    Wildlife Conservation Manager - KENYA

    Job description

    This position is for the Nairobi Mombasa Expressway Project. The location of position will be Nairobi with expectations of mobilizing to the camp at some point 2019. There is relocation assistance associated with this position.

    Responsible for integration of environmental issues, particularly around wildlife management and mitigation requirements for the Project, and into planning documents, permit applications, design specifications and criteria, construction plans and schedules, and subcontract packages. Has technical responsibility for interpreting complex requirements, evaluating and applying appropriate scientific principles, and formulating scopes of work, plans, and methodologies suitable for achieving environmental best practice and maintaining compliance with environmental requirements and plans. Provides technical assistance to other Environment, Safety and Health (ES&H), Engineering, and Construction, Stakeholder Engagement and Sustainability personnel on the project.

    For the Nairobi Mombasa Expressway Project, this Wildlife Conservation Manager will be responsible for technical guidance on wildlife conservation, ecology, and mitigation practices to minimize and/or prevent environmental impacts per project and regulatory requirements. This includes maintaining/establishing relationships and engagement with conservation NGOs to ensure effective communication and continued cooperation with respect to minimizing biodiversity impacts. It also includes advising the project team (Construction, Engineering, etc.) regarding environmental requirements and mitigation measures based on industry best practice, Kenyan regulatory requirements, IFC Sustainability Performance Standards, World Bank EHS Guidelines, and the Project Environment and Social Impact Assessment (ESIA). This Wildlife Conservation Manager also will assist with and conduct training, plan reviews, incident response involving wildlife and habitat protection, and provide supervision for junior environmental staff assisting with ecological/wildlife aspects of the project’s environmental program.

    May directly supervise other environmental scientists/engineers and provide technical oversight and direction to subcontractors.

    Contacts

    • Maintains relationships with internal Bechtel organizations (e.g., Engineering, Construction, and Subcontracts), customer, and contractor/subcontractor representatives to coordinate technical/scientific issues, new technologies, and integration of Environmental functional responsibilities into design specifications, construction plans and schedules, and subcontractor bid packages.
    • Maintains contact, as appropriate, with government regulatory and resource agencies to obtain current information on new regulations, program initiatives, and technical requirements and standards.
    • Maintains contact with other project environmental personnel to keep them informed of changing requirements and provide technical assistance as needed.
    • Maintains contact with customers to exchange information on ES issues, technical information, and new technologies.
    • Maintains contact with external stakeholders, particularly conservation NGO’s throughout Kenya.

    ESSENTIAL JOB DUTIES:

    • Works with the overall Project team with respect to integration and compliance with environmental requirements, particularly focused around wildlife biology, biodiversity and the requirements set forth in the Project ESIA.
    • Provides technical support for Project teams as it relates to biodiversity and environmental compliance and mitigation measures to prevent negative wildlife and/or habitat encounters.
    • Responsible for coordinating integration of environmental requirements with (Sub)Contracts, Engineering, and Construction personnel.
    • Provides environmental technical support and assistance to the Project teams and coordinates environmental and biodiversity requirements, and formulation of mitigation measures with project-assigned Environmental personnel, engineering leads, construction supervision/management and onsite ES&H representatives during construction.
    • Participates in meetings with customers, conservation NGO’s, project team members, and subcontractors to advise them of environmental and biodiversity requirements that may affect project design, construction methods, schedule, and cost.
    • Responsible for drafting project-specific mitigation plans, environmental and wildlife awareness training programs, and technical reports.
    • Participates in execution of the Project’s Environmental Management System and associated audits and management reviews.
    • Provides recommendations and input for revising Project procedures, work processes, and other quality improvement measures.
    • Conducts environmental compliance inspections of project construction activities to monitor compliance with environmental requirements including contractual commitments, permits, the ESIA and the project’s Environmental Management Plan.
    • Implements personnel policies (e.g., conducts employee performance evaluations) and provides technical direction to direct staff.

    Job Knowledge & Experience

    • Advanced knowledge and demonstrated experience in wildlife biology, biodiversity, and ecology.
    • Advanced degree MS or Ph.D. in life sciences (e.g., biology, ecology, zoology) from an accredited college or university.
    • Knowledge of environmental science systems, principles, and methodologies.
    • Knowledge of Kenyan and international environmental laws/regulations and regulatory/resource agencies’ permitting processes and responsibilities, industry standards for environmental compliance, and best management practices for minimizing potential environmental impacts during Project execution.
    • Knowledge of IFC Sustainability Performance Standards, World Bank EHS Guidelines and ISO 14001:2015 EMS Standards.
    • Knowledge of engineering and construction systems, planning, methods, and work processes.
    • Experience in managing and/or providing technical oversight of environmental subcontractors or consultants.
    • Experience in environmental monitoring and compliance inspection during construction.
    • Knowledge of Bechtel’s organization structure, functions, and administrative procedures.
    • Knowledge of key stakeholders throughout Kenya (e.g. Conservation NGO’s, Kenya Wildlife Service, etc.)
    • Skilled in oral and written communication with diverse audiences, including technical writing and public/community interface.
    • Knowledge of standard computer applications as used by Bechtel, and skilled in data management as part of an Environmental Management System.
    • Prior practical work experience in office settings (e.g., managing environmental programs, budgets and staff) and field environments (e.g., conservation or research projects, consulting, construction execution, and/or operating facilities) performing the responsibilities listed above.
