    Grants Manager

    Project Description

    The new activity, Safeguarding Democratic Space in Kenya (SADES-K) will be implemented from 2018 to 2021. The overall goal of SADES-K is to enhance Kenya’s ability to hold a national conversation on reforms and national cohesion, and to safeguard democratic gains, including protecting civic space, respect for human rights and observance of rule of law.

    Position Description:

    The Grants Manager will oversee an extensive portfolio of grants to local organizations.  Responsibilities will include working with program staff to establish a grants management system; supporting NGOs in preparing project proposals, developing project budgets and evaluating project results; facilitating the grant selection process; monitoring and reporting on grant activities; and providing technical assistance and training to grant recipients or grants management.

    Job Responsibilities:

    • Support prime award negotiations with donors working closely with the supervisor and HQ Contracting Officers.
    • Prepare and submit requests for donor consideration and approvals to include but not limited to waivers for restrictions, international travel, key personnel, revisions to program description and budget, disposition instructions, and so on as required and necessary.
    • Support Chief of Parties to meet contractual deliverables such as submission of implementation plans, budget pipelines, financial and programmatic reports, cost share tracking tools and reports, program income tracking tools and reports, final reports, et cetera.
    • Provide training and capacity development to SADES-K grantees,
    • Act as COP when the COP is out of the country or otherwise unavailable;
    • Manage day-to-day operations of the program from Nairobi, Kenya; and
    • Perform acquisition and assistance roles from pre-award to close-out. These roles may include a wide variety of discrete transactions occurring at various and concurrent stages of prime awards and sub award processes.
    • Coordinate issuance and administer program budget, sub-grants, consultancies, office and residential and other contractual arrangements.
    • Interpret fundamental donor regulations and requirements and apply them to specific situations for timely resolution to prime award issues.
    • Review requests from programs and other clients for completeness, accuracy and compliance within FHI 360 policies and donor requirements.
    • Initiate, support and prepare and finalize management tools such as operational manuals, policies and regulations.
    • Directly supervise Grants staff, mentor, train and complete annual work performance evaluations.
    • Provide acquisition and assistance training to staff and implementing partners

    Minimum Requirements: 

    • Advanced degree in program management, business administration, development studies or related fields.
    • Minimum 7 years of relevant experience in managing grants and providing capacity development to Kenyan civil society organizations supporting democracy, governance or conflict.
    • Familiarity with USAID grants management and reporting requirements is necessary.
