Consultancy: Support HACT Implementation for KCO at UNICEF

Scope of Work

• Goal and Objective: Under the supervision of the Fund Monitoring Officer, QA Unit, Operations, the consultant will provide the required support in terms of carrying out the spot checks, follow up of open recommendations and also provide capacity building to the implementing partners, eventually helping KCO to achieve the target.

This assignment is specifically linked to the KCO AMP indicator of HACT compliance.

• Activities and Tasks: List specific tasks/activities and issues to be addressed under this assignment, including expected boundaries of the assignment. Tasks should be described as the steps taken in carrying out and completing the key activities of the assignment.

• Populate and review the tracking tool for monitoring of recommendations from spot checks/audits/micro-assessments and follow up with the sections concerned to ensure that responses are received from implementing partners to support closure;
• Undertake spot checks (approximately 8 spot checks) spot checks of implementing partners as per guidance from supervisor;
• Review the compliance reports received from the partners to assess its validity in terms of closure of recommendations and update the tracking tool;
• Review the reports received for micro-assessments, spot checks and audits and identify follow up actions and update the tracking tool;
• Prepare and share progress report on a monthly basis for presentation in the POCG/CMT meetings;
• Provide support to the implementing partners, both CSOs and government departments in helping to set up accounting systems leading to capacity development while undertaking visits/spot checks;

• Work relationships: State the responsibilities of the parties involved in the assignment. Elaborate on the work relationship the consultant will be engaged with (e.g. partners, stakeholders etc.)

The consultant is expected work closely with Fund Monitoring Officer/Fund Monitoring Specialist of the QA Unit in terms of guidance for the tasks listed above. In addition, consultant will also be working closely with programme sections/zone offices, implementing partners and audit firms.

• Outputs/Deliverables: Payment of monthly fee will be based on the progress reported on a monthly basis on the following tasks:

• Updated tracking tool with information on the status of open recommendations and evidence of follow up done/no. of recommendations closed resulting from the follow up action;
• No. of spot checks carried out and capacity development support provided to implementing partners as part of spot checks;
• No. of reports (micro-assessment/audits/spot checks) analysed and recommendations captured in the tracking tool;
• No. of compliance reports received, analysed and updated in the tracking tool;
• Progress report shared ahead of the POCG/CMT meeting in terms of progress/achievement;

Payment Schedule

Consultant will be expected to undertake travel as part of the assignment to undertake spot checks, and other related activities, such as capacity development of implementing partners. Manual Travel Requests will be raised based on the need and travel costs will be reimbursed based on actual and scrutiny of supporting documents, as per applicable UNICEF rules and regulations.

Office to provide seating space, provide laptop for the duration of the contract (on returnable basis) and reimburse communication costs as per actual or office may provide a SIM card.

Include statement:

Payment is on satisfactory completion of deliverables duly authorized by the Supervisor of contract.

Note: As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary”.

The TOR must mention that “the candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.”

Required qualifications, desired competencies, technical background and experience

• Education: Bachelor’s degree in accounting;
• Specialist skills/Training: Experience of at least 2 years in the area of finance/accounting. Experience in the area of audit is an asset
• Years of experience: 2 years’ experience in the area of finance/accounting and familiarity with auditing.
• Competencies: Analytical skills, drive for results, communication and coordination ability;
• Languages required: Proficiency in English. Knowledge Swahili, an added advantage
