    Programme Management Officer, Human Settlements

    Programme Management Officer, Human Settlements Job Responsibilities

    • Support the development and implementation activities, projects and programmes in sub-Saharan African regarding Risk Reduction and Urban Resilience:
    • Support the operationalization of the Technical Centre for Disaster Risk Management, Sustainability and Urban Resilience (DiMSUR) being established in Maputo, Mozambique, and covering initially four countries in southern Africa.
    • Participate in projects and activities regarding the further development and implementation of the City Resilience Action Planning (CityRAP) Tool in different countries and cities, in coordination with DiMSUR and concerned country offices;
    • Undertake outreach activities and making presentations on DiMSUR, CityRAP and other initiatives related to risk reduction and urban resilience;
    • Establish partnerships with other institutions (academic, research, NGOs, UN Agencies, bi/multi-lateral cooperation programmes) for developing and implementing urban resilience work in the region;
    • Contribute to the production of UN-Habitat knowledge on these topics through publications and research articles;
    • Support the formulation of project proposals and follow-up with potential donors;
    • Undertake field missions as necessary to support the implementation of the different activities at the country level;
    • Support efficient and effective management of project resources, including budget, as per approved project document or substantive work plan;
    • Undertake regular reporting of activities both to donors and within UN-Habitat and the UN Secretariat.
    • Support the development and implementation activities, projects and programmes in sub-Saharan African regarding Climate Change Adaptation and Mitigation:
    • Coordinate and support the implementation of the climate change portfolio of the Regional Office;
    • Liaise with the Climate Planning Unit, Urban Planning and Design Branch (UPDB), for internal coordination purposes on climate change issues;
    • Support the identification and development of climate change projects and initiatives at the country level;
    • Support the establishment partnerships with other institutions for developing and implementing climate change work in the region;
    • Formulate project proposals and follow-up with potential donors;
    • Undertake regular reporting of activities both to donors and within UN-Habitat and the UN Secretariat.
    • Support the development and implementation of activities, projects and programmes related to UN-Habitat’s portfolio in Ethiopia:
    • Support the identification and development of projects at country level related to the seven thematic areas of UN-Habitat (namely: Urban Land Legislation and Governance,
    • Urban Planning and Design, Urban Economy, Urban Basic Services, Housing and Slum Upgrading, Risk Reduction and Rehabilitation, Research and Capacity Development) and liaise with the respective branches for internal coordination;
    • Formulate project proposals and follow-up with potential donors;
    • Undertake field missions as necessary to support the implementation of the different activities at country level;
    • Support reporting and communications with the Government of Ethiopia.
    • Performs other related duties as required.

    Qualifications for the Programme Management Officer Job

    • Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
    • An advanced university degree (Master’s degree or equivalent) in urban planning, architecture, engineering or in a related area. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
    • A minimum of five years of progressively responsible experience in human settlements, project or programme management, development or related area is required. Knowledge of UN Secretariat rules and regulations would be considered is desirable.
    • English and French are the working languages of the United Nations Secretariat. For this position fluency
      in oral and written English is required. Working knowledge of another UN language is desirable.
