complex material into clear and concise documentation.
• Excellent aptitude in understanding and developing theory of change in in the field of sexual and reproductive health and rights.
• Knowledge of global development issues and the key institutions that shape sexual and reproductive health policy.
• Excellent IT (Microsoft Office, Excel) and communication skills - including fluent written/spoken English.
• Coordinate action planning and ensure consistency with data and briefing standards and optimal use of resources.
• Self-motivated person, able to work without close supervision.
• Able to work effectively in a diverse team environment.
• Experience of field data collection.
• Experience of report writing
