    Chief Manager - Cyber Operations

    Grade: KRA ‘7’

    Department: Intelligence & Strategic Operations

    Division: Technical Operations

    Supervisor: Deputy Commissioner – Technical Operations

    Supervisee: Manager – Cyber Operations

    Job summary:

    Responsible for development and overseeing implementation of policies, frameworks and strategies that will enhance KRA’s capacity to defend her systems against attacks / intrusions and for effective collection and management of intelligence from the digital space in support of KRA operations

    Key responsibilities:

    • Development and implementation of a framework for Computer Network Defense
    • Development and implementation of a framework for monitoring and evaluation of Computer Security Compliance standards & Management
    • Development and Implementation of a framework and capability for cyber threat intelligence and incidence response.
    • Management of cyber defense tools, technologies and infrastructure.
    • Management of network assets recruitment protocols
    • Supporting investigations and prosecution of cyber related incidences
    • Overseeing of management and operational reporting.
    • User training and knowledge transfer management
    • Management of resources in the operational area.

    Academic and Professional qualifications:

    • A degree from a recognized university
    • Background in specialized programming languages including PHP and HTML for Web facing applications.
    • Proficiency in C#, C++, Perl, Python, visual basic, ruby programming and scripting languages. Java and GoLang will be added advantage.
    • Advanced knowledge in reverse engineering and incidence response

    Relevant work experience required:

    • At least 7 years progressive work experience in the areas of vulnerability assessments and penetration testing at least two of which should be at management level.
    • Experience is adverse emulation will be an added advantage.
    • At least 3 years’ experience in the area of Network/infrastructure development
    • At least 3 years’ experience in computer software and hardware engineering.
