    Officer - Community Empowerment North Horr

    Reports to: Area Coordinator – Marsabit administratively and technically to Manager - Community Empowerment based in Nairobi

    Duty Station: North Horr, Marsabit

    Job Summary:

    To provide technical leadership in the implementation of Community Empowerment Approaches in North Horr, Marsabit

    Main Duties & Responsibilities:

    • Provide technical leadership in the establishment, maintenance and graduation of CC groups in the County
    • Develop technical capacity and support for community conversations to Concern programme staff including training and mentorship
    • Provide technical leadership and mentorship to Community Development Facilitators (CDF) and Community Facilitators (CFs) in implementation of community conversations
    • Foster linkages between the CDF to the County Government of Marsabit to facilitate citizen participation in county planning and budget processes
    • Coordinate the utilization of the Community Conversations platform for achievement of Programme results and citizen participation
    • Network with and interest other actors at county/ sub-county level to utilize community conversation groups as entry points for their interventions
    • Look out for and advice on emerging community participation avenues and preposition CC groups to take advantage of such avenues
    • Participate in the development of phased approaches to ensure that programme achieve their result through the CC approach
    • Conduct regular field visits to Community Conversations to monitor for quality assurance
    • Provide relevant CC data including change stories for use by the Communication Officer in documentation of the Community Conversations approach
    • Compilation of timely monthly and quarterly reports on Community Conversations
    • Responding to Emergencies:
    • Participate and contribute as necessary towards Concern’s Emergency response as and when necessary
    • Comply with Concern’s health, safety and security guidelines during emergencies
    • Programme Participant Protection Policy
    • To adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct.
    • To support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, partner organisations and beneficiaries, and be committed to providing a safe working environment.
    • To contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme (as per P4 section 6).

    Job Specification:

    • A Bachelor’s Degree in Community Development, Social Sciences or any other relevant field with two (2) years’ experience or a Diploma in Community Development, Social sciences or any other relevant field with at least three (3) years’ experience in implementing community projects
    • At least two (2) years’ experience in implementing Community Conversations (CC) in Marsabit County
    • Must be a Trainer of Trainers in Community Conversations approach
    • Must have a working knowledge of Project Cycle Management
    • Fluency in English and Kiswahili, and at least one of the local languages spoken in Marsabit County is a an added advantage
    • Strong written and oral communication skills
    • Good computing and report writing skills
    • Be able to work independently, as well as in a team
    • Strong leadership and management skills
    • Be willing to accept responsibility and to show good judgment, initiative, and resourcefulness.
