Job Summary
Under the overall supervision of the Director, Strategic Information and Evaluation, SSIEO will support design, development, and implementation of a comprehensive, efficient and effective system of monitoring and evaluation (M&E System) that will enable the EGPAF Mechanism to track progress, evaluate effectiveness, and assess the impact of EGPAF projects. The incumbent will also act as resource for all EGPAF staff to enhance program design, monitoring, evaluation and reporting.
S/he will work to ensure furtherance of the Timiza90 Project goals and objectives through continuous quality improvement, data quality assessments, technical assistance and capacity building to Timiza90 Project technical staff, SIEO, health care workers, and data management staff based at the county, sub-county and facility level in support of strategic information activities. S/he will provide oversight to the Data management officers and all other SI, M&E and data management components within the Timiza90 Project and at County, Sub-county and facility level.
Key Responsibilities
- Support development of the overall framework for EGPAF’s monitoring and evaluation activities including, but not limited to, regular project reviews, participatory impact assessments, process and operations monitoring and communication of lessons-learned using data
- Ensure regular, complete, accurate, timely and quality monitoring reports from health facilities on all required indicators
- Work closely with project technical team to manage all data entry related activities and ensure maintenance of up to date project data bases including DATIM, EKMS, etc. as needed
- Lead and oversee the implementation of EGPAF’s Strategic Information Minimum Standards in Timiza90 Project.
- Lead the development, standardization and deployment of a robust M&E Plan and tools that capture quantitative and qualitative data to be utilized in monitoring, evaluation and reporting of Timiza90 Project
- Lead and coordinate a systematic and planned utilization of data generated through the monitoring and evaluation system for program management and improvement of quality of supported services
- Lead and coordinate development and implementation of data quality assurance strategy for Timiza90 Project
- Provide managerial and technical leadership to Timiza90 Project monitoring and evaluation team
- Train local partners (and staff where appropriate) on the M&E framework, M&E techniques, data management, data analysis, data use, data reporting, results-oriented programming, basic surveying, sampling and report writing
- Participate actively in internal or external meetings concerning M&E and other project activities as delegated by the DSI&E with various stakeholders, including the MOH, CDC, and other stakeholders; assume representational responsibilities when asked
Requirements: Knowledge and Skills:
- Degree in relevant areas such as Statistics, Public health, Epidemiology related or other related field from a recognized institution of higher learning and a certificate in M&E related courses
- Minimum of 5 years’ experience related to the above duties and responsibilities
- Experience with a proven track record in monitoring and evaluation work, conducting assessments and surveys, proposal development, program design, selecting indicators, implementing monitoring plans, and data analysis
- Familiar with NASCOP HMIS tools, DATIM and other PEPFAR reporting requirements
- Experience in providing on site mentorship to health care workers on HMIS, cohort analysis and other SI related issues
- Proficiency in computer packages for generating and analysis reports. Experience in use of visual analytics tools is an added advantage
- Proficient in statistical analysis packages (SPSS/STATA/R etc)
- Experience with managing and coordinating teams
- Ability to build and manage strong working relationships among diverse stakeholders
- Ability to work effectively in a busy, high pressure team environment
- Ability to prioritize workload and demonstrate outcomes on strict deadlines
- Commendable knowledge & skill in monitoring & evaluation activities
